Gentlemen:
Tne Planning and Zoning Commission met Wednesday. February
Io. 1988. By majority vote, actual vote counted and in the file,
we ar_r and/or recommend as follows:
1. That the request of John L. E. and Evelyn D. Boardman
for a Special Use Permit for apartment use of the
south end of the building at 115 Independence Street
in a C-3 zone be approved.
2. That the request of J. W. and Tom Armbruster to rezone
2885 to 3007 Hopper Road from R-1 to R-3 be tabled.
3. That the request of Mr. and Mrs. Harold Werner, Mr. and
Mrs. James Ressel. and Kevin Stanfield for a Special
Use Permit for gasoline pumps and a 15 foot wide
parking area at 2021 Perryville Road be approved.
A presentation on Tax Increment Financing was presented by
Mr. Peter Breier of the Charron Law Firm of St. Louis. Missouri.
Mr, Breier discussed changes that were being made in the current
laws to assist communities in using this new method of economic
development financing.
Tnere was some discussion of the proposed Capital
Improvements Program Budget. It was decided to meet in study
session on February 16, 1988, at 7:00 P.M. to further discuss this
item prior to meeting with the City Council on February 22. 1988.

The Commission also set a date of February 24, 1988, at 7:30
P.M. to hold a study session to discuss Rules and Procedures for
the Commission.
