Recommend that the City accept the Deed for Farrar Drive. 7. Recommend approval of the Capital Improvement Program with the Major Street Plan modification. We further would urge that the Hopper Road extension thru New Madrid to Main Street be considered at the earliest possible time. That this extension be a minimum of 70 ft. right of way with a 44 ft. road bed and should be as straight as possible. There should be no parking along this thoroughfare. Financial assistance from the State and Federal governments for this project should be investigated. Additional funds would propably have to come from a Bond Issue. We would further recommend to the City Council that they prod the State Legislature to pass legislation to enable Cities such as Cape Girardeau to pass an Earnings Tax. Respectfully submitted, Robert F. ilemperley Secretary
