CAPE
GIRARDEAU PUBLIC
LIBRARY BOARD
OF TRUSTEES
Regular Meeting:
January 15,
1976
A regular meeting of the Cape Girardeau Public Library Board of Trustees was held
in the Golden Coin Roon, Sunny Hill Restaurant, Cape Girardeau, Mo., Thursday,
January 15, 1976 at 7:00 a.m.
Board members present were David Strand, Mary Helen Flentge, Peggy Jenkins, Don
McNeely, Ken Hayden, John Hale, Don Thomasson, and Gene Estes. Board Member
Kenneth Bender was absent. Librarian Martha Maxwell and her assistant Laurette
Long were present. Guests present at the meeting were Mrs. Nancy Stiegemeyer,
Miss Antoinette Meyer and Mrs. Ellen Wilcox.
The minutes of the December meeting were approved as mailed.
After discussion, glary Helen Flentge moved, Don McNeely seconded, that the Finan-
cial Report be accepted and that the monthly expenditures be certified to the
City Clerk for payment. Motion carried.
Library Director Maxwell reported that the Library was invited to participate in
the Library Internship Program again this summer but the offer to participate will
be declined.
Staff members Long, Markowitz, Jackson, Simmons, and Kearney will be attending the
Reference Workshop to be held in St. Louis on the dates of April 24 and May 1.
Miss Maxwell discussed Mrs. Long's report which indicated that 219 geneaology
requests have been made since July 1st in comparison to 90 requests being made in
1974-75. If this trend continues she feels that an assistant reference person will
be needed full-time.
The Librarian reported that copies of the City Budget were distributed to City
Department heads and that the report was incorrect in regard to personnel salary
schedule. Corrections were sent to City Rall and corrected copies of the personnel
schedule were provided to those having copies of the budget.
Mrs. Nancy Stiegemeyer reported on the Grantsmanship Workshop that she attended in
behalf of the library. A brief summary of her report is attached to these minutes
and a complete report will be taped for transcription and distribution of the com-
plete report will then be made.
The Community Relations Committee reported that the December issue of the "Friends
of the Library Newsletter" included a copy of the annual report. Comments so far
have been positive.
Preceding the Site Committee Report, guests Miss Meyer and Mrs. Wilcox expressed
concern and reservations about the possibility of the Board deciding to accept the
Lorimier School site for the library. It was reported that the City Engineer,
Mr. Lowes, should have his report on the general condition of the Lorimier School
building by the end of the month and that a special meeting of the Board would be
called for that purpose.
Copies of an architectural checklist consisting of the major steps to be followed
in planning and construction, their approximate sequence, and the substeps and
major factors to be considered were distributed to members of the board.
It was announced that the Library Patron Use Survey was being key punched for the
computer and a report should be ready by the next regular meeting.
Meeting was adjourned at 8:19 a.m.
Respectfully submitted,
Gene Estes, Secretary

CAPE GIRAADEAU PUBLIC LIBRARY BOARD OF TRUSTEES
Regular Meeting: March 25, 1976
A regular meeting of the Cape Girardeau Public Library Board of Trustees was held in
the Golden Coin Room, Sunny Hill Restaurant, Cape Girardeau, Mo. Thursday, March 25,
1976, at 7 a.m.
Board members present were David Strand, Don McNeely, Ken Hayden, Kenny Bender, Gene
Estes, Peggy Jenkins, and Mary Helen Flentge. Board members absent were Don Thomasson
and John Hale. Library Director, Martha Ann Maxwell and her assistant, Laurette Long
were present also.
The minutes of the February 19th meeting were approved as mailed. The librarian noted
that when regular bills and bills to be paid from state aid are listed on the bills
to be approved, it would be advisable to have two separate motions.
Ken Hayden moved, Peggy Jenkins seconded, that the Financial Report be accepted and
that the monthly expenditures be certified to the City Clerk for payment. It was
noted that this year's expenditures are greater than anticipated so the cash reserve
at the end of the 1975-76 year may be $100 or less. The cost of books and book
processing have increased greatly. Motion carried.
The Progress and Service Report was given by Director Maxwell. She cemented on
reports that were mailed to board members. She urged board members to send letters
of support for RB 1172, the State Documents Depository bill, that passed the house,
to Senators Spradling and Waters, State Department Committee Chairman. She commented
that insurance bill on contents should increase as much as 50% and that in deter-
mining the amount of coverage the shelflist cost was reduced, as the shelflist is
now on microfilm and stored in a safety deposit box. The board was given a National
Library Week planning report. Miss Maxwell reported that National Library Week is
April 4-10 and each evening of that week, a different aspect of free public library
service will he highlighted. The theme this year is "Free People, Free Libraries."
Miss Lea Markowitz will direct the week's activities.
Library Director Maxwell reported that there will be a Library Laws Workshop May 12
and 13th in Columbia and urged board members to attend if possible. The library will
have a display at the Crafts Fair. Dr. Eugene Hahn has given a $200 memorial gift
for large print books to be ordered for the library. The Copyright Legislature
being considered on the national level was discussed.
After a discussion of bids and factors considered in evaluating machines, Don McNeely,
Building & Grounds Committee Chairman, moved and Ken Hayden seconded, that the board
purchase a modified Savin 750 photocopier machine from Carron Business Machines with
trade-in price $4,695 plus $40 cabinet. Motion carried. Mary Helen Flentge moved,
Don McNeely seconded, that the board of trustees proceed to recover the cost of the
paper (25 rolls, $700 approximate value) from Copi-Rite, Inc. as the company owes
the library that amount.
After discussion, Ken Hayden, Site and Building Committee Chairman moved, Mary Helen
Flentge seconded, that architect Ted Hoerner conduct the feasibility study on Lorimier
School to see if the building can be converted into a new library within the economic
means of the board. The Site and Building Committee interviewed four of six appli-
cants to make the selection of Mr. Hoerner. Other architects interviewed were Fred
Dormeyer, Tom Phillips, and Tom Holshouser. The committee was impressed with all of

them. It is estimated that the study will take four to six weeks to complete and
cost approximately $2,600 unless additional stress tests will need to be conducted.
Motion carried.
Gene Estes, Chairman of the Budget and Personnel Committee moved, Ken Hayden seconded,
that the proposed 1976-77 Budget of $166,945 be adopted. Last year's budget was
$149,480 (1.67 mills). It is noted that (1.85 mills) $162,060 be operational income
for the now year. Total anticipated income for the year is $166,970. The Building
and Grounds Budget item includes a Contingency Fund of $800. Mr. Estes noted that
598 of the budget will be used for salaries, 234 for operations and 188 for materials
and equipment. Motion carried.
Under new business, the Board authorized participation in the Office of Manpower,
Missouri Division of Corrections program, that employs people out on parole at the
Federal Minimum wage, if the librarians determine that it is feasible to do so.
The program will provide the library additional help at no cost to the library.
Meeting was adjourned at 8:12 a.m
Respectfully submitted,

However, many books are still out and the board is considering turning overdue book
records to the City Attorney for legal action.. No formal motion was made.
Miss Maxwell reported that the new Savin photo -copier was modified by Carron Business
Machines so that copies can be made from bound volumes easily. Don Thomasson moved,
Mary Helen Flentge seconded, that Miss Maxwell be authorized to contact City Attorney
Utterback in regard to Copi-Rite contract unless payment for paper credit be made
before the next regular board meeting. John Hale agreed to contact the owner of the
company and explain the situation. Motion carried.
It was announced that the library will have a used book sale April 24, 10:00 a.m.
until 1:00 p.m. in Courthouse Park unless it rains. Mrs. Laurette Long is in charge
of the Book Fair.
Miss Maxwell reported that the contract with Ted Hoener, architect, was agreed upon
that the feasibility study on Lorimier School will cost a maximum of $4,000.
Three members of the board are making plans to attend the ALA meeting in Chicago this
summer. It was announced that one board member and Miss Maxwell plan to attend the
Library Laws Workshop in Columbia May 12-13.
Board appointments were discussed and it was mentioned that recommendations for board
appointments should be made at the next meeting. Two members, Mary Helen Flentge and
Gene Estes, are completing nine years of service on the board and therefore, are not
eligible for reappointment. Chairman Strand appointed a special committee to prepare
a list of possible candidates for recommendation by the next regular board meeting.
Gene Estes and Mary Helen Flentge will serve with Dr. Strand on this committee.
Meeting adjourned at 8:05 a.m
Respectfully submitted,
L. Gene Estes, Secretary

CAPE GIRARDEAU PUBLIC LIBRARY BOARD OF TRUSTEES
Regular Meeting: May 20, 1976
A regular meeting of the Cape Girardeau Public Library Board of Trustees was held
in the Golden Coin Room, Sunny Hill Restaurant, Cape Girardeau, Mo., Thursday, May 20,
1976 at 7 a.m.
Board members present were Chairman David Strand, Don McNeely, Ken Hayden, John Hale,
Kenny Bender, and Gene Estes. Board members absent were Peggy Jenkins, Mary Helen
Flentge, and Don Thomasson. Martha Maxwell, Administrative Librarian, and Laurette
Long, Assistant Librarian, were present also.
The minutes of the April 15th meeting were approved as mailed.
Ken Hayden moved, John Hale seconded, that the Financial Report be accepted and that
the monthly expenditures be certified to the City Clerk for payment. Motion carried.
Miss Maxwell reported that due to the tight budget, book orders had been cut back in
March.
Board members expressed appreciation to staff members for the filed reports. They are
very informative and helpful in understanding what is happening at the library.
Miss Maxwell reported that Jeanette Stanford was offered the position of Children's
Librarian but she refused it to accept a librarian's position in Nevada. Miss Maxwell
reported on the Library Laws workshop she attended recently in Columbia. She reported
that the State Documents Depository Bill passed the General Assembly.
The board approved the use of library films for the all night senior party. Mrs. Long
reported that the library exhibit at the Crafts Fair was well received. She also re-
ported on the Book Fair held recently at the library.
Miss Maxwell reported that Mrs. Arthur Thilenius contacted her to write a news article
for the Bicentennial Series on the history of the library to be published in the
Southeast Missourian. Searching the records she discovered that all official minutes
of board meetings are intact with the exception of two short periods. In a news
article published 12-31-45, Ross Lloyd Crigler, librarian, said, "continued growth
of the library attests to the need for a modern, centrally located, strictly functional
plant, properly staffed and adequately supported." Looking to the future, Miss
Crigler said, "It .is hoped to spread the service into the surrounding area by branch
libraries and regular motor deliveries." These goals are still the concern of the
present library board and staff.
Don McNeely moved, Ken Hayden seconded, that Miss Maxwell's vacation be divided to
take one week in June and postpone the other week until the next fiscal year. Miss
Maxwell made the request due to the necessity of completing the Lorimier School study.
Motion carried.
Ken Hayden moved, John Hale seconded, that the library purchase a commercial coffee
maker for the use of the staff and for use at meetings for the public. Motion carried.
The Site Committee reported that the architect was not ready to present his report t
the board due to unanticipated problems in locating various service areas in the
Lorimier School building. The board will meet June 14 to hear a preliminary report
and delay action until the regular June meeting.
The Community Relations Committee reported that the Directory of Community Agencies
have been updated and mailed to all agencies in the community and to the schools.
May 20, 1976 Board Minutes - page 2
Recommendations for board appointments were considered as two new members will be
appointed to the board by the City Council. Mary Helen Flentge and Gene Estes are
completing nine years of service on the board and are not eligible to be reappointed.
John Hale reported on the meeting with the owner of Copi-Rite, Inc. He stated that
there is a difference of opinion and no settlement will be made. It was agreed by
the board to continue working toward a satisfactory solution to the problem.
Nancy Stiegemeyer presented a very comprehensive written report on Grantsmanship.
The board will study the report and discuss it at the June meeting.
G.B.W. Construction Company requested a letter of recommendation as to roof repair
of the library. This letter is to be used only in the office and not in commercial
advertising. The request was granted by the board.
Chairman David Strand appointed the following Nominating Committee to report at the
next meeting: John Hale, Chairman, Mary Helen Flentge and Gene Estes.
The meeting was adjourned at 8:32 a.m
Respectfully submitted,

CAPE GIRARDEAU PUBLIC LIBRARY

June 17, 1976
Mr. W. G. Lawley
City Manager
Court House
Cape Girardeau, MO 63701
Dear Mr. Lawley:
I am writing in reference to the budget for the Cape Girardeau Public Library for
the next fiscal year.
The Board of Trustees voted at its May meeting to request the City Council to re-
store the tax rate to the two mills which had been voted upon by the citizens of Cape
Girardeau several years ago. It is felt that the public library depends so heavily
upon the property tax as its primary source of income that this money was needed to take
care of the operating budget needs as well as to assist in setting aside some funds for
its building program. It is our expectation that we will utilize 1.85 mills for our
operating budget and .15 mills for our building fund program. Although this action may
be construed by some as an increase in the tax rate, it is our feeling that it is a
return to the level of funding which the voters approved for the Cape Girardeau Public
Library at an earlier date.
The revenue generated by the two mills will not produce a sizeable increase of
funds for the library next year. It is our estimation that the total projected budget
for next year will be $158,820 compared with $142,117, an increase of $16,703. This is
slightly more than an 11 increase in the library budget which the Board did not con-
sider to be unreasonable at a time when inflationary factors were affecting book and
material prices, mail costs, and other services.
The Library Board members reaffirmed their earlier endorsement of two mills at
today's meeting. I am conveying this information to you so that you can make it a part
of your deliberations for the city budget for the next fiscal year.
//Very truly yours,
'David A. Strand

CAPE GIRARDEAU PUBLIC LIBRARY BOARD OF TRUSTEES I
Regular Meeting: June 17, 1.976
A regular meeting of the Cape Girardeau Public Library Board of Trustees was held
in the Golden Coin Room, Sunny Hill Restaurant, Cape Girardeau, Mo., Thursday,
June 17, 1976 at 7 a.m.
Board members present were President David Strand, Ken Hayden, Mary Helen Flentge,
Peggy Jenkins, Don McNeely, John Hale, and Gene Estes. Board members absent were
Don Thomasson and Ken Bcndcr. Members of the professional staff present were Martha
Maxwell, Administrative Librarian, Laurette Long, Assistant Librarian, and Lea
Markowitz, Outreach Librarian. Members of the news media present were Daryl Wagoner
from the Bulletin -Journal and Dori R. Smith from the Missourian. Past board members
present were Harold Grauel, Antoinette Meyer, Nancy Stiegemeyer, Rosalind Vogel,
and Ray Vogel.
The minutes of the May 20th and June 14th meetings were approved as submitted.
Mary Helen Flentge moved, Don McNeely seconded, that the Financial Report be accepted
and that the monthly expenditures be certified to the City Clerk for payment. Motion
carried. During the discussion it was noted that travel expenses were allowed for
Martha Maxwell and Lou Markowitz to attend the annual meeting of the Film Coop, May
26-28 and an Outreach meeting.
Don McNeely moved, Ken Hayden seconded, that the Special Library Insurance Policy be
purchased at at cost of $1,118 to insure contents as libraries have special needs
and problems. Motion carried.
David Strand reported that the problem with the tax levy had been resolved.
It was suggested that the date of the July Board Meeting be changed to July 14 as the
Administrative Librarian will be out of town the reqular meeting date. The motion
was made by Ken Hayden, seconded by Peggy Jenkins. Motion carried.
Mrs. Long reported on the computerized cataloging now received through the Library
Services Center of Missouri. Miss Maxwell reported on a Cooperative Inservice
Workshop to be conducted later this year by the staff of the Tulsa, Oklahoma Public
Library. Other libraries in the area will share expenses of the workshop. She also
reported on the use of volunteers in the children's department.
As the Children's Department has been operating since February 15 without a Children's
Librarian, and Pat Pierce has accepted more responsibility in the Department, Gene
Estes, Personnel and Budget Committee Char man, recommended that the Board increase
her salary by I" per hour starting this pay period. The total amount of increase
will be less that $100. as she will be working only part time after July 1. She is
presently receiving minimum wage. Ken Hayden moved that the increase of 10s per hour
be granted, John Hale seconded the motion. Motion carried.
John Hale, Chairman of the Nominating Committee, submitted the following slate of
candidates for consideration and election as officers at the July Meeing: Chairman,
David Strand, Vice -Chairman, Don Thomasson, Secretary, Peggy Jenkins, and Treasurer,
Kenny Bender.
June Board Minutes - page 2
David Strand reported that board appointment recommendations have been forwarded to
the City Council. Don McNeely is eligible for reappointment. Gene Estes and Mary
Helen Flentge were given special thanks from the board as they will be retiring from
the board when their term of office ends June 30. Good attendance records were
noted. (See attached sheet).
John Hale moved, Mary Helen Flentge seconded, that the architect's bill for
$3,344.64 be paid. Motion carried, after discussion. Peter Doo, Mr. Ted Bucher's
assistant, was present to answer any questions as Mr. Homer was ill and unable to
attend the meeting.
Ken Hayden moved, Gene Estes seconded, that the Cape Girardeau Public Library Board of
Trustees accept the offer of the City of Cape Girardeau to obtain title to the Lorimier
School for use as a library in exchange for the existing library facility providing
that a sum, not to exceed $75,000, is allocated by the council to supplement the
renovation cost of converting Lorimier School to a Public Library.
Mr. Hayden explained that the Feasibility Study showed that the function of the
library could be met, the report from the architect was complete, but that the
$249,600 cost figure did not include fixtures, furniture, architectural services fees
or air conditioning on the ground floor. Therefore, the request to the City for
$75,000 to supplement the $266,585 building fund balance as of May 31, 1976.
Mary Helen Flentge moved that the amount be a sliding scale to cover renovation
needs and not lock in a certain amount of money. It was noted that the City Council
needs a top dollar figure. Motion died for lack of a second. Don McNeely stated
he disagreed with Ken llayden--"We need a new library, we would be locked into a
no -growth library with one-half million dollars invested in it."
Nancy Stiegemeyer, a former board member, read a statement with eight past board
members names listed at the bottom stating they were opposed accepting the school.
(See attached sheet).
H. 0. Gravel, former board member, was also present and he stated reservations. Mr.
6 Mrs. Ray Vogel, former board members, were present at the meeting and spoke in
favor of accepting the city's offer as it is their belief that it will be very diffi-
cult to raise money to build an appropriate structure in the community.
Antoinette Meyer praised Nancy Stiegemeyer for her efforts in behalf of a new library
building.
Martha Maxwell spoke for the staff, pointing out the limitations of the Lorimier
School Building --supervision, seating, growth, placement of book collections and other
problems for a small staff.
The vote was Ly a narrow margin - 3 you, 4 no. Motion failed to carry. The vote was
completed through proxy by the two absent members - 1 fdvorably inclined, and 1
opposed.
Ken Hayden, Chairman of the Site Committee, expressed concern of spending the public
money to conducting feacihility studies on old 'buildings, only to vote against such
action. Mary Helen Flen Cle noted that to vote intelligently, the board has to be
well informed and that the board was forced to hcok into the buildings mentioned.
June Board Minutes - page 3
Gene Estes and Mary Helen Flentqe made farewell comments to the board and staff.
Chairman Strand thanked the guests for being present and thanked Ken Hayden and
other members of the Site Committee for their work.
Meeting adjourned at 8:08 a.m.
Respectfully submitted,
L. Gene Estes
Secretary
This meeting constitutes the 100th board meeting attended by Gene
Estes, whose term of office expires June 30th. lie has had perfect attendance
for the last year and a half and has missed only 8 meetings in nine years.
Thus, considering the fact that Che board meetings last for ly hours to 2
hours, a rough estimate of his community service is 175 hours. Perhaps the
figure should be doubled for this does not take into account committee
meetings, SENO Library System Roard meetings, and area and state conferences.
Genu, a past president of the board, has worked hard for our library.
Mary Helen Flentge, who also has a good attendance record, is also
completing nine years of service with this meeting. She has served on state
trustee committees and has worked promoting coore'--ative services among
libraries in Southeast Missouri. Mary Helen is a past president of the
board, as was her father in the early days of the library. Early historical
records of the library contain numerous references to the quality of his
service to the library and the community. The records of the late 60's and
70's indicate that Mary Helen, too, is a leader.
Don McNeely is eligible for reappointment for a third term to the
library board. Faithful in attendance, Don has missed one meeting in the
last year and a half. Also, a past president, Don has served with
distinction on various board committees, his last assignment being the
ohainnan of the Building and Grounds Committee, it is he who is notified
when then- are major problems with the,. furnace, air conditioning, and plumbing.
Gene, Mary Helen, and Don, you have had a true commitment to promoting
library service in Cape Girardeau. You have represented the people well.
We thank you.
The undersigned, all former members of the library board, wish to
thank the present board for its repeated and tenacious efforts to pro-
vide the community with an adequate library building. We are aware
that it has been a disappointing and frustrating struggle. We feel
that the community should take note of your efforts and we wish
personally to thank you for your dedication.
Because of the location and inadequate structure of Lorimier
School iu -elation to a public library, we find it would be a very
poor investment for the t..xpayers of Cape Girardeau, and we are there-
fore opposed to the acquisition of it for a library.
However, we feel there is support for the library in the com-
munity and if the Board would provide a fund raising structure within
which we could work, we would be willing to do so.

CAPE
GIRARDEAU
PUBLIC
LIBRARY
BOARD
OF
TRUSTEES
Regular Meeting: July 19, 1976
Due to the conflicting dates of the ALA Meeting and the regular meeting of the Cape
Girardeau Public Library Board of 'Trustees, the meeting of the latter was held one
week earlier, July 19, 1976, 7 a.m., in the Cape Public Library.
Board members present were David Strand, Ken Bender, John Hale, Ken Hayden, Don McNeely,
and Peggy Jenkins. The only member absent was Don Thomasson. Gene Estes, a retired
board member, was in attendance. Members of the professional staff present were
Martha Maxwell and Laurette Long. Don Smith, a reporter from the Missourian, was also
present.
Before the minutes of the previous meeting were approved some discussion surrounded the
stated positions of Mr. & Mr;. Ray Vogel concerning the use of Lorimier School as a
library. Gene Estes, past board secretary, agreed to check this information and re-
port corrections for the minutes if they are needed. Otherwise, the minutes were
approved as submitted.
Peggy Jenkins moved, Don McNeely seconded, that the Financial Report be accepted and
that the monthly bills be certified to the City Clerk for payment. Motion passed.
In the report by the Librarian, the following information was given and discussed.
Circulation is up over last year. One hundred eleven films were shown in June. The
Wednesday Afternoon Film Programs attracted over 100 children each week. Film service
to the Cape to Croix Manor has been discontinued for the present time. It was re-
ported that there were over 2,000 new registered borrowers last year. The Southeast
Missourian will run full page ads about library service.
Mrs. Long established July 29th as the date for the Genealogical Workshop to be held
at the First Presbyterian Church. It will be conducted by a member of the St. Louis
Chapter of Genealogy. Board members agreed that the expenses of the person conducting
the Workshop should be paid.
Don McNeely reported that the Mayor had commented that the Library Board accumulated
money in its building fund. In 1968, when the two mill was voted and approved, the
City Council requested that a portion of it be placed in the building fund. Mr.
McNeely questioned if the present Mayor was aware of this. Discussion centered
around the fact that the City can capture increased sales tax revenue, but the library
does not benefit from this. (Its only source of keeping in line with inflationary
measures is to return to 20C.) The City has additional sources of income to assist
in balancing a budget, due to inflation, while the Library does not.
Miss Maxwell asked the Personnel Committee to clarify policy relating to the vacation
of part-time employees.
Mrs. Long presented a list of memorials for the past year. She noted the largest
gift being that of Eugene Hahn in the amount of $200 for buying large print books. It
was also noted that Paula Grime has given puppets valued at $1,363.00 to the library
in the past 3 years.
The position of Children's Librarian is still vacant.
Ken Hayden moved, John Hale seconded, to pay the expenses of three Board Members and
Miss Maxwell to attend the ALA Meeting in Chicago.
Page 2 of July Minutes
Committee reports were made as follows
David Strand reported that the Mayor had not appointed personnel to the two vacancies
on the Board.
Ken Hayden said there was no report from the Site Committee.
Don McNeely raised the question: "Are we considering any site?" fie asked members for
suggestions. Miss Maxwell recommended purchasing a site. Cost of real estate is not
going down, and she believes we need to show the community that we are taking a posi-
tion. She stated it also puts us in a better position to seek grants and other con-
tributions. it was suggested that the Site Committee, in order to make recommendations,
should caucus before the August meeting.
Building and Grounds Committee Chairman, Don McNeely, reported there is a problem with
roaches in the basement. It was pointed out there is no pest control contract with any
firm.
The slate of officers presented at the previous meeting was accepted. John Hale moved,
Don McNeely seconded, that the following officers be elected for 1976-77: President,
David Strand, Vice -President - Don Thomasson, secretary - Peggy Jenkins, and Treasurer -
Ken Bender. Motion carried. Martha Maxwell presented Past President's Plaque to
David Strand.
As in previous board meetings, discussion concerning Copi-Rite, Inc. emerged. David
Strand has documentation that the machine the Library had will not take the long roll
of paper. It was concluded that it was probably an inaccurate statement on the part of
the Copi-Rite salesman. The Board authorized Strand to continue talks with the company.
Martha Maxwell discussed House Bill 41162 (Open Window Bill). The Library will have
a budget hearing in 1977. This is an idea she welcomes, as it is an opportunity to
tell the public how library money is being spent.
The meeting adjourned

CAPL GIRARDEAU PUBLIC LIBRARY BCARD OF TRUSTEES
Regular Meeting: Aug. 26, 1976
The Library Board met August 26th at 7 P.M. in the Library. Those present were David
Strand, John Hale, Don MCNec2.y, Don Thomasson, Ken Hayden and Peggy Jenkins. Mary
Helen Flentge, former member, was present. Those present from the Library Staff were
Martha Maxwell, Laurette Long, and Pat Christian. Board member absent was Kenneth
Bender. New board members have rot been appointed by the Mayor.
Ken Hayden moved, Peggy Jenkins seconded, the monthly bills be certified for payment.
Martha Maxwell introduced Pat Christian, the recently employed Children's Librarian.
She was welcomed by the Board. It was reported that Peggy Johnston, an employee,
is now working as a COE student. Miss Maxwell stated that it is always a pleasure
to work with this program.
Miss Maxwell reported that she recently attended the Law workshop sponsored by the
MLA. She recommended that the Board engage a lawyer's service. Discussion followed.
It was decided that the service provided by the lawyer should be done at the request
of the President of the Hoard or the Library Administrator. David Strand asked Don
Thomasson, Don McNeely, and Martha Maxwell to work together on this and report back
to the Board at the next regular meeting. The President will, in the meantime, ex-
plain this action to the Mayor. The Library will continue to use the City Attorney
in many matters.
Last year the Mississippi County Library asked to withdraw from its contract with the
Cape Public Library. (This was due to a change in personnel and other local matters)
The contract had provided for children's services, with Cape payanq 2/3 0£ the salary
and the Mississippi -ounty Library contributing the remaining one third. The re-
cently emoloyed Mississippi County Librarian would like to renew this contract.
As the Children's Librarian in Cape was only employed last month, Miss Maxwell.
would prefer to wait until January to enter into a new contract.
It was noted that the Missouri Library Association would meet October 13 -15th
Mrs. Long reported that the expense for the Genealogy Workshop was $30.00. She also
reported a good response.
The Librarian's report was accepted. She r ported that :=inctlo, had been made in
the furnace room to meet with the fire standards.
A letter of "thanks" will be sent to the Mis=ourian for the F,11 -page ads recently
appearing in the newspaper.
Committee appointments by David Strand have been withheld pending new appointments
to the Board. All membership of coMMILtees will remain the same until board appoint-
ments are announced, with tike exception oc the Site Committee which will be chaired
by Dou McNeely.
Brief comments concerning the ALA meeting were made by Martha Maxwell, Peggy Jenkins,
and Don MCNcely. The expenses shown for Lou McNeely were more than those shown for
Peggy Jenkins, because Miss Maxwell paid Pegyy Jeekin's hotel bill and her airline
ticket had been prepaid.
At this point, the Board went into to discuss a possible site for
a new buiLding. Dor. McNeely presented copies of a letter from the attorney reore-
August Board Minutes - page 2
senting the Wulfer's Family, who, again, arc offering property for sale to the
library. (Letter on file) Don also gave each member a plat showing the location
of the area. He also pointed it out on a city man, indicating it was in a central
location in terms of library users. Much discussion and many questions followed.
Don McNeely was authorized to contact the attorney for additional information.
(He had contacted the attorney prior to the meeting and had learned that any amount
of the property could be purchased, no minimum acreage.)
Those present urged Mr. McNeely to proceed with investigation of this property.
The meeting was adjourned.
Respectfully submitted,
Peggy Jenkins

Film: To augment the library's holiday film collection, I recommend the purchase
of a Disney Film, Pluto's Christmas Tree_ at a cost of $125.00, plus shipping costs,
with State Aid funds.
Tape: The library now has a copy of the speech Ramsey Clark gave as a part of the
Humanities Forum at the University, March 27, 1976.
Meeting: Friday, September 10th, Mrs. Long and I plan to be absent from the
library. She will be attending the cataloging coop in Jefferson City, and I,
the Missouri Library Association Adult Education Committee.
REFERENCE DEPARTMENT, Laurette Long
Sandy Simmons, acquisitions clerk, and I have thoroughly revised the procedure
manual for the reference and acquisitions departments during the month of
August. This was necessary since the Library Services Center is now using
OCLC to process our books. Also, the interlibrary loan procedure section needed
to be up -dated and expanded since we have had such a large increase in genealogy and
local history requests.
I will be attending a workshop on Friday, September 10th, at the Center for all
personnel in the technical services departments of the member libraries. This
will give us an opportunity to learn more about OCLC and to ask questions about
problems which may have arisen since the conversion to OCLC.
OUTREACH, Lea Markowitz
I attended the summer institute "Communications" sponsored by the Missouri State
Library on Stephens College campus in Columbia, Missouri, during the week of
August 15-20. The institute was designed for librarians who have not had .my
formal education in communications. Interpersonal communications, intersystem
communications, stress management, biofeedback and the psychology of communication,
are examples of areas within the field of communications which, though vague
sounding, are beneficial and much needed by our profession. The desired outcome
of the institute was a relaxed, conscious response to a learning experience. Both
practical and instructive, the institute was very good.
A handbook entitled "Services to Schools Provided by the Cape Girardeau Public
Lib-ary" was distributed to all of the teachers in Cape Girardeau at the beginning
of the school term. Briefly outlining what programs and services are available,
the handbook is .intended for use as a resource too 1.
CHILDREN'S DF.PARTMENP, Pat Christian
I began work in the Children's Department on August 16, 1976. So far, I have
completed plans for fall storyhours. They will begin on Monday, September 27th
and continue through November lst. Also, the films are all booked for the Fall
Film Festival that begins Saturday, October 2nd and continues on every Saturday
through November 27th.
I also went on a tour of all the schools in Cape Girardeau distributing a handbook
entitled "Services to Schools Provided by the Capr Girardeau Public Library".

CAPE GIRARDEAU PUH LSC LIBRARY BOARD OF TRUSTEES
Regular Meeting: September 16, 1976
On Thursday, September 16, 1976, at 7 a.m., the Trustees of the Cape Girardeau Public
Library met for its monthly meeting in the Golden Coin Dining Room. All members were
present with the exception of Don Thomasson. Also in attendance were Martha Maxwell,
Librarian, and Laurette Long, Assistant Librarian.
President Strand called the meeting to order. The minutes of the August 26th meeting
were approved with one co:'rection. In business concerned with hiring an attorney for
the library, the minutes said President Strand would explain the action taken to the
City Manager. The minutes were corrected to read that the action would be explained
to the Mayor.
Larry Foote moved to accept the minutes as corrected, with a second from Ken Hayden.
Motion passed.
At this point the Trustees went into executive session to approve the minutes of the
Executive Board Meetings of September 3, 1976 and September 7, 1976. After concluding
discussion on legal and property matters, the Board resumed the open session.
Miss Maxwell explained that the annual report had not been filed with the City due
W the fact that the auditor had not done his work, yet. She may provide a statisti-
cal report for city officials in advance of the audit.
Miss Maxwellhad given background information to the new board members. This included
copies of board meeting minutes for the previous year. She presented all Trustees
with a copy of the report she had prepared for the SEW Council on the Arts.
She reported due to illness, neither she nor Mrs. Long, had attended two scheduled
workshops in Jefferson City.
In the "In-service Training Report" it was explained that Mrs. Long goes over new
reference books with the staff. A Central High Librarian joined them for the last
meeting.
Miss Maxwell represents the library on the Chamber of Commerce Community Development
Committee. This committee has an Enrichment Sub -Committee studying ways to promote
and coordinate community enrichment projects and activities. Both the Committee and
the Sub -Committee would welcome information on the progress and plans of the Board
toward providing a new library.
The Education Committee of the Chamber of Commerce is chaired by Miss Maxwell this
year. The banquet for new teachers will be held soon. Miss Maxwell read a "thank
you" letter from the Cape Public Schools, announcing that the library had been in-
cluded in its "Heart of Cold Book." This is recognition of those who have contributed
service to the Public Schools.
It was noted that today is "Fair Day" and all city office will be closed. The library
closes until 6 p.m. today. The By -Laws Committee agreed to study this custom - as it
seems to pose problems and inconveniences for many people.
r
Page 2 of SEPTEMBER MINUTES
Miss Maxwell urged the reading of Andrea ❑awkin's article on continuing education
in the September issue of "Show -Me."
John Hale moved to approve standing committee assignments as mailed to Board
Members this past week. (Copy attached.) Motion seconded by Peggy Jenkins.
Again, a welcome was extended to the new board members, Mr. Foote and Mr. Hammond.
This is the first public acknowledgement of this as the two previous meetings attended
by these gentlemen were executive sessions.
The meeting went into executive session for a personnel matter
The regular meeting was adjourned.
Respectfully submitted,

CAPE GIRARDEAU PUBLIC LIBRARY BOARD OF TRUSTEES
Regular Meetinq: October 21, 1976
The Board of Trustees for the Cape Girardeau Public Library met. October 21, 1976 at
7 a.m. in the Golden Coin Dining Room. All members were presnet and in addition the
Administrative Librarian, Miss Maxwell, and Mrs. Laurette Long were present.
The minutes of the previous meeting were approved.
The Financial Report was presented by Miss Maxwell. She explained that she had paid
the expenses of other staff members for the MLA Meeting, making her expenses seem
large. Don McNeely moved, Don Thomasson seconded a motion, that the regular bills be
approved for payment. Motion passed.
' The Librarian's report covered several items. Miss Maxwell reported the library had
offered, on a trial basis, to furnish films for the employees of Ralph Edwards
Sportswear during their lunch hour. The Company expressed pleasure at this offer
and is considering it. Miss Maxwell was congratulated on initiating this service.
An enclosure for the Welcomc wagon packet which was developed by the Children's
Librarian was distribcted.
The observance of Veteran's Day has caused sane confusion since the City has changed/I,
the date it originally planned to observe. The Children's Department Staff will march '
in the parade on November 11
The Missouri Library Association, which met in Springfield, was attended by Miss
Maxwell, Mrs. Long and Miss Markowitz. Miss Markowitz was elected Secretary of the
Outreach Division. Ms. Pat Christian, new Children's Librarian, also attended.
The annual report has not been submitted yet. Miss Maxwell is still waiting on the
report of the auditor.
The Adult Basic Education Coordinator had requested that books be labeled according
to reading levels-. Miss Maxwell is opposed to this concept, but has offered to
group them by categories.
The Business and Professional Women's Organization is sponsoring a "career exper-
ience." The Library is cooperating with the program_ One high school student
visited the library in this regard.
In a report on the Cassette Coop, Miss Maxwell says the new parent company will not
permit libraries to duplicate tapes. The Coop must now buy multi copies of tapes.
Dnrinq constitution Week the local chapter of the DAR provided a display for the
library.
Miss Maxwell reporLed she had written letters of thanks to Senator Eagleton and
Congressman Burlison for their support of federal legislation benefiting libraries.
The committee report on Building and Grounds by Dori Thomasson informed members that
the shelving on the first floor of the library had to be reinforced. President Strand
suggested taking pictures of this problem and others like it as they occur to show the
public at appropriate times.

Page 2 of October Minutes
The present Hy -Laws and Policies of the Library have been under study by the com-
mittee, at the request of the Librarian. Miss Maxwellhad stated she needed more
clearly defined policies. Peggy Jenkins, Chairman, identified the major changes
being suggested by the Committee. Miss Maxwellhad researched other library
policies and read personnel books before meeting with the committee. Due to lack
of time this review was not completed and will be continuedat the next meeting.
Miss Maxwell reported that a second bill from Copi-Rite, Inc. had been received.
A note on the bill indicated that the dispute between the company and the library
had been settled and that payment should he forthcoming. Miss Maxwell stated that
the matter had not been settled and recommended that the bill not be paid. Answering
a question for clarification, the Librarian stated that the company had not complied
with the statements in the original bid proposal concerning size of paper roll and
the cost of the roll. Mr. Thomasson suggested that a letter be written indicating
that since the library board still disputes the bill, the board will disregard
future bills and bring a counter claim if necessary. The board recommended that
the assistance of City Attorney Otterback be obtained in writing the letter.
A request from Columbia College, Columbia, Missouri, for the library to serve as a
resource center for its continuing education activities for military personnel in
the Cape Girardeau area was presented. It was noted that the library would be
under no obligation to buy special materials. As a resource center, the library
would provide reference services and would receive a free copy of any textbooks
used in the course work. Don Thomasson moved, seconded by Richard Hammond, that
the library cooperate with the Columbia College program. Motion carried.
Meeting adjourned at 8:35 a.m.
Respectfully submitted,
Peggy Jenkins
