To the Honorable Mayor and Councilmen
of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Commission met lednesday, August 11, 1982. By
majority vote, actual vote counted and in the file, we recommend as follows:
1. That the request of Ronald and Tamara Clark for a Special Use Permit for a
dance studio in the basement at 1519 Vickie Street be approved subject to a
limitation of one year.
.. That the request of the Society for the Propagation of the Faith and the
Cape Girardeau County Council on Aging for a Special Use Permit for senior
citizen housing and a six story building at the southwest corner of Linden
and Beaudean Lane be approved.
3. That the request of Missouri Utilities Company for a Special Use Permit for
either a metal building or protected frame, Type 4A metal clad building
at 20 East Cape Rock Drive be approved with the suggestion that this is not
a significant enough departure from the original request to warrant a
second public hearing.
This was the meeting at which the specific actions required of the Commission
in Section 27A-9 of City Manager Form Ordinance No. 1660 regarding the public
hearing held July 14, 1982, concerning the preliminary redevelopment plan for
the downtown area by Booker Associates with and for the Redevelopment Corporation
were taken. The Commission considered and wishes to report to the Council it's
findings on each of the items A through F of Section 27A-5 of the aforementioned
ordinance.
A. The Commission finds the legal description of the area to which the
preliminary development plan pertains to be adequate.
3. The Commission acknowledges a conceptual plan is included in the Cape
Girardeau Redevelopment Corporation's report and have no disagreement with
the contents. The Commission does not, however, believe the conceptual
plan is specific enough in proposed uses of the area or density of the uses
proposed.

C. The Commission was given a general description of the existing properties
and improvements within the area but does not have specific indications of
property the corporation proposes to acquire, proposes to demolish and/or
proposes to rehabilitate.
D. The Commission does find portions of the area are blighted as defined in
Section 27A -4(A) and (B) of this ordinance.
E. The Commission does accept the Cape Girardeau Redevelopment Corporation's
statement that it is a corporation duly formed under the Urban Redevelopment
Corporations law.
F. The Commission does not find evidence that the corporation has the financial
ability to undertake the implementation of the proposed development plan.
