Call to Order
Chief Review Officer Lori Meyer called the meeting to order at 10:00 a.m. She
introduced the Board and explained the rules of procedure for addressing the Board.
Approval of the April 29, 2015, Liquor License Review Board meeting minutes.
A Motion was made by Wagoner, Seconded by Cook, to approve.
Motion passed. 3-0. Ayes: Cook, Meyer, and Wagoner.
Items for Review
Review appeal to seven-day suspension of Retail Liquor by the Drink for Palmer
Enterprises of SEMO, LLC, d/b/a Willie T's, located at 36 N. Spanish Street, Cape
Girardeau, Missouri.
Chief Review Officer Lori Meyer called for Applicant Comment.
Michael Polvere from the Lichtenegger Law Firm appeared on behalf of Palmer
Enterprises of SEMO, LLC. He reviewed the grounds for suspension. He
questioned law enforcement officers' procedures, and the interpretation of State
Regulations and City Ordinances. He called for the complete withdraw of the
seven-day suspension of Retail Liquor by the Drink suspension.

Billy Palmer, husband to owner of Willie T's, spoke about visits from Ronald
Garms and his complaints about the operation of the bar. Mr. Palmer noted the
means and expense that was taken in attempt to address the complaints. He
noted that he invited the Cape Girardeau Police Department to the establishment
and asked for advice on security and ways to be compliant with regulations.
Owner Debbie Palmer spoke. She stated that she had heard that there had been
complaints from neighboring buildings about smoke. She said that she visited the
beauty shop next door, and she said that they had not noticed smoke. Mrs.
Palmer noted that the servers receive the recommended SMART training. She
also said that the bar closes earlier than legally required, in order to disperse
patrons prior to 1:30am. She stated that they have attempted to address any
complaints brought to their attention. She asked that the suspension be dropped
because the bar has been making improvements and addressing all known
complaints.
Chief Review Officer Lori Meyer called for Staff Comment.
Lt. Bradley Smith stated his duties related to the liquor license review
proceedings. He noted that the Cape Girardeau Police Department had received
13 calls of service to the bar from Jan 2016 to March 2017 from these calls 3
reports were made. He briefly described the incidents in those reports.
Citizens requested to make statements to the Board
Chief Review Officer Lori Meyer allowed it.
Ronald Garms resides across the street. He described several instances that he
felt the licensee had operated the bar poorly and in violation of local or state
laws. He was in support of the suspension. He expressed that he felt that the
liquor license should actually be revoked.
Loyd L. Ervin owner of 38 and 42 North Spanish, and 115 Themis Jayson Jewel
appeared in support of the suspension. He noted that security cameras recorded
activities such as urinating on buildings and rough housing. He noted that from
the footage, it appeared that these people were patrons of Willie T's.
Catherine Thompson, owner of The Library, a liquor licensee a couple blocks
down the street, stated that she thought that Willie T's may have a problem with
allowing minors entering the bar with fake i.d.s.
The Board reviewed and discussed the information provided.
Mr. Wagoner asked Debbie Palmer questions related to her experience
managing a bar, and training provide to the bar employees.
A Motion was made by Lori Meyer, Seconded by Wagoner, to uphold suspension
of Retail Liquor by the Drink for Palmer Enterprises of SEMO, LLC, d/b/a Willie
T's, located at 36 N. Spanish Street, Cape Girardeau, Missouri. Motion passed.
3-0. Ayes: Cook, Meyer, Wagoner.
