CAPE GIRARDEAU. MISSOURI 63701
To the Honorable Mayor & City Councilmen,
City of Cape Girardeau, Missouri.
Gentlemen:
The Planning & Zoning Commissioc'6et September 8, 1971, with the following
present: Giles, Chairman, Wraps, Ruopp, George, Arnold, Smith, Hahn and Hemper-
ley present.
By majority decision we recommend as follows:
1. Approval of Westfield Subdivision Plat.
2. Approval of rezoning from R-2 to C-1 of the Farmers & Merchants Bank re-
quest as described.
3. Denial of request of Cape Drive -In Theaters, Inc. for rezoning from R-1
to MH -1.
Actual votes recorded on items 2 and 3 in folders returned to the City Clerk.
In addition we recommend the following action under our Planning powers
That Bertling Street be made a through street at the Old Sprigg Street cros-
sing and at the new Sprigg Street crossing and that stop signs be erected
at Sprigg Street north of Battling, at the old Sprigg Street south of Bert -
ling, and at the new Sprigg Street intersection with Bertling. In addition
it is recommended that the stop signs be removed on Bertling at the West End
Boulevard intersection.
It is recommended that at Caruthers and Independence the light on Independ-
ence be made flashing yellow and the light on Caruthers be made flashing red,
in order that traffic might flow more smoothly on Independence. In connect-
ion with this it is suggested that a pedestrian control button be considered
at this intersection.
The Commission feels that the present traffic signal pattern at Highway 61
and 74 is extremely dangerous, particularly for a left turn from 61 south to
east. We recommend that the City Council appoint a representative to con-
tact the State Highway Department to clarify and justify the pattern present-
ly in effect at the intersection.
Respectfully submitted,
t(IRobert F. Hemperley;
Secretary.
