To the. Honorable Mayor and City Councilmen,
City of Cape Girardeau, Missouri.
Gentlemen:
The Planning and Zoning Commission met December 8, 1971, with
the following members present: Tooke, Hemperley, Arnold, George, Smith,
Giles, Hahn, Ruopp and Wraps.
Gale Lawley, City Manager, explained the proposed Flood Plain
Ordinance to the Commission and those present for the hearing. In op-
position to the proposed ordinance appeared Andy Juden, Sr., Andy Juden,
Jr., and Joe Buerkle, an attorney representing himself and the Juden in-
terests. In addition in opposition appeared Gerald Johnson, Attorney,
representing Ronald Reed of St. Joseph, Missouri, and Robert Evans,
Eldon, Missouri, local landowners.
Jim Cochrane, Attorney appeared representing the Black family
interests, requesting the vacation of Harlan Road in Sylvan Acres Fourth
Subdivision.
By majority vote we recommend as follows:
Approval of the vacation of Harlan Road in Sylvan Acres Fourth
Subdivision. Vote 8-0, abstaining 1.
We recommend disapproval of the proposed Flood Plain Ordinance.
We do recommend that the City Council investigate the petition-
ing of the Corps of Engineers for a study of the problem of
Cape LaCroix Creek as it affects the City, particularly discus-
ing the straightening and widening of the creek and a reservoir.
Vote 9-0.
