HomeMy WebLinkAbout1977Cape Girardeau Recreation Board Meeting - Sept. 61 1977 7:30 PM - Arena Building Lobby Present: Hal Lehman George Jenkins John Schneider Don Strohmeyer Guest: Dr. Mel Creel, SFMO The Chairman of the Park Board was contacted for a joint meeting but was unable to attend. In their absence Chairman Strohmeyer opened the meeting with the minutes of our last meetings in June. Dr. Mel Creel, from the University, described a new class he is teaching called 'Community Recreation'. He offered his students to assist the Recreation Board by doing any surveys or projects we have not had time for. This would give the students practical experience. Possible projects discussed were: 1. information on indoor recreation facilities in cities of comparable size. 2. how our present pool is being used and how the new pool will effect that. 3. complete listing of recreation offerings (public & private) in Cape with the goal of publishing such a list (possibly by the library). George Jenkins moved that we authorize Dr. Creel's 'Community Recreation' class to conduct a survey of the recreation programs in Cape Girardeau. John Schneider seconded the motion and it was approved. Don Strohmeyer will arrange for the letter of author- ization. The request from the Slow Pitch Association was discussed along with the previous request from the Cape Rugby Club. Concern was expressed that: 1. we had no assurance the Slow Pitch Group could actually raise the amount needed. 2. we do not know how the requested location fits into the Park Boards' Master Plan. John Schneider moved we table the Slow Pitch request until we can discuss the proposal with the Park Board. This was seconded by Hal Lehman and approved by vote. Then John Schneider, seconded by Hal Lehman, moved that we approve the request from the Rugby Club and forward this to the Park Board for their consideration. This was also approved. It is the Recreation Boards' view that the Rugby request fit into the general outline and recommendations for Shawnee Park. Our next meeting will be Sept. 19th, 7:30 PM at the Arena Building, to layout the coming winter program. The meeting was adjourned. A Don Strohmeyer / Chairman F CAPE GIRARDEAU RECREATION BOARD MEETING September 19, 1977 The Cape Girardeau Recreation Board met at 7:30 p.m. in the Park Depart- ment office of the Arena Building. Present: Hal B. Lehman Robert Gass, Supt. of Parks & Recr. It was then suggested by John Schneider that the Park Board and Recreation Board look at a comprehen- sive plan concerning all the various diamonds and fields that the City needs before deciding. Board agreed. The Board commended Dr. Mel Creel on the survey he is having his class make on 'Community Recreation'. All agreed it would benefit the City greatly. Paul Stehr outlined an informal request from the Slow Pitch Assn, for land (3-4 acres) to build 4 diamonds. The Assn. would use their own money to construct and maintain the diamonds. The pros and cons were discussed at length and will be worked on later by the Park Board. Homer Dickman reported on the City hasebal.l league (with about 520 boys - 10 to 15). Several backstops need epair and he also suggests that fencing be addad :o keep children off the dugout tops at Capaha diamond. There is a possibility of serious injury from foul bails. The league plans to inventory the equipment stored at the Arena Building and present the City Council a request for replacement equipment. The method of joining the National Park and Recreation Assn, and the State Assn, was discussed. The cost of the two memberships together would be $250.00 plus any extra copies needed of the imonthly publications. Don Strohmeyer will discuss this with Gale Lawley. Dr. Mel Creel, Asst. Don Strohmeyer reported interest from the JayCees and from the Chamber of Commerce 'Spring Alive' Committee on helping with this project and promoting use of the parks this spring. The main objection to a contest appears to be reluctance to stage the contest, award prizes, and then have the Council reject the names. Guidelines for naming the parks were discussed and will be discussed further at the next Park Board meeting. The Winter Recreation Program attendance was discussed and it was decided to drop the men's physical fitness class and the possibility of an evening womens class. It was stated that at the start we will not be involved in the planning of the J,C. Golf Course, Mr. Stehr asked the members to be prepared to submit names of persons we would like to have on the board whenever we need to fill vacancies. A definite meeting night with a slate of officers should be our first function. It was also pointed out to us that since we are a nine member board-, we will be able to have sub -committees. Election of-aChairman was next in order. Don Strohmemer was. elected by acclamation. The meeting was officially turned over to the new Chairman. Mr. Charles Kerns was elected by acclamation as the Vice Chairman. Beverly Estes was elected Secretary by acclamation. The Chairman recognized Mr. Stehr with the first order of business. Paul Stehr recommended that we continue with our established programs such as our summer playground program and our various winter activities. He then informed us that we have to be ready within'thirty days to submit to the city council our needs and desires as to the alloted spending of the money in the budget for the two'new parks. A discussion followed as to the need.for outdoor restrooms, picnic tables, planting of trees, etc. Page 2 The Chairman asked Mr. Cass to have an update ready by the next meeting on what is being done in the parks and what is planned for the immediate future. John Schneider is to gather information concerning various restroom facilities available and costs. Jim Logan is to bring the minutes from the previuos meeting. At the next meeting we will then make a more definite effort as to what will be the request made concerning new facilities for the parks. Mr. Cass brought forth two requests. First was that the swimming pool "family type" pass was not working out satisfactorily. He suggestes we consider a "coupon type" book. No decision was made. CAPE GIRARDEAU PARK AND RECREATION BOARD MEETING November 21, 1977 The Cape Girardeau Park and Recreation Board met at 7:30 p.m. in the Park Department office of the Arena Building. Present: Beverly Estes Jim Logan George Jenkins John Schneider Margaret Popham Don Strohmeyer Charles Korns Dennis Underwood Paul Stehr, City Councilman Robert Gass, Supt. of Parks a Recr. Chairman Don Strohmeyer opened the meeting. It was decided thefirst Monday of the month will be our established meeting night. Our meetings will begin at 7:30 p.m. in the Park Department office, unless otherwise notified. It was also decided that a copy of our minutes will be sent to Mr. Lawley, the City Manager and Don Strohmeyer, our Chairman. Other members of the board will receive their copy of the minutes the night of the meeting. No post cards or phone calls will be necessary. The first order of business was a letter written by Joan Stehr. She requested the use of Lorimer School for out patients involved in the Cardiac Rehabilitation Program. These patients, twenty-five to thirty total would use the gym Monday through Friday in a walking program. The program allows the Cardiac patient to walk during a two to three hour daily session on an eight to twelve week basis. It was suggested each person involved in the program furnish a paper consisting of pertinent information concerning themselves and their signature. This program would be available to referred patients only at this time. A motion was made by George Jenkins to accept this program as soon as the patients furnish the necessary information. The motion was seconded by Margaret Popham, and passed by the board members. The next order of business was the reports of John Schneider, George Jenkins and Jim Logan. John Schneider reported he has received various types of information concerning outdoor restroom facilities. Most information discouraged the use of the portable types. Much discussion followed by a general agreement that $25,000.00 to $30,000.00 would be the approximate cost of one outdoor restroom station of the indestructable type. George Jenkins then presented information concerning picnic shelters. Discussion of the various types of shelters and various sizes followed. The best type was the simple type shelter of the larger size at a cost of $10,000.00 approximately, per shelter. Through the use of the master plan of the parks and the past minutes of the former Park Board, Tom Logan explained the plans and suggestions of the former board. Mr. Logan reported that there is a Tot Lot and a pond in Shawnee Park (South Park). There is also a low flat area that is to be used for the rugby league. Various members commented on parking, roads, etc., and a general agreement was made concerning what the first consideration should be. -Mr. Logan then proceeded to discuss Cherokee Park (North Park). There is a picnic shelter in use. Mr. Logan commented that the previous Park Board members considered the Amphi Theatre a number one asset to the park, with bike trails and free play areas to be added. Once again the disire for a natural setting to be kept and entrances and roads are always to be placed so as not to destroy the beauty. Much discussion followed these three reports.Margaret Popham moved we recommend to the City Council "to build one restroom station and one large picnic shelter in Shawnee Park, and one restroom station and one large picnic shelter in Cherokee Park, with the remainder of the $100,000.00 alloted to our budget to be spent in tree development." The motion was seconded by Jim Logan. The motion was passed by the entire board. Details will be worked out in future meetings. Paul Stehr suggested we update our master plan maps to help us decide on locations and make decisions on future structures and activities. Our Chairman Don Strohmeyer reported on the winter recreation program that had just concluded its first session. Peggy Barringer is still our director. A total of 168 people participated in the various programs including womens exercise, volleyball and bridge. The second session of the program will begin January 9, 1978. Concerning the previous request made by Bob Hamlin for the use of the Lorimer gym on Friday evenings and Saturday mornings for a "15 year old and under girls basketball league."
