School
Brenda Siebert, Children's dbrarien, and the. Library Director discussed the
Library
is:;ues relating to providing school library service for St. Vincent's School.
Sctvice
Two years ago, whoa centralized school library service at SL. Vincent's was
discontinued, the children's department. was overwhelmed by the demands on
staff time and the collection to serve school Library nerds. Classes were
appearing without prior notification and on days, When onkel children's activ-
files were scheduled. Conferences WILh school officials and Leachers, ol'o
were extremely cooperative, prod, iced the manageable position the children's
department has today.
The issues presented were:
1. 'Che public library does not hove the staff and collcutions to pro-
vide tl.e school Library services now used by St. Vincent's to other
schools - parochial, private, and public - In the city.
Currently, the Clas.7es have an assigned time. Serving these classes
often requires the children's department staff to work two to four
hours inclusively with the students and teachers, plus the added
requirement of a circulation page. Classes have been provided with
research techniques and card catalog use instruction.
2. 'rhe public library collection is not geared Lo provide curriculum
related materials and the number of duplicates to support aseign-
menL,a.
PabLic Libraries cannot be subs ti Cute. f -or school. 1Lh :raries; school

CHILDREN'S DEPARTMENT, Brenda Siebert
Film programs sponsored by the Children's Dept. on Thursday evenings have resumed.
These have been presented regularly during the Aust two year:;, and have developed i
nice following. While the subjects have been varied, ranging from religious themes
to classic children's books to camping and sport,, the group ha, averaged 30-40 Ln
attendance with about 30-40:1 of these patrons being adults and the remain;ig being
youngsters under 12 years. It has not been unusual for the group to reach 60 or more
viewers when a subject of special interest is scheduled. Thisis a part of library
resources that directly reaches the time demands of working families and single
parent families. In fact, the movie schedule is a regular part of the Parents Without
Partners newsletter. It is also s program regularly presented by pages and clerks
from the department where they directly represent the library to the community --and
they are doing a good job!
Tammy West, a local storyteller, volunteered her efforts recently and presented two
sessions of a valentine storytime for enthu,ia,tic. preschoolers and parents.
The Southeast Missouri Kennel Club will return to the Libraiy on February 25 with
another program of interest to dog lovers. This Lime, the session will be directed to
families who are planning to add a puppy. MaLerials donated by the club to the library
during the past two years will be on display.
THE PET ENCYCLOPEDIA, a single volume work, will be added to the children's reference
shelves as a result of the Campbell's soup Label collection.
Staff is making plans to participate in a Westpark Call "Activity Day" sponsored by
the Association for the Education of the Young Child to be held during the 1984 Week
of the Young Child.

For rhe month of April, the circulation staff is eLeck ing daily circulation (adult-YA)
for number of non-resident users. Also, surveys of non-resident requests for books in
circulation (holds) and interlibrary loans are underway. At the April board meeting,
specific circulation guideline changes will be discussed. Decisions concerning 10eg-
r.ange planning for automation and non-resident use impact upon staff time need to be
made before the consultant arrives.
REFERENCE DEPT., Jit. Gordon
The reference librarian recently had the opportunity to participate in a census users'
workshop held at Southeast Missouri State Ueivcirsity. The experience has enabled the
reference staff to make better use of rhe eenecs materials available at CCPL. Coc,puter
print-outs of census summary t-tpee for Cape Girardcnu were obtained and placed on file
in the reference department. A census profile of Copu Pirardeau was used to demonstrate
the types of inlormatlou available in the 1.980 Census of Population. A copy nr this
profile has been enclosed.
General Report, page 4
Materials promoting opportunities at the CCPL for early childhood educators arc being
distributed on a regular basis by the Workshop on Wheels, a Lraveling information bus
operated by the Area Licensed Providers' Association and SEMO University.
I presented the role that CGPL has taken in the conmmnity group, "Buckle 'Cm Up," to a
Regional Workshop for Law Enforcement Personnel sponsored by the Missouri Dept. of Public
Safety on March 20. A program based upon resources compiled by the library on L4i9s topic
was presented to a parents' group at Westmiuister Presbyterian Church on April 9.
Materials reLating childcare resources available at the Library to young people were
distributed at the first session of a recent babysitting clinic sponsored by the Cape
Optimist Club.
Approximately 240 bibliographies of resources for thevery young patron available in
the Early Start Collection were picked up at the library display that was a part of The
Week of Lae Young Child activitir_s at Westpark Mall on March 31.
Spring sLoryhour sessions are at capacity with ninety children attending per week.
Programs were presented to the local Headstart classes during the past month, and
Brownies from St. Vincent's School and Girl Scouts from Chaffee.
The drama troupe from University High School willbe returning to the library with this
year's production, "Clownin' Around," on May 5. The SEMO Kennel Club will offer an in-
formation program on dog shows on May 19.
Readmore is coming! Based upon the 1984 Missouri Summer Library Program thamnc and
materials, this year's summer reading program will inLroduce the character "Readmore"
to the community on June 4, 1984. The Friends of the Library will continue to offer
their support of children's summer reading by providing a paperback book for each
participant reaching his or her goal. The local VEW will donate two bicycles for.
grand prizes in a random drawing from all completing Lhe program. Everyone involved
will receive a food coupon from McDonald's restaurant. Radio and television promo-
tional spots for this program have been dlatr'ibated locally.
I call your attention to the attached statistics based upon an inventory recently
finished in the Children's Dept., as it represents a great deal of staff time during
the past six months. Completion of this task will grcaLly increase Lha level of
service to patrons, offer valuable guidance Lo stiff in future development of Llhe
collection and procedures of the departnent, and ountrihuLe to the effort toward com-
puLerization of the circulation system.

CAPE GIRARDEAU PUBLIC LIBRARY BOARD OF TRUSTIES
Regular Meeting: April 26, 1984.
The Cape Girardeau Public Library Board of Trustees met in the Hirsch Community
Room, Thursday, April 26, 1984 at 7 a.m. Members present were: Martha Dillard,
Mildred Vogelsang, Nancy Bray, Cord Dombrowski, Mal Lehman, Richard Hammond,
Larry Foote, Vince Seyer, Don Sherwood. Also present were Martha Maxwell, Di-
rector, Sam Peters, Friends President, and Brenda Woemmel, Circulation Dept.
Head.
Minutes
The meeting was called to order by President Vince Seyer. Hal Lehman moved

that the minutes from the previous meeting be approved as presented. Richard
Hammond seconded and motion passed.
Bills
Richard Hammond moved that the bills presented be approved for payment. Martha

Dillard seconded and motion passed. Among the bills approved was the annual
insurance premium on the contents of the library. The premium is $2,138.00
for the insured value of $902,423.
ALTA WILL
Mildred Vogelsang, Martha Dillard, and Martha Maxwell attended the ALTA WILL
meeting April 6 6 7. Among the topics discussed was the need for libraries to
have the services of an attorney. Presently the city manager has no objections
to our use of the city attorney.
City
Martha Maxwell discussed with the city manager some of the problems the library
Manager
is having. Theft of materials, behavior problems with patrons, vandalism, and
unattended children are all areas of concern. Captain Boyd of the city police
department came to the recent staff meeting and offered assistance such as
having patrolmen come inthe library on a regular basis and patrol the parking
tot more frequently.
Non-resident
Another area of concern is in non-resident use of the library. A recent
Use Survey
survey indicated the children's department and reference department were used
most by non-residents. A majority of the users either worked in the city or
came also for business or shopping.
Liability
Information is forthcoming from the city regarding trustee and director lia-
Insurance
bility insurance. An ALA developed "errors and omissions" policy would cost
approximately $500. a year.
Brenda
Brenda Siebert has indicated that she will be moving to the state of Washington
Siebert
and her resignation is forthcoming. Her husband is being transferred.
ALTA WILL
Martha Dillard reported the ALTA WILL workshop was very good. We seem to be
Report
in much better position than most libraries, both administratively and mone-
tarily. One topic of special interest was a meeting discussing alternate
sources of funding for libraries; possible sources, information on where
funds are available and the best way to go about getting those funds.
Patron
Many complaints arise from objections to fines and from returning books
Complaints
(whether or not hey did return books or when). Putting books on reserve has
also caused problems at times. In the future, it has been proposed to honor
reserve requests from non-resident users only after all Cape residents have
been served.
MINUTES - page 2
Brenda Woemmel, head of circulation, attended the meeting to discuss the
WoemmeI
circulation department problems. She mentioned vandalism, both inside and
Report
outside (parking lot).Magazines are the chief object of materials vandalism
and theft. If someone is caught, charges will be filed.
The circulation department has been experiencing more and more problems with
abusive patrons. The circulation dept. has a responsibility to both the
patron being served at the desk and the future patron and thus the policies
and procedures have to be adhered to, many times to the dismay of the patron
being served.
Currently, an approximated 22% of library users are from outside the city
limits. Approximately 40% of the new cards issued are to non-residents.
Film Coop
The regular May meeting of the Board will be Monday, May 21, 1984. It was
Meeting
moved up to eliminate a conflict with the Film Coop meeting.
Network
The meeting of the Southeast Mo. Library Network Board was cancelled. Most
Meeting
members were unable to attend.
ALA
The ALA has sent a "Literacy" public service announcement to KFVS-TV. The
library does have some books and other information on the subject.
By-laws &
Mildred Vogelsang reported that policies, Loth external and internal, were

examined and incorporated with our policies.
Building &
Richard Hammond reported that consultants for the automated circulation system

will be contacted and they should be getting in touch with us soon.
The roof still leaks occasionally. Repair work will continue as needed, and
in the future, consideration will be given to a major roof re -surface.
As soon as the "prevailing wage statement" is ready, work can proceed on the
new parking area.
Community
Don Sherwood stated that KFVS was planning to do a news story on the library
Relations
for National Library Week.
Friends of
Approximately 40 persons attended the Annual Friends Meeting. Robert Vaughn,
Library
a Sikeston author, provided a good talk. Selection of officers was postponed.
Microfilm
reader -print.
Price quotations from three companies were received on a new microfilm reader -
printer. Central Microfilm Service of St. Louis appeared to have the best
package. Cord Dombrowski moved that the board purchase the Canon 380 model
at a cost of $2,720. plus the lens. Don Sherwood seconded and motion passed.
ALA Meeing
Don Sherwood made the motion that Martha Maxwell be authorized to attend the
ALA meeting in Dallas. It is the feeling of the board that it is important
that she attend ALA along with Jill. Gordon if at all possible. Mildred
Vogelsang seconded and motion passed.
Trustee
ALTA WILL Trustee Manuals are available upon request from Martha Maxwell.

CHILDREN'S DEPARTMENT, Brenda Siebert
Preparations for READ -MORE 184 are complete. Registration begins June 4 for youngsters
two years of age through the six Ch grade. The program specifies a goal of twenty
titles from different areas of the collection for older youngsters. Younger children
may participate with parents in a "read -to -me" format.
General Report, page 2
READ -MORES who complete the program will earn a book to keep from a large collection
donated by the Friends. They also become eligible for a prize drawing featuring two
bicycles from VFW Post 3838 and the Auxiliary. The purpose of READ -MORE '84 is to
stimulate life-long learning habits. It is designed to be fun, but also to increase
reading ability of participants and to relate library resources of CGPL to activities
of citizens within the community.
More than 70 attended a film showing at the library on April 20. About 60 people
enjoyed the Theatricks! production on May 5. Tours were held for grade school
students from Benton and Pocahontas this month.
I will be leaving the position of Children's Librarian depending upon the Director
filling the vacany and/or finalization of personal plans for a move to Washington
state. it has been a special opportunity to be involved with CGPI, during Che past
three years of expansion within the new building. Your interest and support of library
service to children is appreciated. Cape Girardeau remains "home" in many ways, and
I will be forever comparing libraries, library boards, and communities to this one
as a standard of excellence.
