MINUTES OF PARK BOARD MEETING July 2, 1973 Attendance: James Hirsch Wayne Martin Doc Brase Irene Stevens James Logan Steve Propst Bill McCutchen Agenda: 1. Set date for first meeting with the representatives of R. W. Booker and Associates 2. Report of information forwarded by Mr. Sam Gibson of Booker 3. Report on the budget passed by the city council Discussion of the date to meet with Mr. Sam Gibson showed that unless it could be set for this week we would not have a majority of the members present due to vacation schedules. The following dates, therefore, were recommended: Thursday, July 5, Friday, July 6, or Monday, July 9. If Mir. Gibson is unable to prepare the necessary data for these proposed dates, the board will set the meeting for mid—August. James Hirsch reported on the various communications he has had with Mr. Gibson and pointed out some of the problems which have caused the delay in scheduling the first meeting, which the board expected in May. The portion of the city budget pertaining to park development was reviewed and discussed. The problem of vandalism to restrooms in the parks was discussed. Several possible solutions were suggested; however, the board felt that the successful possibilities were also quite expensive. Steve Propst presented a drawing of a sign proposed for Arena Park by the Travelers Protective Association. The sign would provide space for advertising public events held at the park. It was decided to table the matter until the Master Park Plan was completed to determine the desirability of location. The next regular meeting is Monday, August 13, 1973•, Respectfully submitted, Irene Stevens Secretary SPECIAL MEETING OF PARK BOARD July 5, 1973 Attendance: James Hirsch Doc Brase Steve Propst Tom Phillips James Logan Bill McCutchen Wayne Martin Irene Stevens Sam Gibson and Dan Blocker of Booker and Associates This meeting is the first of five to be held with Ns. Sam Gibson and Mr. Dan Blocker. They reported on their firm's progress to date. They also asked for suggestions and comments from the board in order to incorporate community views in their planning. Mr. Gibson reported a delay in obtaining 1970 census data required to plan facilities to meet the needs of the neighbor— hoods surrounding each park. He then read from compiled data on total community needs according to national recreational statistics. This information will be duplicated and included in the printed preliminary report. R. W. Booker and Associates have made some preliminary suggestions for Arena and Capaha Parks which will make more of the park space available to the public. Mr. Gibson reported it is unusual to find the public using roads through small parks as thoroughfares. He pointed out that it is not only dangerous but renders various areas practically unusable. They suggest stopping through traffic where possible and providing more parking lots to compensate for decreased parking along roadways. As for general recommendations which may be implemented in the new park sites, Mr. Gibson reported the following needs: A swimming pool of 6,000 square feet of water area located in each new park, Four tennis courts in each of the parks --existing and new areas, And development of more tot lots and play lots for older children to be located in mini—parks. The next regular meeting will be August 13, 1973. R". Boakert brought preliminary lay -outs of the four park areas and explained the placement of facilities. He was also a..xious to get the opinions and recommendations of the Board on behalf of the city in order to incorporate them in their final plan::ing. In the plans for Arena Park and Capaha Park, Booker and Associates made refinements in use and safety by suggesting elimination of through traffic and adding more parking area to better serve existing facilities. The general areas laid out for the Koerber Tract were for a 50 meter swimming pool, hard court area, field games, picnic areas and a nature area. The facilities proposed for the Lefarth Tract were similar to the Koerber Tract except that the pool would be 25 meters. A set of the preliminary lay -outs was left with the Board. It was decided that the board members should tour the new park sites for further orientation in regard to the preliminary plans, formulate any possible questions concerning them and convey these questions to R. W. Booker and Associates. Irene Stevens, Secretary .. Agenda: 1. Reaort by member of the Cape Girardeau Jaycees 2. Draw up a list of opinions and questions concerning the preli, cinary plans to be submitted to R. Vi. Booker and Associates The above members of the Cape Girardeau Jaycees presented a proposal for a combination picnic shelter -storage building to be located in either Arena ?ark or the Koerber Tract. several possibilities of location and construction were discussed. The Board will give the matter further consideration after the park plans are more definite. The Board gave considerable time to the study of the preli,Ainary plans and reports on the parks and will submit the following opinions and questions to R. W. Booker and Associates: (1) There is no consistent orientation in the lay -out of the softball and baseball diamonds. Can this be improved in all the parks'? (2) In the typed report on existing and needed facilities, none of the present picnic areas are listed. Are these areas negligible? (3) ''he desirable number of picnic shelters is listed as ter. (10). Aren't more needed? (4) On the Koerber Tract, what is the feasibility of having an auto access off Cape Rock Drive and a circular drive through the nature area in addition to the Perryville entrance? (5) On the Lefarth Tract, we feel there is insufficient parking is the entire south end. Could a circle drive with parking along the road be possible in the southeast corner, also beside the creek, south of the already designated parking area for field games? Could a parking area be provided in the southwest corner for spectators at games? (6) our recreation department will need storage space for game equipment, etc. What type would be advisable'? (7) Would it be possible to move the pool in Koerber Tract to the north and slightly west to locate it in the gulley? ;:e feel this would give natural seating for spectators at swim iieets. Then it might be possible to split the large parking lot on top of the hill. (8) Instead of some of the smaller parking lots, wouldn't circle drives with angle parking handle as many cars and look less like a shopping center? (9) Would it be possible to move the tennis courts in Arena Park to the north side of the entrance road? (10) 47e feel that more parking :night be realized near the Arena Building by making a large parking lot directly south of the building. (11) Have the figures of facilities needed by 1990 listed in PARK BOARD October 22, 1973 ?age 2 the yellow typed report been followed in the preliminary drawings or will we have to incorporate some of these facilities at a later date? Wayne Martin ❑oved to propose that the City Council contact the County Court as to the possibility of using Juvenile Nome prooerty from Vierriwether to William for park use. Notion was seconded and carried. lis. Martin will contact the city council. Our next meeting will be scheduled at the convenience of Booker and Associates. Irene Stevens, Secretary
