Dear Mr. Frederick
The Park and Recreation Board met on Thursday, March 5,
1970, to consider the referral concerning a mini -bike track on the
Koerber tract.
Members prosent were; Paul Heye, A. C. Brace, Rosina
Koetting, and Jim Hirsch. Councilmen Howard Tooke and Park
Super intendant Steve Probst also attended.
The Board unanimously reeommcnds that the Citv Council
not authorize the Anstallation of a mini -bike track on the Koerber
tract for the following reasons:
1) The pledge of the Council not to develop this land
into a park until a park in the south part of town
can be obtained and developed simultaneously
might be in. question.
Z) Even if this use were regarded by the Gouncil and
by the citizens as not in violation of the Councils
pledge, the Board feels it would get a precedent
and make it difficult to refuse other uses of this
land.
3) Any u8e of this land which is not put carefully into
perspectivee with an overall park plan would, in the
judgment of the Board, jeopardize, the entire plan.
The Board is beginning a study of a plan for th(:+
rtac ommen.ded future development of this land.
4) Considerable damage to the land from erosion would
very probably result from this use.

5) The Board feels that a great deal of maintenance
and supervision would be needed to minimize the
added liability of this type of activity.
6) The Board discussed the question of legality of
persons under 16 operating mini -bikes on city
property and has since contacted City Attorney
Howard Wright concerning this matter. The
City Attorney has already sent his opinion to the
Council.
