Brase Fairboard Conference Room on January 24, 1994 at 5:15 p.m. for a special called meeting to discuss the recreation projects. Those present were: Jim Grebing, Chairman Larry Essner, Vice Chairman Steve Jackson, Board Member Jay Knudtson, Board Member Rick Wieser, Board Member Terry Ashby, Board Member Jay Crosnoe, Board Member Mike Kchlfeld, Board Member David Goncher, Board Member Guests: Tony Sebek, Architect Dave Alberson, Architect Dan Muser, Director Scott Williams, Recr. Coord. Penny Wingerter, Recr. Coord. Brock Davis, Recr. Coord. Doug Gannon, Recr./Aquatic Coord. Ruth Dockins, Recr. Secretary Director Moser announced the joint meeting of the Park Board and the CVB is noon Friday, January 28 at the Fairboard office. MULTI-PURPOSE BUILDING Architects went over the new plan for the multi-purpose building. * Portable bleachers to seat approx. 700 people * 2 office areas * 3 meetinq rooms * Inside track * Fitness area * Storage area * Food prep area * Mechanical room The board members agreed that there was too much hallway space that could be made less and allow for more room elsewhere. The board agreed that it is taking too much time on changing the building time after time: a decision needs to be made. Jay Knudtson motioned that the Park Board approve the latest plans with the multi-purpose building. Terry Ashby seconded the motion. Motion passed. SOFTBALL COMPLEX CONCESSION BUILDING The architects reoriented the building. * Now having a veranda. There will be a vision of 3 fields from each side of the building. * Double drive coming to building instead of single- good access for traffic circulation and emergency vehicles. The video from the trip to Valley Park Sports Complex in St. Louis was viewed. FUNCTIONS OF BUILDING Concerns were brought up on whether to have one cooler or one on each side. Possibly have beer carts (coolers) that would be portable. With the agreement from the board, Dan Muser and Mike Kohlfeld will have a meeting to discuss the coolers at a later time. Umpires need an umpire's room. Musco Lighting will show an informational video on February 14th at another meeting. Lighting should be controlled from inside the building. The Dugout will have concrete floor, chainlink fencing, a windbreak, and a fiberglass top. The scoreboard needs a timer. There being no further business, the meeting was adjourned. Respectfully submitted, Ruth Dockins CITY OF CAPE GIRARDEAU PARKS AND RECREATION AND CONVENTION VISITORS BUREAU JOINT MEETING January 27, 1994 The Park and Recreation Advisory Board and the Convention Visitor's Bureau Board mel at the Fairboard Conference Room for a joint meeting to discuss the Osage Multi -Purpose Buildings' floor plans. Those present from the Parks and Recreation Advisory Board were: Chairman Jim Grebing, Jay Knudtson, Larry Essner, Terry Ashby, Jay Crosnoe, Mike Kohlfeld and David Goncher. Those present from the Convention Visitor's Bureau Board were: Walter Wildman, Beverly Estes, Bob Hoppmann, Mary Miller, David Ross, Joan Crites Others present were: Dan Muser, Doug Leslie, Tony Sebek, David Alberson, Marcia Stone Architect David Alberson opened the meeting reviewing the revised floor plan including all the priority features requested from each board. Chairman Grebing explained that the concept for the elevated track is for regular participants not to be interrupted by other events that may be occurring on main floor. During set-up and clean-up time it can still be used; unlike use on the main floor where maintenance crews would be interfering with participants using the track. Board Member Walt Wildman stated that we should use our priorities that are already listed and see what we can get for $1.6 million. Everyone agreed that the main floor should not be reduced. David Ross suggested using curtain dividers to block off the room from walkers using the floor level track. Architects will provide a cost estimate of the proposed plan. This will make it easier to determine what needs to be eliminated or reduced if necessary to stay within the budget. There being no further business, the meeting was adjourned. Respectfully submitted, Marcia Stone CITY OF CAPE GIRARDEAU PARKS AND RECREATION ADVISORY BOARD MONDAY, FEBRUARY 14, 1994 The Cape Girardeau Parks and Recreation Advisory Board held their monthly meeting at 7:00 p.m. on February 14, 1994 in the Fairboard Conference Room. Present: Jim Grebing, Chairman Dan Muser, Parks & Rec. Dir Larry Essner, Vice Chairman Marcia Stone, Adm. Secretary Steve Jackson, Board Member Scott Williams, Recr. Coord. Jay Knudison, Board Member Brock Davis, Recr. Coord. Rick Wieser, Board Member Terry Ashby, Board member Jay Crosnoe, Board Member Mike Kohlfeld, Board Member Absent: Guest David Goncher, Board Member Tony Sebek, Architect Jerry Moss, Musco Lighting The minutes for the January meeting were approved by a motion from Terry Ashby and seconded by Jay Knudtson. Minutes approved. Guest: Jerry Moss - Musco Lighting Jerry Moss, representing Musco Lighting, gave a video presentation on the history and product information on Musco Lighting. He recommended that metal halide would be our most efficient light source. 30/20 candle foot would be the minimum lighting that is used for good recreation sports. Little Leagues have adopted the 50130 candle foot for liability reasons. Also, 50130 candle foot is used for championship level tournament play. The price difference would be $15-$16,000 per field more for the 50130 candle foot. Three levels of fixtures are available. SE2 and SE2-level 8 were recommended for sports field use. SE2-Level 8 has the same level of lighting on the field as SE2 but the spill light is reduced 90-95% making adjoining fields more playable and safer by reducing the glare. The disadvantage of the Level 8 would be the low lighting level for the warmup area between fields. Mr. Moss will scan the area proposed between fields to see the actual candle foot that would be using the SE2-Level 8 opposed to the SE2. SF.2-Level 8 would cost $2,00042,500 more than the SE2. PARRS AND RECREATION ADVISORY BOARD FEBRUARY 14, 1994 PAGE 2 Terry Ashby made a motion to recommend using the 50/30 candle foot -level 8. LarryEssner seconded the motion. Motion passed. Tony Sebek will have the cost of using the 30/20 and the 50130 available at next week. OLD BUSINESS A. Community Building Architects Tony Sebek and David Alberson will have unit and total cost by the middle of next week on the community building. Director Muser will set up a meeting with the architects, Mary Miller, Bob Hoppmann, J.
