Gentlemen: The Planning and Zoning Commission met Wednesday, October 14, 1970, with the following members present: Giles, Chairman, Maxey, George, Ar- nold, Hemperley and Adivisor, Hahn. By majority action we recommend as follows: 1. That the application of Thomas Meyer, representing Vernon Fee, et al, to rezone a large tract of land in the Rand Street - Water Street area to R-3 and R-4 be returned to the applicant because of inaccurate description of the named land. The Commission suggests that when the matter is resubmitted, the following items should be included in the application: An accurate description of the entire tract, and of the section to be zoned R-3 and R-4; a street plan, and a complete de- scription of the type and form of the apartment complexes contemplat- ed for this tract. It is suggested that a procedure such as outlined in Section 19.4 of the Zoning Regulations of the City of Cape Girar- deau be used, ignoring the C-4 sections since this is not contemplat- ed in Mr.Meyer's application. 2. That the application of John Bradshaw, representing Drury Tile and Plastering Company be returned to the applicant, requesting the applicant to use the guidlines suggested above in Section 19.4 of the Zoning Regulations to more completely describe plans for the 37 acre tract of land. 3. That the request of W.O. Hipes, represented by .Mir. A. M. Spradling, Jr., for rezoning a large tract of land, including the Star-Vue Theatre, be denied. 4. That the request of C.H.R. Company to rezone Lots 3 thru 13 in Crites Second Addition from R-1 to R-3 be denied. 5. That the request of John R. and Esther Monroe, represented by R. H. Limbaugh, Jr., to rezone a lot on the east side of Lorimier south of Merriwether from R-4 to C-3 be approved. The Council is advised that the Commission will request more information on large tracts of land which applicants seek to rezone than it has in the past. There has been an increasing number of this type of application and proper planning by this body necessitates more information before acceptance of these requests. Respectfully submitted, Robert Hemperley, Secretary. i Date of next meeting, November 4, 1970.
