C. Discussion of Goals for 2016:
Chairman Percy Huston wanted to know if any of the board members had goals or thoughts for 2016. Phil
Cantoni brought up obstacle course type races (examples Spartan Challenge or Mud Runs) and wondered what
the department's thoughts were on them. Director Julia Thompson said that there had been a lot more
interest for these races in our parks and this could be something that we could partner with another
organization. Phil also brought up Cabana Baseball Field and the improvements that need to be made with it.
Director Thompson reported that there are long term negotiations going on with SEMO University to make
Improvements to the complex. She explained that there is concern about the clay pipe in the outfield that
continues to collapse and cause sink holes. Once that situation is controlled the University has plans to use
artificial turf throughout the field. Other improvements that need to be made are to the restrooms and grand
stands. The department and the University are in discussion about how improvements can be made and what
partnerships will be made.

PRS 2 Strategy
Director Thompson explained that our main focus right now is completing the original PRS1 items by
2017. Currently they are working on the renovations at Kiwanis Park, and coming this fall there will be
renovations to Arena Park. Washington and Missouri Parks will be the last to be renovated. They are
finalizing the survey results and will have a thorough discussion with staff at the staff retreat in
February. At that retreat they will produce a list of items that could possibly be a part of PRS2_ This
summer / fall the board will be presented with this list to prioritize it. From there, there will be public
meetings held to see if it resonates with the public. If they come up with new ideas it could be added
to the list. These project items will need good round expense numbers and could very possibly exceed
what the tax produces. If the Use Tax passes the list will have to be reprioritized as funding sources will
change. It is critical that the Use Tax passes to make further improvements to existing facilities. PRSI
tax has produced an excess of $4 million which will go to support stormwater projects and Parks and
Recreation projects. Director Thompson would like someone from City Hall to come talk more about
the Use Tax.
On the PRS2 time line, in fall 2015 they were to develop two subcommittees and strategy teams.
Director Thompson said they don't have to do this but sometimes smaller groups work better.
Stakeholder discussions will be held the summer of 2016, and a marketing plan will be laid out
summer/fall of 2017. They will develop the outline for the campaign in fall of 2017 through April 2018.
Director Thompson stated that they will need to document all the success stories from PRS1 and
remind voters that this is not a new tax, it is just a renewal. Division Manager Scott Williams
recommended that they perform a SWOT analysis.
3. NEW BUSINESS
A. Open:
Chairman Percy Huston announced there wasn't anything new to report so he opened it up for the board to
discuss whatever they would like. Board member Steve Taylor announced his resignation from the Parks and
Recreation Advisory Board. He has moved into a new home and is no longer living in city limits. He said it was a
privilege to be on the board and he will miss being a part of it. Director Thompson then stated that they would
be looking for a new board member recommendation and the nominees would be sent out in an email.
4. REPORTS
A. Parks and Recreation Project Updates
Parks Division Manager Brock Davis had reported that the parks staff has demoed the Kiwanis Park Shelter 2.
The Dog Park is having issues with a lot of mud, so chat will be put down to help with that. The river gates
would possibly be opening January 18'", and the parks crew would start the cleanup process. He reported that
Engineering is looking into the trail widening project. They would like to widen it from N. Kingshighway to
Hopper Road and then Hopper Road to Rodney St. Mr. Davis stated that the trail section in Cape Woods is
owned by the conservation department and they would have to have approval from them before widening
could be done in that area. Creek bank stabilization is another trail area that needs to be improved. Mr. Davis
also reported that his staff is helping with the dugout roof project in Arena Park which will be completed by
May. Division Manager Williams said that they would like to put a small playground and shelter in the new
quad area in Arena Park which would be funded by PRS funds left over and possibly foundation funds from
payroll deductions program.
B. Golf Course Advisory Board

Cantoni made a motion to approve the minutes; seconded by board member Bari Neff. Motion passed.
3. NEW BUSINESS
A. Park, Recreation and Stormwater
I. Parks and Recreation Director Julia Thompson started by stating that the group will be staying
together to discuss PRS2 projects versus splitting into sub committees. The goal is to bring to the
board the most pressing issues and then to decide what should be on the ballot. Director Thompson
continued with the discussion of the Shawnee Park Sports Complex. She asked Kaed in his opinion
how he would rate the facility and what improvements need to be made. He explained that the
biggest issue is the playing surface and having to cancel tournaments, or spend large amounts of
over time in the case of rain. Most of the needed improvements will be covered from the PRS Excess
funds. Outside of those funds, improvements include spectator shade, overlaying the parking lot,
Improvements to the entry ways to the park, signage etc.
ii. The Area Park Sports Complex was discussed next. This complex is where the majority of the youth
baseball and softball games are played. NFL Flag, Adult Flag Football, rugby, and Cape youth Tackle
Football also utilize the park. The board concluded that this is an average facility that meets
standards but could use improvements. The challenges with the property are that it is jointly owned
and it is located in a flood zone. It would cost $7 million to fix the stormwater issues in the park.
Director Thompson asked the question "Is having the ballfields there the best use of the land?"
Would it be better to move the fields to a different location? The board discussed serval Ideas.
Councilman Bob Fox added that the council may want to see more stormwater projects added to the
ballot that could potentially benefit the Parks and Rec Department as well. The board would like to
see a list of past stormwater PRS projects and a potential list for PRS2.
Parks and Recreation Advisory Board Meeting
August 8, 2016
Page 2
Aquatics were the next topic of discussion. The renovation of Central Pool was eliminated from the
original PRS 1 list due to high costs. The benefits of Central Pool is that it's the only 50m pool
between St. Louis and Memphis, its highly utilized by club swim teams and high schools swim teams
which brings a large economic impact to the city. The down side is that it the facility is so old it's
deteriorating and very inefficient. The quality of air and parking also needs to be improved.
Questions to keep in mind are Would it be best to in close the current pool, or would it be best to
build an entire new facility? Would there be a recreational swimming area in a new facility? Director
Thompson felt like these were the larger issues and she wanted to discuss these with the board first.
She would like to take the board members out to these locations so they can see firsthand what the
facilities need. The next meeting the board will meet out at the Shawnee Park Centre from 5.00pm-
7:001 From there they will tour the Shawnee Park Sports Complex and possibly Central Pool.
