Fred Waltz Mike Wandrick Not Present Dan Overbey Those Present Randy Heldman Sandy Bloom Andy Perry Guests: Mark Spatz, Cape Central Airways Chairman Walker called the meeting to order at 4:00 PM. Concerning the minutes of the 5110/94 meeting, Wandrick commented he thought Doug Leslie had said a Vetter to Council would be "a good idea" (this in addition to his statement that "he didn't think City Council would object to members of the Airport Board attending meetings and voicing their concerns", as reported in the minutes of the Executive Session). Some of the Airport Board members remembered the statement as such; others did not. Robertson then asked who, if anyone, sees the Airport Board minutes before they are approved. Heldman explained he sees them, then they are sent to Leslie.; others on the City staff and City Council receive a copy of the minutes as they are mailed to the Airport Board members. Robertson strongly stated he felt no one at City - including Heldman - should have the right to change anything in the minutes before the Airport Board sees them and they are approved or amended, "because they are our minutes and no one on the City is on the Airport Board°. Some of the members felt there was nothing wrong with it since the Airport Board has the final say in amending or approving; Robertson asked if none of the members would have a problem with him "coming in here and telling her what to say" (meaning the Airport Secretary, who takes and transcribes the minutes of all Airport Board meetings). Wandrick asked if the Airport Board thought they should make an amendment that all minutes be transcribed "as is" without changes by any of the City staff; no definite decision was reached. Nesler made a motion that the minutes of the 5/10/94 meeting be approved as mailed. Waltz seconded and the motion carried. An election of officers was held. Waltz made a motion the existing officers be re- appointed; Robertson seconded and the motion carried. The officers are: Walker, Chairman; Waltz, Vice -Chairman; and Nester, Secretary. Walker informed the Airport Board there are some things "in the works" that may hamper his attending many future meetings. In on-going construction projects at the airport, National and Hertz will have their rental car spots painted 6/8/94. This is the final portion of the parking tot project and is being done at no cost to the City, as both car agencies have agreed to pay for all labor and materials. There has been a delay on our $2 million grant because the Missouri Highway and Transportation Department Aviation Branch has not completed the appropriate paperwork, which was to be done 10/93. The Aviation Department lost one person to promotion and the vacancy was never filled, which cut back on their productivity. Some of the Airport Board members queried if it was time to get Senator Kinder -2 - involved; Walker suggested holding back and thinking the matter through. Waltz said he would be fishing with Kinder and a representative of the MHTD in the very near future. Walker said in that case Holdman should give Waltz the information and let him do some lobbying. Holdman also reported the temporary patch near CCA is beginning to break up. It cost $5000 and we'll be lucky to get another year out of it. TWE enplanements and marketing strategies were discussed. We have data back to 1/91; 4/94 and 5/94 were record-breaking months, with 510 and 521 boardings respectively. Their boardings per day are averaging 20.8; in 1/94 they were equalling 13. TWE is now talking about adding a second Sunday flight. Their "two free tickets" promotion began 6/1/94 and will run through 7/31/94. Staff is currently looking into advertising on two 10X40 billboards; one would be located near Perryville, going north, and the other would be located at Pevely, headed south. TWE is trying to barter for their cost of the boards. Holdman reported to the Airport Board that during the March snowstorm we discovered BART will pick people up at CGI but will not drop them off here. According to them, their ICC rules will not allow it; information found in ICC books indicates that is not a correct statement. By not dropping people off at CGI, BART is making money but is not properly serving the Cape area and surrounding communities. Holdman said he is going to contact Mr. Duffy, owner of BART, and see if he will re -think his policy; Robertson suggested Holdman take John Mehner of the Chamber of Commerce or Mary Miller of the Convention and Visitors Bureau with him so they can talk to Duffy from "community concerns". Holdman gave an update on summer events at the airport. The 'Poker Run' which was held the weekend of 5/13/94 was not as successful as hoped. Many players dropped out before reaching CGI, the final destination, due to bad hands. FAA is going to change the rules before next year's run, and possibly give prizes for the best and worst hands. The 'WINGS' program is scheduled for 6/9/94. FAA did the advertising and mail - outs on the program; Spatz and some members of the Airport Board said they did not receive anything on it. Holdman reported staff had sent a copy of the announcement to Mark Seesing at CCA for posting; Spatz said he didn't see it. Balloon Fest '94, scheduled for 7/22-24/94, is progressing slowly. The committee waited too long to get sponsors; they were advised to get this year's sponsors immediately after last year's event, while it was fresh in everyone's mind, but it was not done. There will be balloon races and some aircraft static displays; Wandrick mentioned waivers would need to be submitted. Holdman replied all appropriate paperwork has been filed. Waltz suggested the airport work toward acquiring the Blue Angels every five years or so; Spatz commented the Blue Angels are encouraged to come back because CCA has "talked to them several times". Walker suggested Airport Board members decide what they would like to have in an air show, and at the 7/94 meeting come prepared with ideas and set a target date for two years from now. Waltz suggested they defer to Holdman on a time -line. Walker had asked Holdman to make a copy of Advisory Circular #150/5190-2A, "Exclusive Rights at Airports", for each Airport Board member. After everyone has had a chance to review the AC, recommendations will continue at the 7/94 meeting. "Airport Rules and Regulations", which were written in 1987 by then -Airport Manager Ray Johnson, are still in effect without amendments; staff is currently in the process of -3 - updating the manual. Robertson asked about the status of the water faucet used to wash aircraft; it no longer works. Holdman said since the new water line was installed it could have been an oversight and was not connected to the new line. He will have the appropriate people check on it. Waltz asked about McDonnell -Douglas. Walker replied they are preparing a business plan and will get back to us. Waltz also asked about additional hangars. Holdman replied they are still working on it, investors and contractors are interested. Holdman informed those in attendance that cigarette butts were found inside the fuel farm; Spatz commented they may have blown in. Holdman said he was aware the CCA line guys do not smoke; therefore, he asked that the Airport Board and/or CCA employees ask anyone seen smoking near the fuel farm to please stop, from a safety standpoint. Walker asked Spatz if he would like to address the Airport Board. Spatz replied 'no', that he had attended in case they had any questions for him. He was thanked for coming. Robertson made a motion to adjourn into Executive Session. Nesler seconded and the motion carried. The Airport Board adjourned from Executive Session, as well as the regular meeting, at 5:25 PM per a motion from Nesler. Maki seconded and the motion carried. The next Airport Board meeting will be held Tuesday, 7/12/94. Respectfully submitted,, Sandra L. Bloom Airport Secretary
