McDonald's local owner Shannon Davis on getting a Ronald McDonald Charity Grant for skate park equipment.
'fhe cost of a half pike is $15,000. He stated that this purchase and moving the existing pieces would be a good start
on the park. He would like it to be a multi -use park for skate, roller blades and bike users. The decision on the grant
will be made in December.
Chris has also been working with Park Division Manager Brock Davis on a location for the skate park. He is partial
to the Capaha Pool basin for the park location since it is already there. Ile added that Farmington did a good job
converting the pool into a skate park. The ideal size would be eight tennis courts, but not necessarily a rectangular
or square site. A good area in Arena Park is located between BallHeld's #10 & I 1 and near the trail. Southeast
Missouri District Fair Association owns the property and President Pete Poe will be presenting the usage request to

Guest:
Chris Hutson and Skate Park Users
Jess Bolen, Capella Field Improvement Committee
Chris Hutson presented a slideshow of various skate parks that he and his family has visited on the past few years.
Farmington, Missouri is one of their favorite parks. It is a well-designed concrete park with a coated metal edging
that was originally created from the city's old pool. They expanded the park and it is user friendly for skateboards,
bikes, roller blades and scooters for all levels of skill and is free The facility has camera monitors, skate shop and
cafd next door. All the outdoor facilities operations were generally dusk to dawn. The park is less than ten years
old and has no signs of wear.
The park at Perryville, Missouri was not as popular because it did not have the coated metal edging on their
concrete ramps to give the smooth transition needed and the over-all design was not as good as Farmington.
Mills Park at Gatlinburg, I ennessee was another favorite outdoor park. Mills Park requires each user to complete
an application, pay a user fee and wear a wristband while using the facility. The park is monitored well and any
violators are asked to leave. The Mega Park at Louisville, Kentucky was constructed for more advanced skaters
and also highly monitored and fenced. If any graffiti appears the park is shut down.
Mr. Hutson also showed several indoor/outdoor skate parks that they had visited in SL Louis, Mills Mall and Vans
Skate Park in Orlando.
Ile is still working on a grant for the skate park and will contact Farmington and Louisville for any additional
information he can get and keep the board updated on his findings.
B. Guest Jess Bolen, Capaha Field
Capella Field Improvement Chairman came before the board with information on the Capaha Field improvements
that have been made over the last 25 years. fie reported that they have one project that they need to work on in the
near future The Field surface and playing field needs to be redone. There is an 18" height difference from the left
to right field. The irrigation on the field will need to be addressed in the near future. Ills recommendation for the
resurfacing would be the following priority:
L Install artificial field turf with proper drainage, as this is a major problem with water.
2. Install artificial field turf on infield only, leaving outfield natural grass. 1'o do this, outfield must be
leveled and drainage system installed with new watering system for outfield.
3. Forget artificial field turf, but level entire field, install new sprinkler system and drainage system
and re -sod entire field.

Jess slated that Southeast Missouri State University Athletic Director John Shafer indicated that the university was
not interested in a partnership on projects but just wanted to rent the field.
Recreation Division Manager Scott Williams suggested that if an ongoing income source could be secured they
could possibly get a lease purchase agreement to find the whole project upfront and make payments over an
extended loan period. It would be similar to what was done with the A. C. Erase Arena renovations over a decade
ago. If not, the next big source of available income would have to come from a renewal of the Parks & Recreation
Initiative Tax in 2008, unless funds become available from another source.
APPROVAL OF TIIE MINUTES
Chairman Danny Essner requesting the approval of the April 11, 2011 minutes. Beverly Evans made a motion;

fall. Scott met with the city engineering department on the TT4 Street improvement list about development of a
new Shawnee Park Center entrance off of West End Boulevard,
The Park Division Maintenance Staff will be starting on Phase 11 of the Arena Park Athletic Field Project to re-
configure the younger age group's baseball fields off of Hawthorn Drive over the summer.

accidentally cut electric lines that were buried underneath the floor surtzee and was not originally installed by code.
The deck work was started today.

Arizon took a sample back for testing. Arizon's final payment is on hold waiting for final results of the testing and
warranty arrangements.
B. Capaha Park Master Plan
Penny reported that the demolition of Capaha Pool would start Wednesday. Markey and Associates was awarded
the contract for Capaha Park Master Plan.
Scott Will iams stated that we would need to look at the big picture for Capaha Park's future. 'This past weekend,
Minor's Game had over 500 in attendance. The staff brought over portable bleachers for the event. The spectator's
parking is very limited and we don't want to give up green space for parking.
