GUEST -
A. Leola Twiggs - Indian Park
Leola Twiggs, a citizen that uses Indian Park, expressed the need
for: proper signs showing motorists that the area is a
neighborhood park where children are playing, the need for
reduced speed limits, placement of toilets could be made earlier
in the year, and possibly limiting the parking to one side of the
street so children can be more visible for motorist.
Chairman Grebing explained that a majority of the neighborhood
parks do not have complete facilities for its users due to
limited funds. Signs have been ordered for the area to alert
motorists of the park.
Director Muser explained that due to a new portable toilet vendor
the toilets were placed approximately 2-3 weeks later this year
in Indian Park and several other locations. Indian Park has been
serviced with portable toilets for the last 5 years. He also

Ms. Twiggs will contact Director Muser and Chairman Grebing on
further improvements that may be needed for the park.
B. Eddie Keys - Girls' Softball Request
Eddie Keys, Commissioner for the Girls' Softball League, informed
the Board that the league has made $65,000 in improvements since
1988. The city has contributed approximately $25,000 to the
projects. Mr. Keys made the following request to be funded from
the 93/94 Capital Improvement Budget:
1. City to furnish financing or labor to concrete sidewalks to
connect the concession stand to the shelter house.
2. City to split the cost of one set of 5 -row, 15 foot

concession stand constructed at $18,000 cost.

fields.
Director Muser will work with the Girls' League on building the
sidewalks through the park's operating budget.
C. Tony Sebek 6 David Alberson - Recreation Project
Chairman Grebing explained to the Board that as a result of the
architects and engineers' research the only potential location of
the Chamber of Commerce Building would be in the lower northwest
corner of the park. This area would require a considerable
amount of fill which may not be economical for the chamber. Also
felt that future park needs, including expansion of the multi -use
building would also make location of the Chamber office at this
site undesirable.
Parks and Recreation Advisory Board
June 14, 1993

Tony Sebek and David Alberson presented a new concept drawing of
the softball and soccer field design which would be developed as
three levels of elevation. The northern end would have the

The lower level area, 3 regulation soccer fields with one smaller
field would be developed with future expansion of additional
fields possible.

PARKS AND RECRE477ON ADVISORY BOARD
DECEMBER 13, 1993
CLOSED SESSION
Director Dan Moser presented a copy of a building proposal for Osage Park proposed by
Bob Hahn. The building proposed consisted of 46,000 square fent with cost estimated at
$2.2 million.
Bob Hahn suggested that the building is bid out on a Design Build Plan process.
The Parks and Recreation Advisory Board agreed that the design presented looked good
with some modifications; i.e., more storage, lockers, showers are needed and break-out
rooms were inadequate and funding for the additional $600,000 would have to be obtained.
Bob Hahn also provided a plan for the softball complex. The Parks and Recreation Board
stressed that the design didn't begin to meet the needs for the complex. At least five fields
are needed with expansion areas to fulfill the requirements to hold large tournaments. The
Board has researched the requirements needed from contacting other softball communities
and holding many joint meetings with community league representatives for both softball
and soccer over the past year.
Dan Muser will meet with the CVB this Wednesday at 3:30 p.m. and relay the Park and
Recreation Board's comments.
