MID -STATES LEASE
The assignment of the lease between the City and the Farquhars was the first item
of business. The airport manager reported that it was his understanding the new
owner of the building (Gene Brockett and Steve Spradlin) would continue the
operation of a commercial aviation business in the building by sub -leasing space to
Reggie Schienamann and John Farquhar for engine magneto and carburetor overhaul,
Mr. Cole voiced concern about the present and proposed operation of the building.
He stated that the original lease was made for a commercial aviation repair facility
to generate an income for the City.
A question was asked of Mr. Stoverink if an audit of the operation had been made at
any time to determine if rental payment had been made in accordance with the
lease. Mr. Stoverink responded that no audit had been made.
Truman Cole moved that the City with its own personnel or others make an audit of
the books of mid States Aero to determine if proper rents have been paid. The
motion was seconded by Jerry McClanahan and the motion carried.
Discussion with Mr. Brockett of the partnership to the effect that the Board would
insist that a commercial operation he operated by the new owner.
Paul Brinkopf moved that a new lease be written between the City and Brockett and
Spradlin with the same conditions as the present lease with the Farquhars. The
lease to be for the period of time still left on the present lease along with one five
year option. The motion was seconded by Jerry McClanahan and the motion carried.
The recommendations are to be forwarded to the Council after a final decision has
been made to purchase the facilities by Brockett and Spradlin.

FARM LEASE
Vark Seesing presented a proposal to the Board that the City undertake the
operation of the farm. His written proposal outlined the estimated cost of the
operation as well as the anticipated income over a five year period.
The Board discussed this possibility but also wanted to secure bids from interested
farmers for a five year lease.
Jerry McClanahan moved that the Board recommend to the Council that bids be in
invited on the farming rights. Paul Brinkopf seconded the motion and the motion
carried.
CONTROL TOWER
%lark Seesing introduced Mark Hetherington, chief of the control tower, who briefed
the board on the regulations governing the operation of an air traffic control tower.
The City is in the process of taking over the operation of the tower at the expiration
of the lease with Barton Air Traffic Control Systems which will occur on December
16, 1989.
MEETINGS
With more activity being generated at the airport and more business being brought
to the Board meetings, a need exists for regular meetings of the board.
Paul Brinkopf moved and Jerry McClanahan seconded that the Board schedule a
regular meeting date as the first Wednesday of each month at 4:00 p.m. in the City
Council Chambers. The motion carried. The first meeting was scheduled for
January 3, 1990.
ENGINEERING FIRMS
To conform to the requirements of the Federal Aviation Administration, the City is
required to have an engineering firm to implement the master plan.
`dark reported that a committee of AI Stoverink, Kensey Russell and himself
reviewed the applications of the five firms who responded to the advertised request
for bids. Three of the five were personally interviewed with the firm of Crawford,
Murphy and Tilly of Springfield, Illinois, being recommended to the Board and the
firm of S. H. Smith and Company of Poplar Bluff, Missouri, be the subcontractor .
A motion was made by J. T. Seesing that the Board accept the recommendations of
the committee and recommend Crawford, Murphy and Tilly of Springfield as the
prime contractor and S. H. Smith of Poplar Bluff as subcontractor to the Council for
their approval. The motion was seconded by Truman Cole and approved by the
Board.
There being no further business to come before the Board, the meeting was
adjourned at 7:05 p.m.
