Regular Meeting: January 27, 1983
Contributions to the landscape & Equipment Fund as pledged continue to
come in.

The regular meeting of the Cape Girardeau Public Library Board of Trustees
was held at 7 a.m. in the Hirsch Community Room, January 27, 1983. Board
members present were Martha Dillard, Don Sherwood, Vince Seyer, Larry Foote,
Richard Hammond, Nancy Sti.egemeyer, and Mildred Vogelsang. Library Director
Martha Maxwell, Friends of the Library president Sam Peters, and City Council
Representative Cecelia Sonderman were also present.
Minutes
President Martha Dillard called the meeting to order. Mildred Vogelsang
Approved
moved that the minutes of the previous meeting be approved. After a second
by Larry Foote the motion carried.
Bills
Don Sherwood moved that the bills listed for the month be paid. After a
Approved
second by Vince Seyer the motion was adopted.
The library director drew attention to the reports. The breakdown of the
accounts does not reflect the amended budget. That change will be shown in
Budget
next months' report. It was noted that the circulation figure is higher
report
than last year's probably due in part to the economic depression. The time
to prepare the financial report is much less now that a typewriter with a
"memory" is available.
The Southeast Missouri District Network will submit a budget to the State
Library Board for $62,350 with $31,450 designated for personnel. A request
Network
for a staff automobile is included because of low mileage re -imbursement
budget
and the amount of travel necessary to service 19 public, 7 school, and 3
academic libraries. The council adopted a resolution supporting House Bill
$300.
There was a discussion of the services given by network members. Out of
439 requests 40.37%, were filled by the SEMO Network. This was among the
Network
lowest of fill -rates in the state. Requests from teachers for old titles
ILL
no longer available and insufficient number of new publications were some
areas where the regional network had the most difficulty in responding to
requests.
It was pointed out that board members should be aware of changes or trends
in the tax system in Missouri. Reference was made to Richard T. Miller's
article in the December '82 Show -Me Libraries. Though reassessment should
Leg,
not affect libraries, the variables to be considered because of the Hancock
Impacting
Amendment No. 7 which among other things deals with dividing real property
Libraries
into three sub classes and with the dropping of the inventory portion of
the M & M tax can create problems.
Contributions to the landscape & Equipment Fund as pledged continue to
come in.
Children's A proposal was submitted by Brenda Siebert, Children's Librarian, which was

who will receive the awards. Craft programs have been too costly in the
past, but it was felt that the Friends could sponsor such activities re-
quiring money. After a discussion Sam Peters stated that he felt that th
Friends would be more deeply involved if they were given the responsibility
to set up the rewards. He will bring an answer to this request after con-
sultation with the Friends' Board.
Volunteers There was discussion about staff help and volunteer help for some projects
sponsored by the library such as Book Fairs, Film Series, etc.
The problem of overdues showed up in the statistical report compiled by the
Overdoes staff for overdue materials in the• 4 -year period 1979-1982. A total of
2,434 books and 174 records and cassettes have not been returned. This
represents a total of $14,157.85 or a 1% or less loss of holdings per year.
This is less than many other libraries cited. The members of the board
agreed that the library needed help in bringing this property back into the
library.
Suggestions: After some warnings, a list of names of persons not returning
books could be published, an ordinance could be passed by the city council.
that could bring some of the books back (requiring book or price, plus court
costs), Amnesty Day only for this year might be declared (since an inventory
is in progress this year it would be especially helpful to get missing books
back on the shelves). Questions concerning legal fees, allowing a service
charge along with a library fine, time of staff, mailing costs, etc., all
present serious problems with no money in the budget to replace lost books.
Some members felt any ordinance passed should designate a fine greater than
$5.00.
Ordinance
Vince Seyer moved
that the
library director

to City Atty.
Nancy Stiegemeyer
seconded
the motion. The
motion was adopted.
The budget set up by personnel for activities will cover June and July
programs which will probably draw over 1.,000 children. A new program will
be set up for August.
Re -registration as well as new registration is going on in order to have an
Registration in-house list of borrowers. There are 2,363 adults and young adults regis-
tered since December.
Procedure The library director stated that procedure manuals for all departments are
Manuals being revised and updated.
Inventory A first run-through of the inventory of holdings should be finished around
March 15; the second should be completed by June 30.
Martha Maxwell spoke of some aging equipment that needs replacing. These
purchases will have to come out of the Equipment Fund. The cost of re -
Equipment pairing a projector has risen to $25.00 per hour. It was necessary to take
Replacement 5 pieces of equipment to Columbia recently to the firm that takes care of
these machines. Don Sherwood talked of the value of having a set replace-
ment plan to avoid breakdowns and costly repairs. A microfilm reader -printer
will cost $2,000. One of the reader -printers we have is 18 years old.
14INUTES - page 3
A letter to Martha Maxwell and the staff was received from Woodland School
Correspondence District and from the school librarian expressing thanks for the help in
collecting and processing materials for the library after the devastating
flood of early December, 1982.
Bldg. 6 Richard Hammond, chairman, stated the Building and Grounds Committee will
Grouds Comm. have a report on air conditioning ready for the next meeting.
Nancy Stiegemeyer spoke of the impressions of A.L.A. Mid -Winter Meeting in
Stiegemeyer San Antonio. The increase in dues which most be considered was tabled at
Report that time. The Trustees Newsletter, edited by Nancy Stiegemeyer will be
issued 4 times rather than only 3 times this year. The experience of
attending the dedication of the $68 million library building in an Iowa
city in which the local government gave the site was recalled.
There being no further business, the meeting was declared adjourned.

If such a system is accepted by the network council then from Sept. 1,
1982 to February 1, 1983, the SEMO Network would owe over $600. to the
Cape Girardeau Public Library.
Film Use
The problem of serving groups requesting spot booking films in a fair
manner can become a problem. The library receives 30 films per month
in two packages; however, some organizations are not using these films.
The increased number of spot bookings has created a problem in that spot
bookings are labor intensive. Much of the demand for spot booking films
is for feature length films. One-fourth of the Film Coop budget is used
for contracts for feature-length films used by children's librarians, who
tend to attempt to book them in the summer and during holidays. Since the
Film Coop is committed to providing a variety of educational, informational
and recreational films for all types of users, no more than 25% of the
budget should be spent on feature -lengths.
Legislation
The Network Bill in the House has been reported out of committee and is on
the Consent Calendar. It is expected to go through the House quickly. It
will then go before the Senate for consideration.
National
National Library Week will be observed April 20-26. Plans for the week
Library
includes:
Week
1. a business workshop conducted by Jill Gordon, Adult Services
Librarian
2. a genealogy workshop conducted by Emily Baker, Reference Librn.
3. a children's drama workshop scheduled by Brenda Siebert,
Children's Librarian
4. Friends of the Library annual meeting. Further details will be
reported at the March meeting
Travel
The travel line item was discussed. When the Merchant and Manufacturers'
taxes are reduced and if the Hancock amendment ever impact the operating
budget, the travel line item may have to be cut. Trustees were encouraged
to attend state meetings. The director questioned whether there wouLd be
sufficient funds to attend national meetings in the future. She also
expressed a need for librarians to attend workshops and seminars.
Committee
There was no report from the Building and Grounds Committee.
Reports
Chairman of the By-laws and Policies Committee, Vince Sayer, moved that
the Mission Statement proposed by the Committee, which gives as its pur-
pose the providing to all individuals and groups access to a variety of
materials and services to meet their needs, be approved. Motion passed.
The circulation staff proposed clarification of circulation procedures.
Specific guidelines are preferred by members of the staff when dealing
with patrons who abuse privileges, ask for special consideration or when
other unusual situations occur.
Nancy Stiegemeyer reported on the SF.MO Network indicating that the corpora-
tion will have access to OCLC services July 1.

Friends
Sam Peters reported that the Friends decided to pay for books to serve as
awards for the summer reading program. The books have been ordered by his
committee and will be stamped and placed on display. The committee is con-
ferring with the Library Director in determining other activities. A
membership drive will be instituted in the near future.
The Library Director conferred with the city attorney about legal means of

was given to him. Mr. Boeckmann has drawn up an ordinance dealing with the
willful detention of library materials. He also sent a copy of an existing
ordinance dealing with the destruction of public property which includes
a payment of a $25. reward for information leading to the arrest of offenders.
Councilwoman Sonderman was asked to confer with the City Attorney and the
City Manager in order to clarify the proposed ordinance. Points suggested:
1. will the city contact those persons the Library Director declares
to have been guilty of abusine or retaining library property?
2. will the payments for books and materials be returned to the library?
Vince Seyer moved that with a few appropriate changes that the o*linance
be considered acceptable. Larry Foote seconded the motion. The motion
was adopted.
Martha Maxwell stated that the library may declare an Amnesty Week during
Amnesty
National Library Week. There should be no early announcement in order to
Week
assure that regular rules will continue to be followed. Though this is a
poorly regarded device generally, the staff will welcome it during this
time that inventory is taking place.

Committee
Meetings
The By-laws and Policies Committee will meet Wednesday, March 16 at 7 p.m.
The Community Relations Committee will review its PR program. There are
plans to honor Mrs. Frederick Groves at a Coffee during the Genealogy
Workshop.

CHILDREN'S DEPARTMENT, Brenda Siebert
A total of 1,228 youngsters enrolled in the "Show Me '83 --Library Brain Games" Summer
Reading Program during the past three months. Of that number, 787 children, er 65y,
completed the reading goal set by the program. This latter Figure is an increase of
14% over the number of participants who finished last year. In other words, morc-
children in the program read more books this summer. Phis indicates an enthusiasm Cor
the "earn a book to keep" part of the program that was offered for the first time this
year Lhanks to the Friends of the Library inlieu of the 'party' AeLfvify held file
past two years. There were 800 "winners" as each child who finished received their
choice of a paperback. The incentive provided by the possibility of winning a nu.v
bicycle creates a special excitement among the yourEsters. The oonLinu,d vuppol( of
VFW Post 3838 and the Auxiliary in the promotion of library services to chlldrun is
greatly appreciated. In addition, for the fourth year, McDonald's Resl:;urant supplied
each child who finished the program with a fund coupon. The Department experienced
three hectic days at the end of the summer instead of at Ule beginning as in pravioi
years.
A total of 85 special event programs were held during the past eleven we,ks for rhil ;rrm
to sustain interest in library use throughout the rammer. These activities generated
4,712 patron visits. Among these, the craft programs were very well reciuved with
nearly 350 youngsters participateing; City Hail Pilus held in conjunction with the
City Recreation Department drew crowds of nearly 100 all summer in spite of Lin- Lack
of air conditioning in the building; this was the first year for p:,rti.cipation in the.

Gcnoral Report - page 2
RBFF.RENCE DLPARTMENT, Emily Baker
Recently the Reference Dept. began a review Of its information and referral services
along with an investigation into similar services conducted in Cape Girardeau. This
study was prompted by the interest of the Chamber of Cocmierce Community Relations '_'om-
mittee and the Reference Department's desire to establish cooperation with other loco,
information and referral services.
For many years libraries have provided community information and referral services for
its patrons. However, in the past ten to fifteen years, a large number of libraries
have placed more emphasis on providing accurate and helpful community information.
During this time the Cape Girardeau Public Library also decided to establish an in-
formation and referral center in the Reference Dept.
The Reference Dept. provides information and referral services in a number of ways.
First, it annually publishes the Diree of Community Agencies. This booklet is put
together from a master list of all local agencies which are contacted every year by
the library to provide accurate information such as telephone numbers and hours of
operation. This booklet is given not only to patrons but mailed to pertinent agencies
and organization, in the local area. (A copy of this booklet will be distributed to
each board member during the September meeting.) Secondly, the Reference Dept. is
updating the CLIC file. CLIC stands for Cape Library's Information Center and functions
as a subject approach to helpful community services. Agencies listed under subject
headings correspond via a numbering system to the master list of the Directory of
community Agencies and the booklet itself.
Besides beginning review of materials on hand, the Reference Dept. has also made contact
with the Crisis and Drug Line which operates out of theSt. Francis Menial Health Center.
A visit was made to the Crisis and Drug Line office on Sept. 13, 1983. During this
visit Reference Librarian Emily Baker net with Mrs. Shirley Primeau, Coordinator of
this important community service. This meeting provided the opportunity to accomplish
two major goals: (1) to compare information and referral services and sources and
(2) to establish cooperation between the Crisis and Drug Line and the Cape Girardeau
Public Library. From this meeting the Reference Dent. found that its iuform;rtion on
agencies was almost identical to that of the Crisis and Drug Linz. One reason for
this duplication is based on the Crisis and Drug Line's use of the library's U£aectoa
of Comm, mft Agencies' Mrs. Primeau stated that the booklet was a very important tool
at the Crisis and Drug Line office. In representing the Crisis and Drug Line, the
coordinator was very much in favor of sharing sources and any other cooperative efforts
that might evolve.
Lastly, the Reference Dept. has sent letters of inquiry to the Carbondale Public
Library and the Memphis -Shelby County Pub3ic Library. Both of those libraries have
long established information and referral services. These libraries were contacted
when the Cape Girardeau Public Library first investigated information and referral
services. The Reference Dept. is interested in seeing what these and other, libraries
are currently doing with information and referralscrvices during this time of review.
General R,port - page 3
CHILDREN'S DEPARTMENT, Brenda Siebert
A display of books in the library that were written, illustrated, and produced at a
Southeast Missouri State University Writers' Workshop last May has received a lot of
attention from patrons this month. Would-be authors, teachers, and journalism and
English students have enjoyed the opportunity to browse these creative efforts.
More than 60 people gathered at the library to view films about the Navy's Blue Angels
Flight Team prior to their performance in Cape Girardeau this month. Registration is
now open for fall library activities for children.
My active membership on the Missouri Summer Library Program Committee has concluded.
The first statewide summer library program for children was offered during 1983 and
included posters, activity manuals, and media spots. Participation on the Missouri
Division of Family Services Advisory Board continues to provide an invigorating look
at issues surrounding the lives of children on local, state, and national levels. I
will attend the Fall meeting of the Children's and Young Adults' Book Selection Ce_-
mittee in Fulton on September29 and 30.

each library. A sample of the process with estimates ie as follows:
(L) 1'he total network budget is determined ($)0,000.)
(2) .4 percentage of the total budget is determined. The members will provide
this= percentage of the total budget (7G).
(3) The number of requests seat by each library is figured as a percentage
of total number of requests.
('I) The request percentage is multiplied by 77 of the total budget ($3,500.)
(5) Each request equals a $1.00 charge.
(6) Each item filling a request equals $.50 credit.
(7) The cre%Lt amount is subtracted from the charge amount, which determines
the fee.
(8) Minimum fee Is $.50.
This option was selected because it was the most appealing to school libraries.

Sixteen persons from the SENO Network attended the workshop on Children's- Services
conducted by Pat Kern of Ozark Regional L.orary and myself on September 19 at the
Riverside Regional Library. I am pleased to note their evaluations indicate enthu-
siasm for future cooperative efforts directed to Library services for chLldren.
A major offort of the Children's Departmant during the past two years has b,c toward
e,tablishing effective relationships with all groups involved with the children of the
community. Among these are the day care centers operating within the area. The
positive relationship we now enjoy with the local day care groups isstre sued in the
attached pamphlet produced by the American Library Association.

at the public library.
Conmittees: 'Phe Budget and Personnel and By-laws and Policies Committees did not
meet this month due to conflicting schedules. It is imperative that these committees
address problems and issues before the budget process begins in February.
State Aid: The current budget anticipated $11,900. in state aid. Notification was
received that the library was to receive $1.1,854.99; however, since I: here has been
a 3% withholding on allgeneral revenue, the state aid payments reflect this. In
case the 3% is restored it will be added to the fourth quarter payment. I£ it is
not, rhe library will receive $11,500. To date, the library has deposited $6,500.
in the budget account. This means the library is carrying approximately $350. in
its Board of Trustees account.

Drawings developed by .vtaff of the Children's Dept. have been included in the 1983
publication produced by the Children's Services' Round Table of the Missouri Library
A;souiation entitled, "Clip Art for Libraries.” I served on the publications com-

"Magasines for Children," an annotated bibliography of more than 50 Periodicals
currently available for young people, is now being offered in the Children's Dept.
Together with the "Everychild" bibliography of books mentioned in last month's
report, they provide a plan for adults interested in promoting reading with. youngsters.
They also serve as a list for Christmas gift -giving for interested library users.
A total eC 43 programs were presented during the last month. Eight of these were at
the request of area groups.
Staff from St. Francis Hospital visited two sessions of preschool storyhour on Nov.

CAPE GIRARDEAU PUBLIC LIBRARY BOARD OF TRUSTEES
Regular Meeting: Nov. 23, 1983
Hammond also reported that there is a problem with the exturior brick. Cracks
have developed along the outside wall near the media room and on the south
wall, particularly near the loading dock. The cracks are caused by the renal
expansion and contraction of the walls and the settling of the building.
Hammond talked with Ed Kiefner about the problem and it was detctm;ncd that
expansion joints- could be put in the walls to prevent further damage. The
cost of this probably would be less than $500.00. Therefore Richard Hammond
moved that the library director be empowered to have Kiefner Brothers Gen-

"No less than 25% of the funds appropriated shall be used to reimburse library
districts for salaries of professional librarians" was questioned by Co:nmissioher Aery
because she considered the term "prolessional librarian" made the statement not only
an appropriation request but a licensing request. The committee agreed Lo remove
"of professional librarians." CBHE reacted favorably to the presentation. 'Inn
amx,ri statement will be returned to the Public Libraries Division for approval,
after which, it will be presented to CBHF. in bill lone t with the recoinmandaLion

Outreach Update: 1984 promises to be another busy year for outreach it the Cape
Girardeau Public Library. Although Outrrach AsaisLanL Twyila James spends time in
the library to choose materials for the large type collection, to assist with reference,
and to select materials to take to those unable to come to the library, much of her
time is spent outside of the library building.
Books and sound recordings are delivered and film programs are presented on a weekly
basis at Lutheran Home, and every two weeks at Eldercare, Sprigg Street Manor, Cape
Care Center (formerly Cape La Croix), Cape Nursing Center (on Independence), Parkwood
Manor and Ratliff Nursing Home. Monthly film programs have recently been scheduled
at Chateau Girardeau.
In addition to those residents of the nursing hones who take advantage of the hook
delivery service, there are a few individuals who, because they arc unable to come
to the library, are visited in their own homes. Six persons are visited on a weekly
basis and seven persons are visited when they make specific requests.
The Outreach Assistant is also responsible for maintaining deposit collections
currently located at the Cape Girardeau Eire stations, city jail, V.I.P. tndustrtes,
and Chateau Girardeau.
Inventory: Tnventory of the adult collection has been completed and the card catalog
has been cleard of those cards referring to materials no longer in the collection.
The results of the inventory are spelled out in the enclosed report. (enc. 4)
CHILDREN'S DEPARTMENT. Brenda Siebert
Lee Wallace, Children's Clerk I, in the department Lor nearly three years, has resigned.
Lisbuth Hendrix, Circulation Clerk I, will replace him as o1 February L.
A great deal of staff Lime has been directed toward selection, ordering, and proces.ving
of materials for the Hirsch Foreign Lau guage Collectiou and completion of a department
inventory.
•General Report, page 3
The Early Start Collection developed during the Last Lwo years specifically for
youngsters aged six months through three years is receiving heavy use. While numbering
more than 150 items, rarely are there more than half a dozen on the shelf. These
materials average a lower cost than typical library materials --generally in the $3-4
range per item. Some of the books from the original order have circulated more th-_n
40 times- making them a real bargain for the budget!
