To the Honorable Mayor and Councilmen
of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Commission met Wednesday, June 11, 1980• By majority
vote, actual vote counted and in the file, we recommend as follows:
1. That the request of Roy and Marjorie Johnson and Bill Steevens for a Special
Use Permit for a small racquet restringing business at 224 South Ellis
Street in an R-4 district be approved subject to the permit being restricted
to Bill Steevens.
That the request of Haydn and Norma Fox for a Special Use Permit for a
mobile home at 1022 Haddock Street be approved with the restriction that it
be for as long as Mr. and Mrs. Marion Gibson are residing in the trailer on
said property.
3. That the request of Jerry and Melba E. Keele for a Day Care Center at 1820
Delwin Street be denied.
4. That the request of James and Carole Huber for a Special Use Permit for
retail of houseplants at 1000 North Clark in an R-1 zone be approved.
5. That the request of David and Patricia Richards for a Special Use Permit
for a beauty shop at 300 North Pacific Street be denied.
Other actions taken by the Planning and Zoning Commission are as follows:
1. No one appeared to present the request of the University lutheran Chapel
for a Special Use Permit for a new structure proposed at 909 College Hill
Place on Int 2 with a connecting entrance to the existing chappl: therefore
no action was taken.
2. The Sketch Plan of a proposed R-1 residential subdivision on Hopper Road as
presented by Charles E. Moutell was approved subject to the subdivision of
this tract complying with the Subdivision Regulations regarding length of
"HOME OF MISSOURI STATE FLAG"

the cul. -de -sac, minimum horizontal curve radius, radius of the cul-de-sac
turnaround, and the proper lot width at the building line.
