OLD BUSINESS
A. Recreation Conmittee
Jackie Todd, Chairman of the Recreation Comnittee introduced his
committee members, Marry Richards, and Glenn Wade, and acknowledged two
menders that were unable to attend the board meeting; Tony Martin and
Kathy Moore.
Marry Richards explained the new programs and activities that the
Department will be offering this year. The program will be with more
structured activities and taught by well qualified instructors. Some
of the classes will require a fee because of materials and the
exceptional quality of instructors that will be available this year.
Dr. Wade informed the Boa -rd that the general trend, even in smaller
canmunities, is going toward a fee and charges structure because of tax
lids that are being placed on cities, a more health conscious public,
and the request of use by out-of-town people. The feelings are that
those that play should be the ones to pay. The charges that the
committee and staff have set for the programs are not intended to
produce a profit, but to only cover the costs of the programs.
For those families that feel that classes are beyond what they can
afford, camperships are available. The campership is a scholarship
program made available to those who meet specific inccnme requirements.
The Ministerial Alliance has offered to provide assistance to the
Department for the campership screening process.
Chairman Jim Grebing commended the committee; Director Steve Bone,
Recreation Coordinator Rosie Gottlieb, and Recreation Programer Scott
Williams for their time and dedication in compiling a well-rounded
summer p_rogran for the cumnunity. Chairman Grebing requested that the

Program.

recreation program as outlined. Jim Logan seconded the motion. Motion
Passed.

After much discussion, Jim Logan mmoved that the Board give an
endorsemnt on the tree ordinance concept for Cape Girardeau and that
the proposed ordinance go through proper channels for clarification and
editing. He also requested that a final copy be presented to the board
before approval is made by the City Council. Larry Essner seconded the
notion. Motion passed with six in favor and two opposed.

Mr. Todd assured Councilman Barklage that the Cannittee is
strictly trying to make many of the programs self-
sufficient.
Councilman Barklage was concerned about some low-income
fanilies that may not be able to afford some of the programs
that we have to offer. Mr. Todd explained that we are
fo_nming a scholorship or campership program for those that
qualify under the school lunch program guidelines through the
help of the Ministerial Alliance.
Larry Essner, Pool Committee Representative, informed the
City Council that his committee recommended replacement of
Capaha Pool. The committee suggested a recreational type
pool with slides and other play equip men
Mayor Rhodes inquired how the private pools were effecting
our attendance. He also reminded the Board that we are
already subsidizing in an excess of over $150,000 for the
operation of our pools, without considering any renovation
or new pools. He stated that, "We need to know how far we
want to go with our subsidies," and asked, "Is it worth it"?
Jim Grebing stated that the new recreational pool would
produce more revenue with expanded programming and better
marketing capabilities.

be the grassy area Just north of the Arena softball field # 2
