Fred Waltz Mike Wandrick Not Present Steve Robertson STAFF; T os Present Randy Holdman Sandy Bloom GUESTS: Terri Kerr - Chief Flight Nurse, Lifebeat Jim Prince - Pilot, Lifebeat Mike Johnson Chairman Walker called the meeting to order at 4:12 PM. Nesler made a motion to approve the January minutes as mailed. Overbey seconded and the motion carried. The Airport Board commended Walker on his thank you letter to Gary Rust. The guests were in attendance to voice their concerns over weekend fueling problems they've had with Cape Central Airways (CGA is closed 10 PM - 6 AM Saturdays and Sundays). The hospital pages CCA with a minimum of 30 minutes before fuel is needed, but they have no way of knowing if the page is received. They have had to wait as long as two hours before anyone shows up, which means they would have to refuse a long-distance flight. Airport Board members asked if an explanation is ever given for the delay; Kerr said they "forgot to put the phone on forward" or "left the wrong beeper number with the answering service". (Prince said that Mark Seesing did call and apologize for the two-hour delay when it occurred.) Lifebeat staff stated they aren't asking CCA to be open weekend nights, they would just like to have someway of contacting CCA directly to ensure their needs are met in a timely manner. Prince stated he thought Perryville would be selling jet fuel beginning the week of 217194 - they can refuel there, and they have also used Sikeston and Poplar Bluff; he added that except on weekends, CCA's service has been fine. Waltz explained the Airport Board has no jurisdiction as long as CCA lives up to their lease, but the Board can make recommendations. The Airport Board thanked the guests for making their concerns known; the guests thanked the Board for listening and excused themselves. Holdman gave an update on airport signage. Board members received a copy of the services (Airlines, Airport Operations, Car Rentals, Fuel Sales, Gift Shop, Lounge, Phones, Rest Rooms and Restaurant) which will appear on keypads next to the gates at the restaurant and CGA. A report was given on snow and ice removal operations at the airport. The equipment which was used worked fine, but the airport desperately needs its own sanding equipment; currently, the airport has to wait until the roads are taken care of before a sand truck can break away to work on the runways (during the storm that hit in January on a Sunday, it was Wednesday before a sand truck became available). It would also be beneficial if the airport had a storage area for sand as the temperature was so cold the sand was freezing; Columbia airport uses hot sand', which they purchase during the summer and store in an enclosed area. It's important the runways are cleaned as soon as possible; in order for the airlines to land, braking action must -2 - be classed as "poor" or better. Holdman reported that a fertilizer buggy had been rented from Crop Care in Benton at a cost of $50/day, and it had done an excellent job. Board members asked what equipment is based at the airport; Holdman replied there is one single -axle dump truck and a pickup. Maki made a motion Walker write a letter advising the City that snow removal equipment at the airport be a high priority item in the upcoming budget. Overbey seconded and the motion carried. Airport Board members received a copy of expenses for snow/ice removal to -date. Maki questioned the City paying a Missouri State Fertilizer Tax; Holdman stated he would check Into it. Staff reported on three upcoming FAA programs which will be held at the airport. Saturday, April 9 will be the "PACE Program", which is a no -risk national program started in Washington. FAA will be on -field to inspect airplanes and logbooks, seeing if a potential problem exists. No records will be kept of the pilots, airplanes or findings. FAA will also be available to fly with pilots (again, no risk) through basic maneuvers; if there's a problem, FAA will help the individual set up time with an instructor. Saturday, May 14 will be an FAA -sponsored poker run, with CGI being an end destination. Prizes will be awarded. Thursday evening, June 9, a Wings Program will be presented; topics will be announced at a later date. Holdman reported Midway Connection is not making any commitments until delivery of their new airplanes; however, they tell Holdman we are still in the running. Holdman is going to approach American Eagle; they are currently flying from Springfield, MO to Springfield, IL to Chicago. Northwest Airlink will also be contacted again. As long as TWE has no competition, their service will not improve. In January, 24 flights were cancelled; three due to maintenance problems (there were no maintenance problems in 1993). Staff is keeping statistics for DOT. Waltz made a motion the Airport Board enter closed session to discuss lease issues. Maki seconded, and the motion carried. The Airport Board returned to regular session and adjourned at 5:43 PM. The date of the next Airport Board meeting is Tuesday, March t in the "The Runway' meeting area. Respectfully submitted, Sandra L. Bloom Airport Secretary
