Following introductions, Mike Bullock,
Commissioner of the Program,
identified the presidents of the particular leagues and outlines
plans and needs for the coming season.
He asked several questions:
Can the diamonds be ready for league scheduled use on April 28?
Can the infield of No. 6 diamond be moved 25 feet into the outfield to
improve two lighting problems?
Can faulty light sockets at one of the fields be checked?
Can a better fence be installed on No. 9 diamond, which is in use by
8 and 9 year olds, to prevent balls and youngsters from falling into
the creek? The current fence is of make do quality and not city
supplied.
Can a second diamond be developed for 8 and 9 year olds? Ten teams
currently use the one diamond allotted to that age group.
Can permission be granted for Travelers Protective Association to build
a building for equal concession stand and equipment storage use and to
place their name on the building, if onlythe league operates the stand
and receives the income from it? Its location is planned for behind the
backstop at field No. 6.
Mr. Bullock stated the leagues appreciation of the $3000.00 annual
appropriation in previous years and asked if it is necessary to appear
before the City Council in order to receive that same assistance
this year. He stated that 724 boys were in the program at the be-
ginning of the last season.
The Senior Babe Ruth League, headed by Ron Unterreiner, expenses
last year:
$2800 Insurance ( up $500.00 from previous year, and with added
players)
$3600 Umpire Expenses ( Volunteers umpire the 8 & 9 yr olds)
$7214 Equipment ( not including $3000.00 from the City)
$5500 To pay off note on loan for field lighting installation)
There is a current $3500.00 note which was needed for purchaseof
clothing and equipment. Mr. Bullock stated that starting this year
a financial statement will be presented in local newspapers following
the end of the season. Regarding income, he stated that the Jog—
athon supplied $800 to $900 and that the giwanis dance supplied $1000
and that the big source of income is from McDonalds on the 50-50
coupon sales program. The concession stand, hopefully, will produce
$1500 to $2000 this season. The executive committee of the league
has asked to raise the boy registration fee to $10.00 this year. The
estimate is that operation costs of the league this year will be $19,000.
John Isbell presented the Cape Youth Soccer League plans for the
beginning of soccer in Cape Girardeau. He cited the background
of the game, its current phenomenal growth, its relative low cost,
its suitability and appeal to both boys and girls in ages from kin—
dergarten upward and that each player has the same equipment and the
same opportunity to platy the ball as any other player.
A current survey has brought in more that 300 responses from children
in kindergarten through 6th grade and responses from several adult
with years of past soccer experience, who have voluntered to manage
coach, or refree as needed. Currently, the forty—plus members of the
organization, are thinking of 15 teams of 22 members each, and the
season between March 15 and May 15, fitting between basketball and
baseball seasons. Their plans are to charge each child $6.00 re—
gistration ($4.00 for each additional child in a family) and to
supply a shirt and pair of shin guards. Registering 400 children at
$5.00 each, average, would produce $2000.00 They request 2 fields, level
in the same park, one to be 50 to 60 yards by 80 to 90 yards long
and the other 60 to 65 yards by 100 to 105 yards long. And $500.00
assistance for shin guards purchase.
Shawnee Park seems to be the only park with sufficient open space to
meet the need.Jackie Todd moved that Mr. Gass and a soccer league
representative check Arena Park and Shawnee Park for possible use.
Dennis Underwood seconded. The motion passed.
Jackie Todd moved that The City Council consider a $500.00 or larger
appropriation toward equipment cost for the Youth Soccer League.
Dennis Underwood seconded. The motion passed.
Bob Gass suggested that John Isbell attend the City Council meeting
Wednesday night.
There was discussion of the ice skating facility planned for Capaha
Park. The vinyl cover has been received and Park workers are
currently preparing the wooden retainer frame.
The Cherokee Park pond was discussed. Dennis Underwood moved that
The Park and Recreation Board recommend to the City Council that
plans be made for repair of the Cherokee pond dam. Jackie Todd
seconded. The motion passed.
Peggy Barringer was asked to report on the Winter Recreation Program.
She stated that registration has jumped to 360 now as compared with 260
in the early winter session, and that weekly attendance was 412 in the
second week and 509 in the third week of the current session, as compared
with 304 to 195 attendance in the 'early session. She mentioned the
popularity of the Women's Exercise Class and the start of a second
class because of overcrowding in the first class.
The new Swim Pool was discussed. Bob Gass said filling should start
next week and the pool should be ready February 15. The School
will start initial use and the City will probably have an open
house on March 1st. Mr. Gass discussed heating cost of the pool and
bubble, exclusive of all other utility and maintenance costs, and
stated that these will consequently be a need to at least double the
price of tickets over that of summer swim tickets. Engineers estimate
$954.00 per month heat costs.
The Meeting was adjourned at 9:57.

The meeting opened with the reading of minutes, which were approved.
The first order of business was Rick Renfrew, President of the Model
Plane Club. A meeting for the previous week was arranged between
Mr. Renfrew, Mr. Gass and Dr. Kerns at which time they will decide'
about the position of trees in Shawnee Park to allow for a proper
approach pattern.
The next order of business was a discussion of people to be considered as
possible members of the board. A letter of resignation has been
received by John Schneider and with the election of Don Strohmeyer to
the City Council, we will need to fill two vacancies. Names of people
to be considered are Larry Payne, Joe Nauert, Barry Thornton, Jim
Grebing and Dr. Loren Taylor. Each of these people will be contacted and
a report will be submitted at the May meeting.
A discussion -followed as to a change of meeting date. George Jenkins
moved the Park and Recreation Board meeting be.changed to the second
Monday of each month. The motion was seconded by Jackie Todd and
passed by all members present.
A letter was read by Beverly Estes from the Southeast Missouri Council
on the Arts. The Arts Council would like us to join with them on
a "Day in the Park" possibly in August, at which time we would help
in some way, possible in connection with a games program or a young
people performance of vocals or instruments. Dr. Korns instructed
Mrs. Estes to answer the Arts Council by mail, informing them of our
interest and backing and to work out details and a definition of what
exactly would be necessary to confirm a program. A report will be
made at the May meeting.
Mrs. Estes reported to the board the progress of the Tourism Council
( of which she represents the Recreation Board) and the Riverfest
to be held June 20-21. She asked the board to give permission for
Peggy Barringer to direct the children activities on Saturday afternoon.
A turtle race will again be a highlight and a possibility of a Frisbee
contest, a Hula Hoop contest, a YO YO demonstration have already been
investigated by Peggy Barringer. The board gave their permission.
Mr. Bob Gass presented a map of Arena Park and reported the National
Guard is requesting to"square off' their section of property by acquiring
from the City a piece of land, east of their parking lot, 230x 302.6
It would be used as an extended lot and a wash rack. Discussion followed.
All members were in apreement considering the help the Guard as to
many of our projects. George Jenkins recommended the Board request
the City Council to approve the transferral of the designated land to,
the National Guard. Jackie Todd seconded the recommendation and the
members unamiously approved.
A question arose as to the use of lighting at the ball diamonds for
practise session. Bob Gass reported the following statistics: It
cost $129.20 per day to light the ball fields. It costs $3876.00
per month- $17,442.00 per season. Bob Gass has left the decision up
to the City Council.
Jackie Todd mentioned being in Noble Park, Paducah Kentucky and reported
on a fenced area surrounding a pond. Discussion followed as to liabilities
concerning fences etc. in parks.
Peggy Barringer reported on the Second part of the Recreation Program
with a total attendance of 3686 ( 1716 for the first part) A swim program
has already been started, including an Adult -Child program. The Summer
Recreation Program will open June 9th with four playground sites and run until
August 8th. Also included will be a Cheer leading Program for 8-13 year

private property and would not be using Shawnee Park.
Proposition from Cape Jaycees to bid on the concession at the pool
located at Central High School. This bid to consist of $50.00 or
2% of gross receipts per month for rental.
A similar proposition was made by the Cape Swim Team with the exception
being 70.0.0 per month or 2% of gross receipts. The Cape Swim Team also
bid on the concession stand at Capaha Park for the summer session, same
financial arrangements. Dennis Underwood stated his understanding
was that the Jaycees had indefinite operation of the Capaha concession
stand due to Jaycee help during fund raising and building of the pool.
The Board is to check on this before final consideration can be made.
Jackie Todd made the motion that if the Jaycees had prior arrangements
for Capaha Pool , the new pool would go to the Swim Team. If the Jaycees
do not have permanent use of Capaha then both pool concessions will be
awarded to Cape Swim Team. The motion was seconded by Rusty Newton.
