Chairman Walker called the meeting to order at 4:07 PM. Nester made a motion
to approve the minutes of the 7/12/94 meeting as mailed; Maki seconded. The motion
was voted on and passed unanimously.
Walker welcomed Wandrick back to the meeting after his recent illness. He also
informed the Airport Board there was not a quorum for the August meeting, therefore
there were no August minutes.
Leslie presented a second set of minutes to the Airport Board, those of a special
City Council meeting held 9/1/94 in "The Runway" with AirEvac. Wandrick made a
motion to attach the approved minutes of the 9/1/94 meeting to the Airport Board's
minutes. Maki seconded the motion; it was voted on and passed unanimously.
The ATCT contract with FAA was discussed. Leslie informed the Airport Board
the City is reimbursed for personnel and operation expenses. At their 9/6/94 meeting,
the City Council approved extension of the contract through 9/30/95, the amount of the
contract for the coming year is $169,259.40. The existing contract has been amended
to cover wage increases determined by federal wage.
The FAA is dividing the US into five regions and will put the towers out for bid by
national contracts, which will be able to be sub -contracted; it is uncertain how this will
affect CGI. If our tower goes to a federal contractor and we lose the contract, we will
also lose some flexibility concerning hours, etc. Leslie said he will keep the Airport
Board informed on developments.
Changing the airport's name from Cape Girardeau Municipal to Cape Girardeau
Regional was discussed. Maki commented he liked the "regional" idea and asked if
City Council would be "okay" with the name change. Leslie stated he had told
Council a recommendation would be forthcoming. Nester said a "regional" airport is
more substantial than a "municipal", Perry told the Airport Board that in marketing the
airport, staff has stated we are indeed a regional facility. The cost to change the name
on the terminal would be approximately $2400.
Perry also showed the Airport Board a drawing of an informational highway sign
that General Sign had devised for the airport. It was approximately 32' high, molded
plastic, and lit from the inside. Beneath the lighted sign were "strip signs" indicating
- businesses/services located on the airfield, these would be lit from the bottom. Perry
explained this was a used sign that could be refurbished to fit our needs, the City
-2
could purchase it for $24,000 - $28,000, compared to approximately $45,000 for a new
sign. Leslie staled it was hoped a sign like this could have been erected when the
terminal was completed, but there wasn't enough money. Several suggestions were
` given on ways to finance this sign (i.e. selling/leasing space on it to airfield
businesses; co-oping with the companies which have national offices., such as Hertz
and National; and forming a "Friends of the Airport" group which would contribute to
the cost). Waltz suggested talking to other regional airports and asking if they do
signage leasing.
Maki made a motion City Council endorse the airport being represented as a
regional facility and, as budget allows, change the entrance sign, the highway sign,
arid the lettering on the front and back of the terminal, also develop further information
and consider a large, lighted, highway -based sign. Waftz seconded; the motion carried
unanimously. Leslie stated he would take the Airport Board's recommendation to City
Council on 9/19;94.
Leslie gave an update on filling the position of Airport Manager. To -date. over 155
applications have been received. The advertisement in AAAE's 'Airport Report" listed
the wrong zip code, which has delayed the process. Each day additional applications
which had been mailed well in advance of the 8/31/94 cut-off date arrive at City.
Leslie has gone through half of the resumes for the first cut and is hopeful he can
finish the process this week. Fie asked for a small sub -committee comprised of Airport
Board members to help with the final cut: Walker, Waltz, and Wandrick volunteered to
be on this committee.
Boardings were discussed. TWF's total for August was 632. The airport also
receives enplanements for P&G's shuttle; Cape Central Airways reported 267
boardings for the first four months of 1994, but have refused to give numbers for the
last four months (Leslie stated the next FBO's lease will stipulate they report their
boardings to airport staff and DOT.) From 8131/93 to 8131/94 General Aviation has
shown a decline of 3673. Leslie cornmented last year's activities were up considerably
due to the flood ;observers, military, media, etc,;.
On construction projects, Leslie reported there has been problems with MHTD.
Kensey Russell has a substantial stack of materials for the water line and contractor
chosen and is waiting on David Burie's approval. They are now saying they need
property owner update and other items which have not been required for quite some
time. Hopefully the apron will be bid this fall/winter for spring '95 construction. If
results aren't achieved within a few weeks, it's possible the Airport Board will need to
solicit help from "contacts".
Crawford, Murphy, & Tilly will be working on acquiring a State Maintenance Grant
to help with painting the main runway:, total cost will be around $100.000.
Perry submitted documents indicating the signage project has reached its closure.
In "Miscellaneous Matters":
A. Perry gave a report on the upcontng emergency drill to be held on the airfield
the morning of 1018/94. Leslie asked if it meets all the 139 requirements, Perry
replied that it does and is bigger than first expected. St. Louis wanted to send a fire
department down; there isn't another drill like it in the state of Missouri. Maki
commented there are advantages to holding a drill at CGI (ie. the space available!;
the possibility of CGI sponsoring a state-wide program in two years was discussed.
B. Waltz asked who assigns National and Hertz their spots; they have all the
prime spaces. Leslie said their current parking spaces are a compromise from where
-3 -
they were. Waltz said more thought needs to be given concerning their spots. Leslie
commented it is difficult and confusing to get into the parking lot and perhaps that
should be thought about, as well.
C. Leslie told the Airport Board that staff was planning a "first anniversary"
celebration. Perry explained that an appreciation dinner will be held 10/11/94. There
will be a brief presentation to thank everyone for their support over the past year; staff
is thinking about who should speak. Maki suggested asking former Airport Manager
Randy Holdman to speak, he made the initial contact with the travel agents and
helped the airport get back on its feet. Leslie said Holdman could be invited; he asked
Bloom if she had visited the agents in the spring. She replied that she had, along with
Holdman and Perry.
Perry said thought is also being given to an open house later in October. Travel
agencies and others would be asked to set up booths, etc. but there will not be any
special events due to budgetary constraints. He continued to say "The Runway" has
bought 13 Sundays of advertising on Mix 104 7, the airport can put "tags" on the
restaurant's spots to hype the open house.
Waltz asked if any more thought had been given to the Blue Angels returning to
CGI. Leslie stated the Pilot's Club has made a request; Perry commented nothing will
be known until 12/94. They are trying to work in conjunction with BalloonFest; Leslie
said it will probably take two -to -three years. The City wants an organized group to
handle the air show if/when it takes place. Overbey suggested putting in a gravel road
around to the base of the levee if another huge function takes place on the airfield.
D. Perry gave a report on the 9/3/94 gambling flight. He and 54 others flew from
CGI to Greeneville, Mississippi in a DC -9. A representative of the company said they
will not return because there are not enough "hard" gamblers in this area, and after
advertising in five area newspapers they still lost money. Perry told him few people
knew about it, the ads were so small. The representative said they might try another
flight in October, with gambling restrictions.
Maki made a motion the Airport Board adjourn into Executive Session. Waltz
seconded; the motion carried.
The Airport Board returned to regular session and adjourned their meeting, per a
motion by Nester, with a second by Waltz. The meeting adjourned at 6:10 PM. The
next meeting of the Airport Board is scheduled for Tuesday, October 4.
Respectfully submitted.
