BILLS The bills were presented for approval. Ed made a motion to approve payment
of the bills, seconded by John. Motion passed.
PRESIDENT'S Kevin Greaser reported on the presentations by Edward Jones and Stilel Nicolaus
REPORT to relinance the COPS. While both companies offered unique opportunities the
Refinance Committee recommended hiring Stilel Nicolaus. The bond rating
process (credit assessment) will be conducted by Standard and Poor's Rating
Services. Lorenzo Boyd from Stifel will attend the February Board meeting to get
the Board's limit approval to sell the existing COPS.
DIREC'TOR'S Upcoming Programs: Director Martin reviewed January and February programs
REPORT of interest. The AARP will meet at the Iibrary three times each week for tree tax
BETTY MARTIN preparation beginning the first week of February. Adult Services is working to
create a cooking "neighborhood" and are also looking for themed cake pan
donations which will be offered for circulation to patrons.
Staff: Extended Lcace Policy: The personnel manual was misread —it already
allows for paying insurance while a full time staff member is on extended leave.
Athletic and Entertainment Tax: 'rhe library received $2473 which represents
", of the payment, with the other 4: expected in the Spring. Adult Services will
use the first payment to purchase large print and E -Book titles.
Director Martin attended the Missouri Public Library Directors' meeting
December 4-5'h which included: a presentation on Maker Spaces, a strategic
planning workshop, and a Q&A with Iluman Resource personnel from larger
libraries. The State Librarian said that we will receive the second state aid
payment the first week in April ($8500). '1 -he library is still short the $11,000 in
state money to help with the internet connection. The state withholds is a $5
million reduction to MORCNET finds. If the funds are not released MORENEI
may be lure ed to drop one or hvo of the online resources they now provide. In
that event, the library is considering the purchase of Heritage Quest that would
cost $1,000 annualiv.
Ameren Easement: The City is reviewing the proposal and is awaiting more

Martin is looking for direction on how to control this situation. User Services
personnel feel the cards that are being offered for "free" are not being used as
intended — which is to borrow items to help in their teaching. So far, the "free"
cards add up to $8.220 in lost revenue. John made a motion to review this with
the Bylaws and Policies Committee in a separate meeting. Angel seconded
the motion. The Bylaws Committee (Stan, John & Amy) will meet Tuesday,
February 10" in Director Martin's office at noon.
