The survey of board members and Librarian regarding the advantages and disadvan-
tages for use of the Lorimier School Building as a library was discussed. As no
communication has been received from the City Council, no action was taken. Other
possible sites were discussed.
It was announced by the Public Relations Committee that the Friends of the Library
Newsletter is mailed to over 350 homes every two months. The newsletter, edited
by trustees, is distributed free to all citizens who request it.
Mary Helen Flentge moved, Ken Hayden seconded, that $675 be budgeted for Nancy
Stiegemeyer's expenses only to attend the Grantsmanship Workshop. A written
report will be given to the board. Discussion followed. Motion carried.
The meeting was adjourned at 8:05 a.m.
Respectfully submitted,
L. Gene Estes, Secretary

CAPE GIRARDEAU PUBLIC LIBRARY BOARD OF TRUSTEES
Regular P.eetinq: October 16, 1975
A regular meeting of the Cape Cirardeau Public Library Board of Trus-
tees was held in the Golden Coin Room Sunny Hill Restaurant, Cape
Girardeau, Mo., Thursday, October 16, 1975 at 7:00 a.m.
Those present were: David Strand, Mary Helen Flentge, Peggy Jenkins,
Don McNeely, Kenneth Bender, Don Thomasson, Gene Estes, and Martha
Maxwell, Librarian. Those absent were: Kenneth Hayden and John Hale.
The minutes of the previous meeting were approved as mailed.
The financial report and monthly expenditures were discussed. The
State Aid quarterly check of $2,341.05 was received. Plumbers bill of
$50 to open sewer line has become a continual expense. It was noted
that the Postage and Express Budget will be overspent as fees have
risen almost 100%. Mary Helen Flentge moved, Don McNeely seconded,
that the financial report be approved and the bills be certified to
the City Clerk for payment. Motion carried.
The Librarian reported that the new typewriter with special type would
not cut stencils; therefore, Kenny Bender moved, Peggy Jenkins sec-
onded, that $250 be allowed to print 500 copies of the large type
booklist.
The professional staff will attend the MLA meeting to be held next
week in Jefferson City.
Miss Maxwell reported that she was to speak to a Sociology class at
the University about the outreach program. Also, she reported that
the Bicentennial Folk Some Program by Brenda Siebert and Lea Markowitz
was very well received.
Under communications, Chairman Strand reported visiting with the
Mayor. He felt that the meeting was of mutual benefit as both parties
realize the value of keeping the lines of communication open. Mayor
Tooke expressed his belief that action would soon be taken in regard
to the future of the Lorimier School site. Another site was discussed
by the board.
The chairman of the Budget and Personnel Committee, Gene Estes, re-
ported that the committee met October 14 at the library. The work of
the committee to date was reviewed for the benefit of the new commit-
tee member, John Hale. Also, the present tentative budget, estimated
revenue, and proposed amendments were considered. Another meeting
will need to be scheduled.
The By-laws and Policies Committee plan to meet next month to review
the board policies.
The meeting was adjourned at 8:25 a.m.
Bespectfully submitted,
Gene Estes, Secretary

It is my understanding that the members of the City Council would find it
beneficial to know how the Library Board felt about moving the Cape Girardeau
Public Library to either of two alternate locations in the city.
In order to obtain this information for you, I called each of the members
on the Library Board and read two statements to them. Their responses are listed
below.
I am providing sufficient copies of this letter so that you can share it with
the other members of the City Council and the City Manager. In addition, I will
inform the Library Board members of their collective responses to these two questions
with the request that this information be considered confidential at this point.
The two statements and responses from the nine Library Board members are:
If the City Council makes the offer, do you favor moving the Library to
Lorimier School assuming the building is structurally sound, functionally
usable for this purpose, and put in acceptable condition?
6 Yes
2 ilo
I Undecided
If the Colonial Manor Restaurant can be acquired by the City Council, would
you favor moving the Library to this building after it is renovated and put
in acceptable condition for Library use?
7 Yes

1 undecided
Six of the Library Board members responded affirmatively to the possibility of
moving to either site but they stated a strong preference for the Colonial Manor
option over the Lorind er School possibility if given a choice between the two.
Mr. Howard C. Tooke -2- October 23, 1975
I hope this information is of some help to you as you consider the purchase
of the Loriniier School and/or the Colonial Manor. If I can assist in further
clarifying this response pattern in any other fashion, please feel free to contact
me.
Very truly yours,

CAPE GIRARDEAU PUBLIC LIBRARY
SPECIAL MEETING: DECEMBER 11, 1975
The Board of Trustees met in special session for the purpose of discussing the pos-
sibility of Lorimier School as a library facility. The meeting was held at the
Public Library at 7:00 a.m.
The following board members were present: Chairman David Strand, Mary Helen Flentge
Don McNeely,Kenneth Bender, Gene Estes, Peggy Jenkins, John Hale, Kenneth Hayden,
Don Thomasson, and librarians: Martha Ann Maxwell and Laurette Long.
Three representatives of the news media, The Southeast Missourian, KF'VS, and KGMO,
were Present.
After the meeting was called to order, Chairman Strand read a letter from the City
Council offering Lorimier School to the Board for consideration of the site and
building for use as a library facility.
Discussion centered on whether should conduct a feasibility study. Don McNeely
mentioned that a previous report indicated the building has 13,152 square feet and
that the building contained three levels. It was determined that the building con-
tained approximately 16,600 square feet.
The cost of the study was discussed. Chairman Strand read the letter which he
mailed to all local architects in the city. The possible cost would be under
$5,000. The architect would be engaged on an hourly basis for the prupose of pro-
viding the feasibility study. The cost of the study would be assumed by the
library. The possibility of acquiring the services of the personnel of the City
Engineer's office was discussed. Kenneth Hayden suggested that this office be
approached in order to ascertain if the expertise required is available. Kenneth
Bender expressed interest in the proposal indicating that at a later date an arch-
itect could be hired. Mary Helen Flentce moved, seconded by Peggy Jenkins, that
the Chairman consult the City Engineer's office and present the report at the
regular board meeting. Motion carried.
Kenneth Hayden moved, seconded by Kenneth Bender, that the board Proceed with the
study. By secret ballot, the Cape Girardeau Public Library Board of Trustees
voted unanimously on the motion.
Kenneth Hayden, Site Chairman, agreed to contact those people who possibly would
be involved in the study. He also urged all board members to attend the regular
meeting and requested that a portion of the routine business be handled by the
Executive Committee of the Board.
Due to the nature of its report, the Site Committee's report will be presented in
executive session. The Site Committee will meet on call prior to the Board meeting.
The regular meeting of the entire board will begin at 7:30 a.m. with the Site Com-
mittee meeting prior to the meeting at 7:oo a.m.
Martha Maxwell gave a brief explanation of the patron survey.
Discussion followed on the law which prevents municipal library districts from ex-
panding when the municipalities annex land. 'rhe board requested that the librarian
research this issue.
Chairman Strand stated that the selection of an architect is a personnel matter,
and the portion of the meeting at which this is done will be a closed meeting.
The meeting was adjourned at 7:45 a.m.

+ CAPE GIRARDEAU PUBLIC LIBRARY BOARD OF TRUSTEES ;rte
Regular Meeting: December 19, 1975
A regular meeting of the Cape Girardeau Public Library Board of Trustees was held
in the Golden Coin Room, Sunny Hill Restaurant, Cape Girardeau, Mo., Thursday, Dec.
18, 1975 at 7:30 a.m.
Those board members present were: David Strand, Mary Helen Flentge, Peggy Jenkins,
Donald McNeely, Kenneth Bender, Kenneth Hayden, John Hale and Gene Estes. Board
member Don Thomasson was absent. Also present were Librarian Maxwell and her
assistant, Laurette Long. Don Smith, reporter from the Southeast Missourian was
also present.
The minutes of the November meeting were approved as mailed after modifications
were made.
Mary Helen Flentge moved, Ken Hayden seconded, that the Financial Report be ac-
cepted and that the monthly expenditures be certified to the City Clerk for payment.
Motion carried.
Ken Bender moved, Don McNeely seconded, that the microfilm machine service contract
for $320 be accepted as service for the machine cannot be obtained locally. Motion
carried.
During the report of the Librarian in regard to the patron use survey, it was noted
that one of the most common criticisms was about the method used to check out books.
It is the desire of the Librarian and the Board that the circulation system be
improved as soon as possible.
The Site Committee met in closed session prior to the regular meeting. At the
regular meeting, with the news media present, Ken Hayden, chairman of the Site
Committee, presented a report of that meeting. He concluded by stating the com-
mittee's recommendation in the fornPof a motion:
I move that the Library Board of Trustees accept the city's offer to
conduct an engineering study at no cost to the Board on the structural
soundness of Lorimier School with the specific goal of converting the
building into a library facility with the study to be completed within
six to eight weeks."
Mary Helen Flentge seconded the motion. During discussion it was brought out that
if the engineering study was favorable, the next step would be to employ an arch-
itect to conduct a feasibility study. Replies were received from all local
architects indicating an interest in the project. Motion carried with no dissent-

The board went into executive session to discuss budget -personnel matters. After
giving the Budget -Personnel Committee's report, Gene Estes, Chairman of that com-
mittee, moved that because the estimated revenue is more than anticipated when the
budget was prepared, that the following amendments to the 1975-76 budget be approved:
1. That salary adjustments which satisfy minimum wage requirements, mid -year
increments for all employees and a pay grade change for Administrative
Secretary -Bookkeeper be made effective January 1, 1976.
2. That the total budgeted for salaries be adjusted to $91,470 (61.48 of
total budget) to provide necessary funds to meet salary adjustments.
December Hoard Minutes - page 2
3. That the remainder of the unanticipated funds be placed in the contingency
fund.
Ken Hayden seconded the motion. Motion carried.
Under new business, a citizens poll in regard to improved library services was
discussed. It was suggested that this item be placed on next month's agenda.
Meeting was adjourned at 8:36 a.m.
Respectfully submitted,
Gene Estes, Secretary
