Parks and Recreation Advisory Board December 12, 2005 Page 2 OLD BUSINESS A. blaster Plan— Aquatic Division Recreation Division Manager Penny Williams and Aquatic Manager Chad Siemum presented a PowerPoint presentation on the current Capaha and Central Municipal Pools' needs and their recommendation for replacement and renovation. Capaha Municipal Pool has been is use for 48 years. The board viewed the deterioration of the pool and the staffs recommendation of replacing the aging pool with a new family aquatic center. The aquatic center would include a slide plunge, lazy river, lily pads, sun deck, shade, concession area and sand area for children. The estimated cost is $5,000,000.00. The spray pads could be located at Washington, Ranny and Capaha Park and would cost an estimated $175,000.00 each but would have no staffing cost for operation. Central Municipal Pool is 25 years old. Chad Siernnan showed the board members the overcrowding of the pool deck for swim meets where there was visibly no room for additional spectators. He showed examples of spectator seating from Southern Illinois University's pool facilities. The bathhouse needs changing stalls and family change areas. The current non -private areas for changing are not being used. The concession area needs to be renovated and expanded. A public address system is needed for a paging system. The board members viewed the existing bubble, which revealed tears and deteriorated support structures. The staff explained that a more permanent structure would be able to have a ventilation system that would reduce the corrosion on the pool structure. The renovation and permanent facility cost would be $2,500,000.00. The permanent structure and other improvements would eliminate the bubble. The life expectancy on the bubble is 15-20 years. Board Member Mike Keefe inquired on the public school system financing the improvements for Central Municipal Pool. Director Moser stated that the joint agreement has a formula that is used for the school's reimbursement to the city on operating cost. The school is responsible for the bubble and heating system cost. Board Member Mike Keefe stated that he preferred a conventional pool instead of the aquatic center. Board Member Bill Kiel felt that a conventional pool would give the public the lap and recreational swim that they have been used to. Director Moser informed Mr. Kiel that the proposed aquatic center that is in the master plan have the lap swim lanes and would provide areas for swim programs and classes. Parks and Recreation Advisory Board December 12, 2005 Page 3 Lori Lynn inquired on the odds that Capaha Municipal Pool will be in full operation next year. Aquatic Manager Chad Sierman stated that it is hard to say. We have a new pump, old pipes, filters, sand pits and cracks in the wall that the life expectancy is unknown. Bill Kiel inquired if the pool doesn't open what is our next step? Director Moser stated that the board and staff developed the master plan several years ago knowing that Capaha Pool would need to be replaced at some point in time and that the public is aware that there is a plan in existence as a result of a tax proposal a couple of years ago that included an aquatic center along with other city facility improvements that did not pass. Danny Essner stated that it was his understanding that we were going to evaluate the needs of the department and have their plan in place by Spring 2007. We need to make sure that we have our information correct and research all issues before we present a proposal. Board Member Mike Keefe felt that the board should come to an agreement on their recommendation for each division alter each staf's presentation, while it is fresh on their minds. Board Member Jeff Glenn stated that he would like to see the whole picture before he sets any priorities. Danny Essner added that they could outline or summarize each arca to re -fresh their memories. Director Moser stated that if the board would like to meet more often to review all areas quicker, than that can be arranged. Next month master plan presentation will be on the Park Division Facilities needs and presented by Park Division Manager Brock Davis. B. Spaghetti Day Scott Williams reported that the Parks Development Foundation netted over $10,000 on the Spaghetti Day fundraiser and served over 2800.
