Present were: Jackie Todd, Chairman Robert Gass, Superintendent of Parks Beverly Estes, Secretary Peggy Barringer, Director of Recreation George Jenkins, Member Jim Grebing, Cape Youth Baseball Charles Korns, Member Dennis Underwood, Member Loren Taylor, Member J. Crosnoe, Member The minutes of the April meeting were approved. First order of business was Mr. Jim Grebing of Cape Youth Baseball. He reported that there are 46 teams -ages (8-9),(10-11),(12-13),(14-15),(16-18), 650 boys participating. The basic source of their money is raised by McDonald Burgers, $9,000, Kiwanis $500, a new concessnn stand built, and $3,000 funded by the City of Cape Girardeau. Peggy Barringer responded with an inventory list of baseball equipment stored upstairs in the Arena Building. The equipment that is returned is not taken care of, dirty and has been there not used. A discussion followed with most members agreeing that for several years the baseball league has not responded as to returning and caring of equipment. An emphasis was made that this is "City property" and must be accountable. Mr. Crosnoe responded that with his responsibility of 14 teams he keeps his equipment at home. Mr. Grebing responded similarly. Mrs. Barringer stated this is the problem and wondered if this could be solved. Many suggestions were made with the conclusion that we ask for full cooperation from the league. George Jenkins recommended that the City purchase $3,000 of equipment to the Youth Baseball League with the specification that the league respond to the requirements Peggy Barringer (Director of Recreation) asks of them as to inventory of equipment and financial statements. Dennis Underwood seconded the motion and all members approved. Jackie Todd asked that Loren Taylor, Chairman of the Recreation Building and Jim Logan, Chairman of the Capaha Lagoon Walk -A-Round meet with their committees and report to our April meeting. He asked that Board Members think about possibilities for filling the vacancy. Loren Taylor reported that the Recreation Building Committee has determined that expected cost may be in the $100,000 to $150,000 range. The committee has questioned if such an expenditure might not better be used in the multi- purpose building now under consideration if it could be made to serve the recreation needs also. It was pointed out that current Arena Building - use by public groups conflicts with recreation use and consequently, other facilities are definitely needed. Peggy Barringer will supply the committee with a list of activities for such a building. Jim Logan reported that the Capaha Lagoon committee has not as yet functioned to consider the possibility of a walk around the lagoon, the need for bank erosion control and the possibility of a floating fountain for aeration of the water for algae control in summer. Chairman Todd asked Peggy Barringer to show the Board her list of goals for the Recreation Department and her job specification requirements for each of the positions for which she interviews applicants. Bob Gass discussed the problem of controlling and/or preventing beer sales at athletic and other functions in the parks. Be pointed out that the two exceptions are the Jaycee 4th of July Doins and the Southeast Missori District Fair. Both of these activities have police officers on duty. The Youth baseball and softball leagues threw their support behind the proposal to put new lights on 5 ball fields in Arena Park. The City staff is researching the bids on this proposal at this time. Bob Gass reported that he and Jim Logan toured the parks and park maintenance areas. The island at Houck Place needs to be cleared of some of the trees and bushes and replaced with other plantings. George moved that the Board recommend the removal of these trees and bushes and replacement be made at a later time. Second by Charles Korns. Motion passed. Guests were members of the Riverfront Park Committee; Roger Call, Mary Foote and Fred Springer. Also attending were Don Strohmeyer, City Council Member and Jeff Hancock, Assistant City Manager. Jim Logan introduced Roger Call. Mr. Call gave background on the interest and formation of the Riverfront Park Committee. (George Jenkins and Jim Logan are members of the committee representing the Park Board) The main purpose of the Riverfront Park Committee is to develops the flood wall side of the river. A drawing was shown revealing the completed development of the Riverfront Park showing a platform type structure close to the Broadway Flood Gate (North Park), an Amphi Theatre in the center and a similar platform type structure close to the Themis Flood Gate (South Park). The Amphi-Theatre would seat approximately 1500 people. The North and South Parks would contain planters and benches that would be anchored (prevent vandalism) but moved during flood stage. The entire plan would be one of easy maintenance to "hose off". Mr. Call emphazied there would be three areas to consider. First the care and maintenance of the planters (type of planting, watering etc); second the care and maintenance of the cobblestones and third care of the benches, and planters with the rise and fall of the river. Mary Foote explained the Riverfront Park Committee hopes to raise $25,000.00 hoping the City will match $25,000.00 (Total cost of the entire project, at this time is .$150,000 to $200,000). The Committee would like to see the North Park section built first which would cost approximately $50,000. Mary Foote said after raising their $25,000, the Committee would like to ask the City to match the funds and the City then would carry out the construction of the plan. A fall construction date would be most desirable. Many questions were asked by the Board Members and answered. Mr. Call, Mr. Springer, Mr. Strohmeyer and Miss Foote excused themselves from the meeting. A long discussion followed the main concern being with "maintenance". Dr. Charles Krona moved "that the City Park and Recreation Board, after viewing the design as presented by the Riverfront Park Committee, recommend the City Council pursue the feasibility of the entire project." (Exhibit 1)_ Mr. Wicks stated that this year (1982) $lU,491.53 was spent on equipmentand a total of $20,938.41 expenditures Spent. (Balance sheet Exhibit 2) The problem the league has this year is that the equipment ordered last year came in so late that the money ($2,836.38) to pay for it was taken out of the 1982-83 budget. This leaves the budget depleted for Lhfs season. It was explained that it would Lake City Council action to remedy this situation. Charles Korn. moved that the Board recommend to the City Councilthat the $2,836.38 be put back into the 1982-83 budget so that the League can request a $3,000 grant for equipment. On a second by Dennis Underwood the motion passed. Next, Pat & George Bockhorst came to the Board as representatives of the neighborhood around Cherokee Park. They brought a petition (Exhibit 3) with 32 signitures requesting street lights and the elimination of the dust problems resulting from the park road being made a through street. They would really prefer the street be closed again and be used only as a park road. The road surfacing is the Priority atthis point and the lights secondary. There have been several rohheries in the neighborhood and the police ];eel that the thieves have used the dark park to case the houses and as a means of quick escape.. Several communication problems with the Council were discussed. Charles Korns moved that a ceconnrendation be made that a joint meeting be held with the City Council in January 1983. On a second by Dennis Underwood, it passed. Jim Logan presented a report on the research he has done on the possibility of putting fountains in Capaha Park Lagoon. These fountains would serve 2 purposes. They would agitate the water to eliminate the algae problems and the use of the older pump that is very expensive to run (about $30.00 a day in gas alone) and is not dependable. They would also be very attractive. The cost of this project would be approximately $7,480.00 that included $6,980 for the mechanics and approximately $500 in labor (Exhibit 4) Mrs. Schneider recommended that Mr. Gass work up a report on how much cost is involved now and how much money could be saved. City Manager Bob Gass, Superintendent of Parks & Recr. Peggy Barringer, Recreation Director Marcia Uelsmann, Administrative Secretary Mr . Hancock addressed himself, to all members of the Boards with an opening explanation as to a need to distribute his information as soon as possible and this joint session was the quickest method. He then distributed a letter from Mr. Gary Eide outlining a five-year capital improvement program. Each board member was asked to give their individual input as to their interests and then compile our ideas at our board meeting, select one plan and submit it to the City Manager by January 7, 1983. One plan will be received from each board. He reminded us that help is available from the City Engineers Office. The City Manager will consider the board's viewpoint as well as the councils viewpoint and he will submit the plan he considers most fitting to the council. It will be necessary for all boards to meet before January 7. Mr. Hancock stressed the council is asking for our input to help make deci- sions. He reminded us that capital is shrinking and that the majority of the budget is spent on operating expenses. (The City Manager will make the priority recommendation.) The informal session was dismissed and the members of the Golf and Airport Boards left. The minutes of the November meeting were approved as mailed. Mr. Todd suggested we improve our line of communication with the council. Mrs. Estes will mail notice of meetings to Mr. Strohmeyer and Mrs. Schneider. Mr. Todd noted the Council and Mayor had still not appointed a new member to our Board. Mr. Charles Korns suggested we wait until our May meeting before we remind the Council and the Mayor of the broken limbs on trees that need trimming. Jim Logan reported that Mr. Eide stated "they were working on the specifications for the fountains in Capaha Park." Mr. Todd asked Mr. Logan to keep checking on the project. Jim Logan and Charles Korns reported no meeting had been called by the Tree Planting Committee of the Chamber of Commerce- therefore they had nothing official to report. Mrs. Estes suggested one of their first projects should be educating the public on the trees most in evidence in Cape and their proper care. A possible series of articles in newspapers, use of Channel 10,etc. could be a favorable start. U The next meeting of the Board would be January 3, 1983 to discuss the capital improvement plan. Bob Gass gave handouts listing improvements suggested to the Council and the Mayor by the Park and Recreation Board in 1975 and 1979. Very few suggestions have been acted on.
