To the Honorable Mayor and Council
of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Commission met Wednesday, November 14,
1984. By majority vote, actual vote counted and in the file, we
recommend as follows:
1. That the request of E & R Leasing Company and the trustees for the
Cape Girardeau Congregation of Jehovah's Witnesses for a Special
Use Permit for a kingdom hall on all of Lot 7 and 50' X 227.7'
of Lot 8 of Northview Acres be approved.
2. That the request of Blattner Brothers Real Estate Company,
Westborough Mall, Inc., and Robert S. Gordon for G. M. Trust
to rezone 67.52 acres bounded by Route K and Bloomfield Road
known as the Westborough Mall property from C-4 to C-2 be approved.
The request of Glen Kinder for a Special Use Permit for a ten
unit apartment at 29 South Sprigg Street was tabled.
The Planning and Zoning Commission wishes to express its concern
to the City Council about the repeated failure of City notification of
adjacent property owners concerning zoning modification requests
before the Commission. It is of concern to all citizens to be adequately
notified about changes relating to their property. Some citizens at
this hearing (November 14, 1984) received their notification only
hours before the public hearing.
