Booker and Associates and displayed blueprints of plans by that corporation for other cities. He warned that in order to get matching funds, the city must have a plan. Mr. Erase said if matching funds are received for the work, the project must be advertised and the highest prevailing wage must be paid. The cost of the plan could be reduced if the city did some of the preliminary work. It was decided to find out what is available in the way of contour maps and aerial photographs of the Koerber and Lefarth tracts and existing parks. Board members were invited to review the blue prints brought in by Mr. Hirsch. `next item of discussion was the summer recreation program. Present were A. C. Braso, Paul Hoye, Phillip Kearney, Rosina Kootting, John Woscoat, and Steve Propst, Supervisor of City Parks. In the absence of Chairman James Hirsch, A. C. Braso presided. First on the agenda was the request of the Mayor that the Board consi- der whether or not to recommend to the Mayor an increase in the size of the Park and Recreation Board. It was moved by Wescoat (Koetting) that the Board recommend that the City Council does not increase the size of the Park and Rocruation Board or make a division into a Park Board and a Recreation Board. Motion passed unanimously. City Manager W. G. Lawley referred to the Board a letter from President of the Junior Girls Softball League requesting installation of toilets and lights in the areas where the junior girls play. It was moved by Kearney (Wescoat) that the Hoard recommend to the City Council, that Z it approve and provide funds for the installation of toilet facilities , in the lower end of the Arena Park and in Missouri Park. Motion ✓ carried unanimously. The Board had been asked to consider the advisability of sub -leasing a piece of park to an interested group of citizens for the purpose of building a bath and tennis club to which membership would be open to all who pay dues. There was considerable discussion, the board feeling that the park land should be available to all persons and especially since the space available is limited it will serve the community best to leave all land free. It was moved by Wescoat (Koetting) that the Board respond to the request its opinion that it would not be advisa- ble to sub -let park land for a project of this nature. The Board received a request, through James Hirsch, from Mrs. C.O. Hale, 65 North Hanover, to hear a proposal from her son for a miniature train ride in one of the parks. It was moved by Hoye (Kearney) that the Board agree to hoar the proposal. Motion carried. The question of tennis courts for Arena Park was raised. It had ear- lier (May 4) been decided that a battery of 4 courts to be located at Arena Park were first priority in park improvements for the city. Mr. Propst was appointed to obtain an estimate of the cost of the "four modern lighted courts" and submit it to James Hirsch who should submit it to the City Council with a note of reference to the minutes of the May 4, 1972 meeting. Mr. Propst reported that a candidate for the directorship of the summer recreation program was interviewed. He was found to be highly quali- fied and suitable for the position which was offered to him but declined, because he desired a full time year around position at a salary beyond the ability of the city to pay. Mr. Sam Gibson, experienced in park planning, will be invited to make his presentation on the planning of Cape Girardeau Parks at a special meeting for that purpose, called for June 22 at 7:00 p.m. in the court ir house. The next regular meeting will be July 13, at which time the Board will hear two persons suggested by Stove Propst, in regard to park planning. Mr. Kearney presented a statement of interest to the amount of$2.19 on a deposit in First National Bank, under the name of Recreational Committee, City of Cape Girardeau. The total amount on deposit is nowl $195.13. The statement was filed in the Minutes Book of the Board. The meeting adjourned at 9:00 p.m. Respectfully submitted, Rosina M. Koetting Secretary IF CAPE GIRARDEAU PARK AND RECREATION BOARD Minutes of Meeting July 13, 1972 The Cape Girardeau Park and Recreation Board met in the Court House, July 13, 1972 at 7:00 p.m. Present v,ere Chairman James Hirsch, Paul Heye, Phillip Kearney, Rosina Koetting and John Wescoat. First business of the meeting was to hear a report from representatives of Joseph Ward and Associates, an architectural firm, and P. H. Weiss and Associates, an engineering firm, on their work in park planning and development. Although two separate firms they work together on each project contracted by them. The men showed drawings, maps, slide pictures and gave verbal descriptions and explanations of various size, shape and locations of parks developed by them in Bridgeton, Fenton,Shrewsbury and other cities in this area. Their usual procedure is to start with a raw tract, feel out the community desires, make preliminary plans, and then discuss those plans with the community or a selec- ted community group, before going into actual drawings. In Cape Girardeau the "Cape -Go" report possibly would supply evidence of community desires and eliminate or lessen that step in the planning process. The Park and Recreation Board could assist by supplying a copy of the Bartholomew Plan, the out -boundary dimensions taken from the Appraiser's reports, the U.S.G.S. topography survey; and a report on the utilities in the areas of both park lands which could be supplied by Phil Kearney. The Board was favorably impressed by the presentations and with the sincerity and ability of the two men and asked them to supply an estimate on a master plan for the Koerber and Lefarth tracts, with an estimate of 5 meetings with the Board and other involved persons. The estimate is to be submitted to Mr. Hirsch e.t the ear- liest possible date. Paul Heye then asked them to estimate the cost of constructing 4 modern, fenced, lighted concrete tennis courts and was given a quick figure of $30,000. After the men left the meeting a spirited discussion of tennis courts took place. The Board members are disturbed by a report from several citizens that the City Council had not received a recommendation from the Board giving first priority to the construction of tennis courts in Arena Park. Apparently it had been assumed that, having received copies of the minutes of the Board meeting of May 11, at which the decision to recommend the courts, that the Mayor and City Manager would recognize the priority. -In order to get the matter officially before the City Council, Chairman Hirsch was instructed to submit a letter to the City Council within a very few days, recommending the construction of four modern concrete, fenced and lighted, in Arena Park. It is hoped that construction can begin very soon. Respectfully submitted, Rosina M. Koetting Secretary CAPE GIRARDEAU PARK AHD RECREATIOTT BOARD Minutes of Meeting September 14, 1972 The regular meeting of the Cane Girardeau Park and Recreation Board was held at the Court House at 7:00 p.m. September 14, 1972.
