To the Honorable Mayor and Councilmen
of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Commission met Wednesday, September 13, 1978. By
majority vote, actual vote counted and in the file, we recommend as follows:
1. That the request of Gary W. Heuer for a Special Use Permit for apartments
in the lower west one—half of the building at 731 Jefferson be approved.
.. That the request of Charles N. Harris and C. F. Rudesill to rezone Lots 1 thru
3 and Lot 11, to R-3, and lots 4 through 10 to R-4, said lots being a part of
a tract of land off the 1200 block of Kingsway Drive indicated on a sketch plan
of Charlestown Estates as submitted on this date, be approved.
3. That the request of C. F. Rudesill for Riverside Home Builders, Inc. to
rezone lots 65, 66, 71, 72, 73, 74, 105, lo6, 107, 108, and 109 to R-3
and lots 75 through 100 (a total of 26 lots) to R-4 indicated on a sketch
plan of Greenwood Subdivision as submitted on this date be approved.
4. That the preliminary plat of iJildwood Subdivision be approved subject to
the streets remaining private streets with public access, the name of one
of the streets being changed, and that a permanent easement be established
for a street to the north between lots 3 and 4 to be paved by S&7 Invest—
ments at a later date.
Other actions taken by the Planning and Zoning Commission are as follows:
1. The sketch plan of Charlestown Estates was approved subject to a variance
in the length of the cul—de—sac and the requirement that Plymouth Drive
extending the length of lot 11 be changed to a fifty (50) foot right—of—way
with a thirty (30) foot pavement.
2. The revised sketch plan of Greenwood Subdivision was approved.
The Commission also recommends that the Southeast Missouri Regional Planning
Commission be asked to make a study of the need for or feasibility of an additional
multiple dwelling zone for a smaller number of units (four to sic plexes).
