By majority vote, actual vote counted and in file, we recommed as follows: 1. That the request of Lester Sample for a Special Use Permit to con- struct a building of an auto repair shop at 704 Beaudean Lane be denied. 2. The Commission recommended adoption of a proposed ordinance submitted by the city attorney to provide special arrangements for the Senior Citizens Housing. 3. The Commission recrn .nds that where a proposed subdivision borders one side of an arterial street as defined by the major street plan, that a half street may be permitted with no cost to the city for right- of-ways or paving and further providing that the half street minimum is 18' of improved surface on a minimum 30' right-of-way. After discussion and approval of the alxrve motion, the commission re- viewed and approved a sketch plan for a subdivision to be located be- tween Carolina Lane and Perryville Road bordering on Melody Lane (Lexington) as submitted by Jerry Reynolds. On motion made, seconded and carried, the Commission reopened the requested rezoning of William Street as referred to the Commission by the City Council. The City Council had referred a request made in the order of a petition signed by property owners on William Street from Albert Street east to Sprigg Street requesting commercial zoning. The Commission re- viewed a report dated February 3, 1976 from the Southeast Missouri Reg- ional Planning Commission which recommends disapproval of the rezoning request due to the desirability of maintaing a sound residential area and maintaining adequate traffic flow on William Street. The Commission also studied a map prepared by the City Engineering Department to determine the affect of rezoning on an area of varying lot depths and sizes. After due consideration, on motion made, seconded and carried, the Com- mission reconmended that the request be denied to rezone William Street properties from residential to commercial. In denying the recmest, the Commission does not mean to deny all eomnercial applications, but it will. 9".avor and City Chi^.Ci1P.1`i'i N'luch 10, 1976 Page 2 mnl.inue to :vt.udy each appl ical: ion on its own mori. ts.
