Call to Order
Ms. Lori Meyer called the meeting to order at 3:00 p.m. Ms. Meyer introduced the
Board and explained the rules of procedure for addressing the Board.
The minutes of the August 26, 2014, meeting of the Liquor Re view Board were
approved upon Mr. Wagoner’s motion, Mr. Cook’s second, and the following vote:
Ayes, Cook, Meyer, Wagoner. Nays, none.
COMMENTS, DISCUSSION & VOTING
Review of appeal of recommended suspension of liquor license for Jeff Koenig,
d/b/a That One Bar, LLC, 36 North Spanish, Cape Girardeau, Missouri
a. Ms. Meyer called for Public Comment from the floor. There was none.
b. Ms. Meyer called for Applicant Comment. There was none.
c. Ms. Meyer called for City Staff Comment.
Lt. Bradley Smith appeared and reviewed incidents that had occurred at That
One Bar, 36 North Spanish since December, 2013. He also presented certified
copies of three convictions in Municipal Court for the referenced violations.
d. The Board reviewed and discussed the information provided.
Mr. Wagoner and Mr. Cook expressed concerns regarding the serving of alcohol
to minors and the other incidents that occurred at That One Bar.

Following discussion, a Motion was made by Mr. Cook, seconded by Mr. Wagoner, to
uphold the City Manager’s ten-day suspension of the Liquor License for Jeff Koenig,
d/b/a That One Bar, LLC, located at 36 North Spanish, Cape Girardeau, Missouri.
The motion was approved 3-0 upon the following vote: Ayes, Cook, Meyer, Wagoner.
Nays, none.

A Motion was made by Mr. Wagoner, seconded by Mr. Cook, to adjourn.
The motion was approved 3-0 upon the following vote: Ayes, Cook, Meyer, and
Wagoner. Nays, none.
