The majority of the participants are ages 5 to 8. The older age divisions have competitive traveling teams and the Junior and Senior American Legion that attract the better players. They held two district tournaments this summer for I3-15 year olds. rhey have developed a mixed league with Jackson to come up with enough players for this age bracket. Jackson has had the same problem keeping a recreational league for the older players so they joined the two groups into one league. This has worked out well this year and they are discussing combining the groups for the 16-18 year olds next year. Parks and Recreation Advisory Board September 11, 2006 Page 2 Percy added that their league did not have any big projects this year. Last year they concentrated on establishing four concession stands in Arena Park and one in Capaha Park. Next year they would like to purchase a set of bleachers and a special drag for the fields. He reported that there was four feet of water in one of the concession stands during a flash flood that we had a few weeks ago. If we construct all the major projects within the first five years what incentive will there be for the voters to vote again and again. Scott felt that we should sell the whole package as a better quality of life for Cape Girardeau that will serve all facets of users in the community and surrounding community. Scott presented statistics taken from Missouri cities parks and recreation tax proposals. "Clic majority of successful park sales tax referendums passed 62% with no sunset clause. Director Ostlund came before the board to give them information on the parks and storm water tax referendum results over the state. He reported that 90 cities over the State of Missouri have passed the tax. He added that Missouri is the envy of most states because of our sates tax opportunities. Over the past seven years they have provided Facility Design Schools located in Kansas City, St. Louis and Springfield. Participants interested in construction of a new facility have come from various states and countries, including Saudi Arabia. Chairman Jeff Glenn inquired if there were any sunsets attached to the taxes that passed. Mr. Ostlund stated that there is no evidence that a sunset will give you more votes. An expert from University of PARKS AND RECREATION ADVISORY BOARD OCTOBER 16,2006 PAGE Missouri stated that on a state wide referendum with sunwls you will gain Ill% more voters statewide, for local issues the no sunset docs better because the citizens have more trust in their local leaders. Danny F:ssner asked if there was any difference on approval rating on a'/: cent versus 4S cent tax. Mir Ostlund stated that it depends how well you can document your needs. Success rate on the ballot the first time is usually 75-80%. The 4i cent was more successful than the',4 cent tax. You have to make sure there is something there for everyone. Mike Keefe inquired on the best way to present the proposal when there are maintenance and additions to present facilities_ Mr. Ostlund staled that it helps to provide usage figures to document the list of needs. Jeff Glenn asked that of the 90-100 cities that passed the tax how many were larger communities versus smaller communities. He added that we should try to model our plan to a community similar to ours in size and voter draw. Dave Ostlund provided a list of the cities for the board to review and stated that the list included communities both larger and smaller than Cape Girardeau. Mc Osthmd stated that we need to get a good faith estimate on the non-resident percentage of local sales tax. The Chamber of Commerce can help provide the demographics. 7 here are some things to watch out for: 1. Organized opposition. 2. Go to the Chamber of Commerce: and gain their approval. 9. Don't go on ballot with other tax issues —( Work with other entities on timing) Danny Essner inquired on trying to pass a park and storm water lax following other tax issues. Dave did not think that it would impact that much as tong as they are not on the same ballot. Ile added that this past year was the highest percentage support ever passed on the tax. The trend of the community is health, wellness and leisure time. It is more important to the voters than it was five years ago. The most successful way to strategically pass a sales tax is to show the percentage of sales tax that is produced by the non-resident. Let others pay for our parks. You will need to have a lot of town meetings and be completely forthright about all the issues. Rill Kichl asked if it would be better to propose the glamour items to attract more voters. Dave said that you are better off getting a wider range of user groups than trying to focus on a few areas, If you show the user that you have something out there for them you will get that vote. The small user groups add up. Jeff Glenn reminded the board members that their recommendation will go to the City Council and they will make the final decision if the proposal will eo on ballot. He stated that he was the initial spokesperson encouraging the sunset clause but he would fully support the board's recommendation. Mike Keefe pointed out that the county sales tax recently passed with a large margin with no sunset clause. Danny Essner stated that we will get more accomplished if we can do it all. Director Muser suggested that the board have ajoint meeting with the City Council to express their desire for the proposal. He will make arrangements for the meeting in the next few months.
