Meeting was called to order by Chairman Grey.
This meeting called for purpose of finding out if we own sufficient land
on "hillside East & North" of #15 Toe arca to build a Green for #14 Hole.
It was agreed by all that there was sufficient land here to build a good
"Par 4 -Dogleg left -340 yard #14 Hole" by building the Green up on hillside
North and Hast of #14 Tee area.
#16 Tee area was visited and all agreed that no more yardage should be
added to the Driving Carry across this big pond. That this is a good Par
3 Hole as is, also that a good Par 4 Hole could be built here if sufficient
Fairway area can be had by moving # 11 Tee and Fairway east of present
location. It was thought that this could be done. Mr. Redman had it in
His plans for #11 hole. Considerable Fairway work would be necessary and
two new Greens built. It was decided at this point that no urgency existed
and that we had all summer to decide the most, desirable and advisable loca-
tion of those Doles. Location of #1 Greeu and # 2 Tee was visited and dis-
cussed.
Back in the Clubhouse mauv other items were considered and discussed such as:
1. Watering system -location, type, cost, available wager and etc.
Z. Rules for the Club- what, rules, how to inform players, how to teach and
inforce and e',c. Chairman Grey gave us a copy of Kimberland rules to
consider.
3. Concession stand -food, drinks and other items for sale
4. A few players think charge for using their own riding carts too high for
players that play more than 18 Holes a day. Also, the lack of drinking
water availahility.

Meetling was called to order by Chairman Brey.
LeRoy Coryea was introduced to theBoard as our new Greenskeeper and Dale
Collier as his assistant.
Robert Gass gave his report on what has been transacted since last meeting.
Fees have been sent in for membership to the United States Golf Association
and National Golf Foundation. The storage building is almost completed. We
now have a full-time Greenskeeper, assistant Greenskeeper, Clubhouse Attendant,
and 6 part-time employees. The proposed budget of a $135,484.00 for the up-
coming fiscal year, July 1978 -July 1979 was presented.
The proposed plans, changes, and cost factors sent from Lee Redman, a consul-
tant from St. Louis, was passed around and discussed by members; along with
plans from Clyde Schwab and Melvin Rickard.
Board members agreed that because of the cost savings, Bermudagrass would
be their only alternative. And that the front 9 holes would remain open
until the back 9 holes becomes Bermuda. Then, the front nine holes' water
systr.m will be repaired and the back nine opened. Back nine to be studied
more thoroughly before changes made.
LeRoy Coryea suggested selling our existing Bentgrass. Board decided to
contact Kimberland on this, and also the Country Club.
The Board decided against Lee Redman on a retainer basis, but will obtain
his aid on a hourly basis, if needed, along with several other area consultants.
There will be a special called meeting on April 27, 1978, 6:00 p.m. at the
Jaycee Municipal Golf Clubhouse, to discuss a possibility of obtaining an
easement on some adjoining property and Jerry Brey and Norman Robert will
report on the area clubs' rules and regulations.
Meeting adjourned.

RE: Consulting report on the Cape Jaycee tunicipal Golf Course.
As a result of my visit to t:ze Jaycee Golf course on March 20,
1978, the followi:J; hole by hole report covers those observations
of needed changes. The uttempt here is to outline a series
of reconstruction programs whereby this course will provide a
pleasurable round of golf to the golfer, and also make it possible
for the management personel to maintain the course. At present
there are problems with design, which make it unattractive and
danEerous to golfers, also impossible to maintain turfgrass
quality.
T. The first decision that his to be made is what type of putting
green grass would be best suited for this course. Using the
following criteria;
A. Bentrass and Bermudagrass putting surfaces are both possible
in the Cape area if managed properly;
1) Bentgrass is a bid; problem in summer months when play is
at its peak.
2) Bermuda (328) has to be insulated against winter kill problems.
-2-
B. ire -construction of greens to provide a good playable surface.
1) Bentgras, - Totally rebuild with sand mixture that could
insure good growth - approximately $90,000.00
2) Bermudagrass (328) - Tl:odify and re -shape present greons and
remove surface drainage problems - approximately w20,000.00
C. Present waterin,; system and water supply are both limited.
1) N.,anagement of bentgrass would require many times the volume of
water as bermuda.
D. 1.1anagement of bermudagrass greens is less demanding during the
summer disease months; therefore, they will wear better under
stress. Considering previous management, it is amazing how
well the Bermuda (328) has held up on some of the back nine
greens to date.
E. Present winter play is such that nine (9) holes could handle it.
t
It would be my recommendation that the Cape Jaycee Golf Course greens,
all be converted to Tufcote (328) bermudagrass by using present
Bermuda greens as a source of material to plant nine (9) additional
greens this summer (1978). This could be accomplished by aerifying these
present greens and using the "plugged cores" to plant with as the other
greens are constructed. This would not necessitate that these "nursery"
greens be taken out of play. In fact, it vrould help them greatly if
top dressed with a medium to fine sand.
II. Bole by hole report.
A. The number one green location is in a ravine, whereby run-off
waters flood the putting surface. The best suited location
should be some forty (40) ft. to the left side of present
green. Dozer work is needed to level the area, and then haul
in a suitable greens mix.
B. The number two tee area is in need of clearing surrounding trees,
and raise teeing surface. Rise in the fairway some 100 yds. in
front of tee in need of some 6 ft. of cut to relieve dangerous
tee slot.
z
-3-
The soil from this cut could be used to raise the teeing area
and fill to left side of Y2 green for increased green surface.
C. The number three hole is a good one, but the green could be
enlarged where possible.
D. The number four green during the bermudagrass planting should
be re—contoured. The golfer cannot see the surface of the
green even from as close as 80 yds. in front of green. A cut
of one (1) ft. to front of green and raise rear some two (2)
ft. would correct the problem.
E. The number five tee area is too small. Cut trees and enlarge
teeing area. Remove trees that obstruct tee shots in front
of tee. The ,#5 green should be treated much the same as the
#4 reconstruction.
F. The number six tee should be five (5) times its present size.
The ##6 green needs immediate relief from a spring behind the
green which keeps it wet. The solution in 1978 would he to
construct a drainage swell to the left of green and channel water
away from play. During the 1979 reconstruction program, the
green should be raised.
G. Holes seven (7) through ten (10) should receive consideration
to teeing surfaces being enlarged.
H. Starting- with hole nuiaber eleven, please refer to design changer
This could be part of the 1979 program of reconstruction.
The changes in design on the back nine does not alter the total
par of 36. It does remove the long walk from#16 green to #17
tee and the danger of having a ball driven down your throat.
These design changes will require at least two (2) new greens,
and 114 as a third. The present 112 hole is a very weak par 5,
and has -to be w problem relating to slog play. This par 5
has been replaced by a strong; 500 yd. hole in new ##16.
The number eighteen hole chan;c to a Par 3 should be made a
great par 3, to stand up as a finishing hole.
-4 -
III. Alternate '141'inter Greens
The construction of nine alternategreens for winter ploy should
not be taken li,7htly. A mowed down area in the fairway will not
attract golfers. Select areas near prosent greens where earth
moving can be kept minimul to provide a surface. As work
continues this summer (1978), spread extra fill in anticipation
of alternate greens construction.
The winter green size can be kept smaller, but disk or roto -till
in sand to prepare seed bed. The use of a southern greens
overseeding mixture a.v,,,.ilable from many major seed companies
would be advisable to start with.
a
IV. Tees and Fairways
Tecs and fairways can be improved as time permits. Thought
should be given to using Westwood Bermudagrass for both of
these areas because;
1) It has proven itself winter hardy in the St. Louis area
for 20 years.
2) This bermuda is very aggressive and can stand extreme wear.
3) Once established, its water requirements are practically none
to keep great fairways.
4) Prepare now by planting a nursery for the future.
V. Budget, Sand Classification, and Topdressing Information
A. A maintenance budget for this golf course would be approximately
S 125,000.00 per year. Capital improvements such as maintenance
building, new course construction, etc. should be seperate from
the maintenance budget.

B. Enclosed are charts and articles that :should be helpful in
sclectin the correct sand necessary for greens construction
and topdressing mixtures.

CAPE JAYCEE MUNICIPAL GOLF COURSE ADIVSORY BOARD
April 28, 1978
The Cape Jaycee Municipal Golf Course Advisory Board held a special meeting
on April 27, 1978 at the Clubhouse at 6:00 p.m.
Present: Jerry Brey Chairman
Larry Essner Vice -Chairman
Clyde Schwab Secretary
Robert Gass Superintendent of Parks & Recr.
Leroy Coryea Greenskeeper
Dale Collier Assistant Greenskeeper
Meeting was called to order by Chairman Brey.
This meeting called for purpose of finding out.if we own sufficient land
on "Hillside East & North" of #15 Tee area to build a Green for #14 Hole.
It was agreed by all that there was sufficient land here to build a good
"Par 4 -Dogleg left -340 yard #14 Hole" by building the Green up on hillside
North and Fast of #14 Tee area.
#16 Tee area was visited and all agreed that no more yardage should be
added to the Driving Carry across this big pond. That this is a good Par
3 Hole as is, also that a good Par 4 Hole could be built here if sufficient
Fairway area can be had by moving # 11 Tee and Fairway cast of present
location. It was thought that this could be done. Mr. Redman had it in
his plans for #11 Bole. Considerable Fairway work would be necessary and
two new Greens built. It was decided at this point that no urgency existed
and that we had all summer to decide the most desirable and advisable loca-
tion of these Holes. Location of #1 Green and # 2 Tee was visited and dis-
cussed.
Back in the Clubhouse many other items were considered and discussed such as:
1. Watering system -location, type, cost, available water and etc.
2. Rules for the Club- what rules, how to inform players, how to teach and
inforce and etc. Chairman Brey gave us a copy of Kimberland rules to
consider.
3. Concession stand -food, drinks and other items for sale
4. A few players think charge for using their own riding carts too high for
playevs that play more than 18 Holes a day. Also, the lack of drinking
water availability.

Meeting was called to order by Chairman Brey.
The visitors, representing approximately 7 members of the Club, were
introduced to the Board. They, then expressed their complaints on the
$2.00 fee per 9 holes on privately own carts. It was explained by Chair-
man Brey, that we based this amount on the local City owned public golf
course, which unfortunately was in Kentucky. He explained that the local
area golf clubs were semi -private clubs, in which make it hard for the
Board to set comparitable fee standards for this area. The Board asked
what they thought would be a fair rate. They recommended a set monthly
fee. After expressing their feeling;the visiters were dismissed.
The Board felt that a set monthly fee would be unfair for the majority
of people that might not play as many holes as these gentlemen. But
decided that the $2.00 fee per 9 holes is too high at this time.
Norman Robert made a motion for $2.00 fee for 18 holes instead $4.00 for
18 holes. Larry Essner seconded. Clyde Schwab called for a discussion.
The second made by Larry Essner was then withdrawn and motion by Norman
Robert withdrawn.
After some discussion, Norman Robert made a motion that we charge $1.00 for
9 holes, $2.00 for 18 holes for private own golf carts. Any additional
holes played free. Clyde Schwab second. Motion carried.
Robert Gass gave his report. Bids on water line still coming in. He has
a new equipment list of $8,000 to $9,000 to purchase. New Jacobson tractor
delivered and in operation. Land scrapper in use. Will start filling in
ditches. Will order ball washers and water tanks. Club house now furnished
with concessions and runned by one full-time and 2 part-time employees.
Discussion was then made on golf course rules. LeRoy Coryea is to write
Lebanon, Missouri for their set of rules. The office is to contact the
Chamber of Commerce for other city owned public golf courses and to contact
the National Golf Association.
The Board decided to establish some temporary rules, which later can -be
extended or changed as needed.
1. Players must register before playing.
2. Be Courteous and show golf etiquette.
3. Every player must have set of clubs.
4. No more than foursome allowed April 1 thru October 1.
5. Use cart path and always keep carts 30 feet from greens.
6. Repair ball marks on greens, replace all divots.
7. Safety first, watch for course workers and other players ----
Yield to greens -workers.
8. Players must wear shirt and shoes
Clyde Schwab made a motion to accept these rules. Jerry Brey seconded.
Motion carried.
There being no further business, Larry Essner made motion to adjourn.
Clyde Schwab second. Motion carried.

Al Stoverink reported that he believed the course would be running a $100,000
deficit for the first 5 years. If we would wait a year to a 1/i years away,
that we could apply for federal funds to support 501t on improvements. He
reported that Mr. Lawley will be recommended a well for the course to the
City Council, but feels the alternate revised program recommended by the Board
is still to costly at this time. Ile feels we should see how the course's
revenue will be this coming year and then seek government fundings for the
improvements.
LeRoy Coryea reported that greens are now covered with straw. De explained
to the Board the poor soil condition on the back nine. More sand is needed
to prevent the dead spots that are on the greens.
Clyde Schwab made a motion that he would like on record the outstanding job
done this first year, considering what they had to work with, by LeRoy Coryea,
Dale Collier and Bob Gass. Jerry Brey seconded. Motion carried unanimously
by the Board.
Requested by Chairman Grey that ad be published in local paper of 1979 Season
Passes on sale for Christmas.
