Gill, Chairman, Bicentennial Committee; City Councilmen Jerry Reynolds and Bradshaw"Smith; Jean Bailey, Southeast Missourian. Agenda: Discussion with Sam Gill , The meeting was opened qt 7.35; the minutes were read and approved. Sam Gill was introduced and given the floor. He discussed the Bicen- tennial Committee's interest in city tree repopulation as a need and pos- sible goal, and also cited the committee's need to do's lasting project or mewrial as a "Horizon 76 Program". He asked for suggestions from the Park Board as to how the Committee could stimulate and function in a tree plant- ing effort. He mentioned that the Committee has ample manpower for a variety - of activities. In the discussion that followed; Wayne Martin suggested that a public relations effort would locate large trees on private properties which the Park Department's Vermeer Tree Spade could move to city use. He also men- tioned that trees available at little or no cost in small sizes from the _ state could be planted in a park nursery area for a few years before being transplanted into final use locations, Bradshaw Smith stated that the City may not want to get into parkway planting because of possible problems with underground utilities, and that the council is probably not interested in city effort going into street tree planting. Wayne Martin said that a community planting effort at Courthouse Park, has been oompleted, and that Landscape Architect Frevert oftheMissouri Department of Conservation will be in town and available for further con- sultation at 9:00 am Friday, February 28th. He currently has time to do only one comprehensive plan for Cape Girardeau; there is consequently a need for decision as to which area it is to be. Following discussion, Jim Hirsch moved, and it was seconded and passed that: North Park should be the first park for tree planting effort because of better lay of the land . Wayne Martin suggested that a possibly'good means of promoting interest in tree planting would be a garden or civic club sponsored sale of good quality material, and Sam Gill said that his committee could easily supply two or more people to head up such a program. Jim Hirsch and Jim Logan were appointed as a committee to develop infor- mation on desirable trees for local usage, including local sources, and also to determine the identities of the state trees of the states which were the - original thirteen colonies. Irene Stevens is to prepare the information for public use. Minutes of Park Board Meeting February 10, 1975 Wayne Martin reported that the Council has given unofficial approval on the name the parks contest, and he appointed Doc Brass and Bill McCutchen to handle the program, with an April 30th deadline. Another meeting has been scheduled with Mr. Lappe of the Bowhunters to see the proposed archery rgnge area in South Park at 8 am February 12th. Wayne reported that the materials for the Riwanie sponsored shelter in North Park, valued at $2500 to $3000, are at the site, approximately one hundred yards each way from Perryville Read and Woodhaven Drive. Regarding pond sites, Wayne reported that the ASCS has decided upon a definite location for the South Park pond, and that the plans are on the drawing board now. The National Guard personnel and equipment are capable of building the pond, he said. At the North Park, there is a possibility of having two ponds, or a larger single pond, depending upon the problem of liability should there be a dam failure and damage to properties below the area. City Engineer Guy lowest is currently conferring on the situation. Bill McCutchen noted that there has been no official notification to the Park Board from the 'ity Council regarding the gift to the City of additional North Park area by the Westminster Presbyterian Church. The meeting adjourned at 9:20. The next meeting is March 10th. _ .. Respectfully submitted; Qames W. Logan, Secretary MINUTES OF PARR BOARD YRETING March 24, 1475 Attendance: Members: Martin, Hirsch, Brase, Stevens, Logan, Guest. Tony Snook of the architectural firm Buchmueller, :Whitworth, Foust and Stearnes, and a member of the Bootheel Bowhunters. The meeting was called to order at 7:45 pm and the minutes of the Feb- ruary 10th meeting were approved. - Old Business: Name the parka contest: It was discussed that there has been little public interest so far, most suggestions recieved being only reinforcements of the suggested name Shawnee, and that there may be need for more publicity. Community forestry Plan: Wayne Martin reported that Perryville and Jackson foresters are at north park enumerating and mapping tree species. With .. information they develop, Landscape Architect Frevert will begin his planning with the north one half of the north park first. Desirable Tree Information: -After discussion, it was decided to wait to see the scope of information presented to the public in the April 8th meeting set up by the Travelers Protective Association, which has accepted the coordination responsibility for the city tree repopulation program of the Bicen- tennial Committee, before proceeding further. The TPA program is reported to be well mapped out and researched, and under the direction of Lester Harris, the TPA president. Park Board Regular Meetings: It was decided that regularly scheduled meetings will be held the second Monday of each month at 7:30 pm, and that the secretary is to notify each member by phone or card three or four days prior to each meeting. Status of light poles, at the Capaha baseball diamond: Theold poles -. . are still in place, in addition to the new ones, because the lack of an extended period of frozen ground last winter prevented the scheduling of the necessary ,)Mavy equipment required, without undue damage to the, playing surfaces. Current plans are indefinite, other than that the poles are scheduled for ultimate use at more than one of the softball diamonds in Arena Park. New Business: . Tony Sebek presented a detailed Archery Range Plan Study he has pre- pared for the archery range area indicated in the Master Plan for south park. As an archer, he considers the area ideal for the use from the standpoints of safety, suitability to the archer, and ease of access and development. A bridge from the proposed parking lot west of the creek is required, and Wayne Martin said that he has been in recent contact with the Missouri National Guard and that they can currently tackle such a project because it requires skills which they can supply. The bridge type considered is a swinging type which does not require heavy equipment for erection. The request to the MONG would need to be made officially by the City Council. Prior to a presentation of the project to Minutes of Park Board Meeting March 24, 1975. Page 2. the Council, and a Park Board recommendation for it, the Bootheel 9owhunters will attempt to work out a definite duty schedule which would provide exper- ienced archery people on duty at specified times to ensure safe use of the range when open. The meeting was adjourned at 9:53 pm. The next meeting is scheduled , for April 11,, 1975. respectfully submitted, ComesN. Logan, Secretary MINUT'SS OF PARK BOARD 9.?ETING . April 14, 1975 Attendance: Members: Martin, McCutchen, Stevens, Logan, Guests: Tom lappa and Tony Sebek of the Bootheel bowhunters Club. The meeting was called to'order at 7:40 pm; the minutes were corrected and accepted. Old Business: Name The Parks Contest: Little interest having been shown: so far, it was decided to request the use of the Bicentennial Committee's list of organisations and to solicit by letter their participation in the contest. The closing date in to be extended to the end of Fay. ,Bill McCutchen and Jim logan are to handle the contact with the organisations, Community Forestry Plan: Kayne Martin noted that the foresters are still plotting and enumerating the vegetation in the north one half of the north park. Archery Range for South Park: Following discussion, it was moved by Irene Stevens, and seconded and passed unanimously that: It be. recommended to the City Council that an archery rams in south' park be developed as planned by Tony Sebek and in the location indicated in the master Plan. Canaha Baseball Diamond: Yain nam interfered with the erection of the fence. It should be no vet this week. A surface water problem may ul— timately require a sewer installation for proper correction. Dos McBride, who has thoughts on the problem, is to be asked by Irene Stevens for sugges— tions before proceeding further with the problem. New business: A Possible New Access to North Park: Lexington Drive is to be extended from Stovall to the Northfield subdivision, going east and west past the north end of the north park. Developer .Steve Strom has offered to have his paving contractor provide an opening in the south side curb for an access road into the parr, if desired by the city. Also, in order to avoid dame@'' a lang oak on the prepertr line, Lex;.nt.on map bon: to the north to avoid thF trap, iezvin. a wed:_eof ground between, the north property line or the nark and the drive. the wec'..e would pcsably ba Jr nated to the city by rrrperriv owner- St.om and itis%,a rd Kinds:. After discussion, Bill YoCutchen moved, Irene Stevens seconded, and it was unanimously passed that: The Park Board recomrend that the City Council acceptSteve Strom's offer to provide the access fror. Lexin=ten to the northeast corner of north park, and accent the gift of an/ land in conjunction with the location of Lexington Drive. The Bridge in South Park: The proposed foot brid,,e from the parking lot area in the southwest corner of south park to the archery range area cruld be constructed now by the National Cuard, if it is to be a cable or swinging true bridge. Ther can currently provide the talent and equipment for this type of construction. If four to sin feet. wide, Minutes of Park Board Meeting, .April 14, 1975, continued. Page 2, suitable for wheelchair usage, including access and egress, and equipped with -- side railings considerably more substantial than ,just a single handrail cable, it should be suitable. The need for more substantial side railings than those on a similar bridge in Arena Park is because of the much{ greater distance from the bridge floor to noral water level in the creek. The Pond in South Park: The design of the pond has been accomplished by the Soil Conservation Service and the plans wens examined by the board. The Pond in North Park: Because of thepossibility of failure of the earthen dam in such a pond in the instance of the once in one hundred years excessive rainfall, and the possible resultant damage to private prop*..':(, erties down stream, the SCS prefers that they not be the designersof such a pond, and suggest that the city through the effort of City Engineer Guy Lowes accomplish the plans. The SCS would function on an advisory basis. - The Ball Diamond in North Park; The desirability of developing softball and/or baseball facilities as soon as possible in north park was discussed. It was pointed out that such facilities are already being developed in the south park. Grading of the baseball diamond as indicated in the master plan for immediate sand lot type softball use could be accomplished at small ex- pense now. Later upgrading into baseball use could be accomplished when an- other softball diamond is developed in the park. An estimate of the current cost of a backstop for the diamond was put at two hundred fifty dollars. Proposal to the City Council: It was moved by Bill McCutchen, seconded by Irene Stevens, and unanimously passed that: Chairman Martin present to the City Council the boardfs recommendation that it approve as , a package and take the necessary steps to implement the rapid accomplish- . mentof.- the construction of the archery range in south park, at a possible cost of $500.00, the construction of the bridge in south park, at a possible coat of $500.00, the construction of the dam and development of the pond in south park, as designed by the SCS, for a possible cost of '53000.00, the design, by City Engineer Lowes, of the pond for north park, and its construction, at a possible cost of a§GDO.CO, and the gradinw. of the baseball diarnnd in north parkti;for sand lot softball use, and the construction of a backstop at a possible cost of 1250.00. Total cost of the package could be under 310,000.OG. The meeting was adjourned at 9:30 pr. The next meeting is sched- uled for May 12, 1975. Respectfully submitted, " Logan, .Secretary RECREATION BOARD The Cape Girardeau Recreation Board met June 7, Monday, at 7:30 at Houck Fieldhouse. Present were Beverly Estes, George Jenkins, Margaret Popham (secretary), John Schneider (vice-chairman), Paul Stahr, and Don Strohmeyer (chairman). Don Strohmeyer reported on the progress of the Recreation Summer Program registration. There aro presently 463 people registered, in all phases of the program, much ahead of 1975. A list of the Recreation Program emplyees was handed out. Don Strohmeyer reported his findings so far concerning the indoor - outdoor swimming pool that is to be public school -city financed. Don Strohmeyer and Hal Lehman will continue their investigation for the use of the City Council. John Schneider reported on a program to take place on the SEMO campus this summer that is of interest to the Recreation Board. SEMO has received a grant from the NCAA for a 5 -week sports -skills program for disadvantaged youth between the ages of 10-18. It is an instructional program running 5 hours per day, including a hot lunch and a snack. The tentative beginning date is June 21. An additional grant has been received for a year-round program. These aro pilot programs. The budget request for the 1976-77 fiscal year will be $16,000-17,000. The additional request is due to the need for a winter recreation program. Specifically at the next meeting, a survey of all recreational programs in Cape Girardeau will be discussed and developed. The next meeting will be July 12 at Houck Fialdhouse.. MINUTES OF PARK BOARD MFF,TING June 9, 1975 Attendance: Martin, Hirsch, Stevens, McCutchen, Lagan. The meeting was called to order at 705 pm; the minutes of the previous. meeting were accepted and approved, Wayne Martin reported that: A letter from ASCS has been sent to Park Superintendent Bob Gass presenting the findings of the core sampling for the south park pond dam. Information has been developed on the backing material for south ,... park archery targets. The City will mail a letter regarding the name the parka contest by June 11th, with a June 30 deadline for responses. There have been two a#lcles in the Missourian recently regarding the poor condition of many trees in Arena Park, Jim Hirsch reported on his investigation of tennis court lighting, having .been in contact with Bill Masterson of Missouri Utilities and Bill Case of G. E. Supply. Considering quartz bulb and metal halide types, the latter is too expensive for installations as small as four court units. Using quartz 'bulbs, the above ground material costs for four court installation are approx- ...imately$6100 and for two court installation, approximately $3500. Pole use is nine on four court units and six on two court units. All underground wiring ' and materials, and ,all costs of installation labor would be in addition and - various guesses are at 30% of material costs. Bill MeCutchen moved, and it was seconded and passed that:.A recommen- dation be ecommen»dation-be made to the City Council that all eight of the new tennis courts belightedfor night play. Jim Hirsch offered an amendment that he be authorized to got figures on installation costs, and the ammendment was seconded and passed. '141' Hirsch then moved that the ammended motion be tabled; it was seconded and passed, tabling the motion. 'Old Business: North Park: Regarding a possible entrance to the northeast corner of north park, Bili McCutchen moved, and it was seconded and passed that: It be recommended to the City Council that the present road in north park be con- tinued from its present terminusrand that it parallel the eastern boundary of the park northward and then enter Lexington at a 90 degree angle near the northeast corner of the park. There was discussion as to the amount of space necessary between the eastern boundary and the road for proper landscaping, and it was hoped that there would be some coordination in the matter before the placement of the mad becomes fixed. Capaha Park: Regarding the continuing drainage problem at the base- ball diamond and the many complaints about it, Irene Stevens moved, and it was seconded and passed that: It be recommended to the City Council that the exist- ing drain tile system serving the diamond be located, cleaned, repaired as nec- essary and flushed. If the, Park Department's schedule does not permit accomplish- *.^»+ ,.;+H s'4 11=reonneJ at this t -one, the Fare !"card requests permission to Minutes of Park Board Meeting, June 9, 1975, continued. Page 2. Discussion of the old light standards at the Capaha Park baseball diamond, which are still in place, pointed up the fact that they, having not been thoroughly suitable for that baseball usage, would not be suitable for any other baseball usage, but, would be suitable for:lighting two softball diamonds plus possibly even having the capability of extending the existing lighting at Arena Park softball diamonds. Jim Hirsch moved and it was seconded and passed that: The Park Board request that the City purchase for Park Board usage one copy of'"So You're a Park Board Member" from the University of Missouri Center for Independent Study Through Correspondence, 514 S. 5th, Columbia, Missouri 65201, at a cost of seven dollars. Recreation Board Members: Chairman John Schneider, Margaret Popham,Beverly Estes, Don Strohmeyer, Pam Spradling, and Red Williams. Don Horlacher, Assistant City Manager Bob Gass, City Parks Superintendent Tom Holshouser, local architect. The joint meeting of the Park Board with the Recreation Board and guests was called to order by Wayne Martin at 7:45 pm. Minutes were dis- pensed with. r Tom Holshouser, local architect, presented his proposed plan for a 200 foot long floating concrete dock facility to be located in the Miss- issippi River just south of the Themis Street floodwall gate. He stated that .such a project requires extensive exposure to navigation interests in order to get various opinions prior to authorisation. He has presented the plan previously to the Chamber of Commerce previously with apparent favor on its part. The dock is intended only as a place for tying up and giving access to the city, and there are.no plans or desire to provide gas or sewage pumping services. Estimated cost is in the $20,OCO to 25,000 range. John Schneider, Recreation Board Chairman, stated that.previous year around recreation program activities were interrupted by the recent re- working of the Arena building. The women's physical fitness program was one of those eliminated which was a good program, well attended, and which needs to be reinstituted, but in a suitable place. He introduced. Pam Spredling, head of the summer recreation programa She discussed the summer program involving 35 staff members and 964 par- ticipants in about eight major categories of activity at three locations, in addition to the three city tennis court areas. Red Williams::suggeated that the new parks be equipped with shelter houses similar to the Conservation Commission shelter in Arena Park, equipped with storage areas, so that recreation. programs can be held at those sites rather than at grade school locations as at present. He also suggested that the city should join the national park program at an an- nual cost of $250.00 or at least the state program at an annual cast of about $100.00. Wayne Martin, regarding south park, stated that the City Council has given approval to the archery range and that the two suspension bridges for creek crossing are currently being designed by the city engineer. An access road is now being developed at the north end of the south park. The two and one half acre lake is to have a double levee which will per- mit winter drawdown to a smaller volume in order to encourage faster freezing so as to provide ice skating. Minutes of Park Board meeting, July 14, 1975, continued. Page 2. .At north park, the shelter building is in prowess and the road is mostly done; the tree survey field work is completed. The City Council has approved the lake, which is yet to be deli,,,,,ned. Don Horlacher Stated that. the Police Department and the Park Depart- ment have both requested that the road in north parr, not go through- that it just go to a turn ;round area. As regards Capaha mark, he said that a new electric scoreboard for the baseball field has been onrchae.ed, but that it miht not go up until spring 1976. Tao bias have been received for the taking down of the old Poles. The Jaycees are to take the light bars to - storage for refurbishing and when ready, the Little Sirls League is sched- uled for first installation. The second group of lights will go to a slow pitch diamond. i He stated that an A-95 request form will be sent through the Regional Planning Commission asking for $334,000.00 from them on a shared cost basis for a new city swimming pool. No site for such a Pool has been decided upon. John Schneider moved, Don Horlacher seconded, and it was unanimously passed that: The City Recreation Board and the City Park Board jointly recommend to the City Council that the north park location indicated in the 5seker master plan for a fifty meter cool be the location of the new pool. Eob Gass mentioned that the. dog show people would like to build a shelter in Arena Fark which would facilitate the handling of their 1200 dog shows. bill Busche is their spokesman. In regard to the road in north park, Irene Stevens moved, and it was seconded and Passed that: The Park Board reconsider its decision in the June 9th meeting recommending that the north park road go through. Jim Hirsch moved, Irene Sns seconded, and it was unanimously passed that: It be recommTde o the City Council. that the parking lot indicated in the north end at'nh park be enlarged to about 100feet by 200 feet in lieu of paving the roadway on to lexington as was previously recommended, and that the roadway terminate at about the _Point where dedicated Koeber Strut ends. g reovest from the Sotttl:east lLssouri Yco -Iers Association for a model ainilane flying area in the city park system, reouiring a minimum 200 foot nlameter clear gro.md suave was discusscd. :t was moved by Jim Hirsch and seconded by Irene Stevens that the board: Postpone a decision and treat the matter with the same degree of deliberation previously given to the archery range. Jim Hirsch and Jim Logan were appointed as a committee to look into the possibility of locating a suitable area for such activity. Res;)ectfuily submitted, f Secretary MINUTES OF PARK. BOARD Mp.ETiNG September B, 1975 Attendance: Martin, Hirsch, Bra5e, Stevens, Logan. The meeting was called to order at 7:10 pm by Wayne Martin and the minutes of the last meeting, July 14, 1975 were read and approved. It was noted that the city has purchased for $6200.00 the "gift" strip of land along the north line of north park, which will protect the large oak which is on the line. Because of the paltry response to the Name the Parks effort to date, Jim Hirsch moved to table further discussion, Wayne Martin second- ed and it was passed unanimously. Wayne Martin mentioned that because of the lack of an August meet- ing, he authorised temporary model airplane flying at both of the new parks on a strictly temporary basis. Because of the adverse public react- ion to the flying at north park, and evidently no use as yet at south park, Jim Hirsch moved, Doe Brass seconded, and it was unanimously passed that: Model airplane flying at north park be ceased and that it be per - witted at south park until December 31, 1975 at which time it will be given further consideration. The Board currently- feels that model air- plane flying is not compatible with a developed park and that this ar- rangement is at the very most, nothing more than temporary. The meeting was adjourned at 9:00 pm. The nest meeting is sched- uled for Octoberl3, 1975. Respectfully submitted, { Jp^ftes W. Logan, Secret ary
