Chairman Walker called the meeting to order at 4:13 PM. Nester made a motion
to approve the minutes of the 1016/94 meeting as mailed. Wandrick seconded and the
motion carried.
In construction projects, Leslie reported the "start work order' has been issued on
the water line project. It will take approximately three months to complete; work is
anticipated to begin shortly. Leslie said due to the five-month delay and costs going
up in that time, the contractor is asking for more money; his request is being reviewed.
Approvals for the ramp and taxiway are being worked on. The job should be bid
out this winter for work to begin the spring of 1995.
Leslie also informed the Airport Board he and Perry are attending the Missouri
Airport Manager's Association (MAMA) meeting and the Airport Improvement Plan
(AIP) conference in Kansas City on November 3 and 4.
Leslie handed out a summary of the existing Capital Improvement Projects (CIP).
Slated for fiscal year 94-9b are apron reconstruction and expansion; taxiway (10/28)
construction; recabling and windcones; and emergency power back-up. Hopefully
these items will be completed by next summer. The ARFF building is dependent upon
the size of aircraft coming in. The main runway extension to 8500' is scheduled for
fiscal year 97-98; this may be accelerated if the Leopold Group's plans materialize and
they bring in the jets they anticipate.
Restriping 10/28 - a $100,000 project - will probably be considered a maintenance
project. There is also a possibility of a wastewater treatment facility being built to
replace the lagoon. That will be a costly venture, but the FAA may fund it since it
serves the terminal.
Leslie informed the Airport Board over 160 resumes were received for the Airport
Manager position. Those were narrowed to 24; from that number Leslie and a sub-
committee made up of Airport Board members Walker, Waltz, and Wandrick narrowed
the selection down to nine to interview. The City was unable to set up interviews with
two of the nine; a total of seven candidates were interviewed. An offer has been
made to an individual and he has verbally accepted; however, his name will not be
made public until the City has received his written acceptance.
Robertson asked who the Airport Manager's direct supervisor will be; Leslie replied
he will be, as Public Works Director. Robertson then asked if the Airport Manager will
be direct supervisor over tower personnel. Leslie replied the Tower Chief will answer
to the Airport Manager, and that will be made clear to all parties.

In boarding information, Perry reported TWE had 648 enplanements for 10194, with
no diversions, giving them an 8.5 load factor. Leslie stated the load factor is an
extremely important issue. He went on to say projections done in 1990 showed the
load factor now being in the 5.5 to 6.0 range, so CGI is doing better than expected.
Walker asked Anders if Air Evac will give management their passenger numbers to
help the airport in reaching the 10,000 boardings goal. Anders said that will not be a
problem, they have been given a copy of a form to fill out and submit to management
by the fifth of each month. He said their charter business has been good and is
increasing; they are looking at adding aircraft to their fleet and hiring additional pilots
to meet their needs. Customer satisfaction is their primary role. Leslie asked if they
had chosen a permanent name; Anders replied one has not been selected at this time.
Perry told the Airport Board that general aviation traffic for 10!94 was down 659
operations from 10/93, and operations are down 4987 annually. The main reason for
the decrease is the lack of student activity.
The emergency drill which was scheduled for 10/18/94 was cancelled due to
weather. All parties concerned want to reschedule it for the spring of 1995. The
training exercise for the emergency had taken place at an earlier date; the fire
department is required to have at least one person go through training annually, they
had 20 participants. An emergency drill must be held at Cape Girardeau Regional a
minimum of every three years.
Anders asked what the FBO's responsibility will be in case of an actual emergency
(i.e. towing, removing aircraft from runway, etc.). Leslie stated procedures in the past
have been between the pilot and the FBO. Anders commented he is experienced in
emergency -type situations and has advised his staff they will be on tali and to be
ready to "break out" the disaster plan. Perry told those present an airport emergency
plan has been designed; copies will be given to the hospitals, fire departments, etc.
and one will be given to Air Evac as well. Anders said he understands Air Evac is a
customer on the field and he and his people will abide by the adopted rules and
procedures; they are "players", riot "leaders". Robertson asked who the site
commander is. Perry stated the fire department is in charge of the emergency as long
as victims are involved; once the victims are removed from the scene, the Airport
Manager is in charge until the FAA arrives on the field. Robertson suggested writing a
policy letter so everyone concerned will know the procedure, designating the chain of
command; such situations tend to get out of control when there isn't a site
commander. Perry said a media plan will be involved in the emergency plan.
Perry gave a report on the appreciation dinner held 10/11/94. There were 35
people in attendance; management received a lot of good feedback from the travel
agencies. The open house held 10/23/94 was a slight success. Weather that day was
perfect, which hurt us; however, the airport's name was kept in front of the public.
Leslie commented the field's FAA office had an excellent display.
In miscellaneous matters, Perry informed the Airport Board the UNICOM license
will be in the City's name. Leslie explained the FBO will monitor the UNICOM for
weather information when the tower is closed; Anders stated Air Evac is currently
doing so, but needs to have access to wind direction, etc. Nesler commented the
City/Airport Board should "get the wheels turning' to get weather information to the
FBO. ASOS is currently in the test mode and will be transmitted over the VOR or
beacon once it is federally approved.
Maki asked about the name change. Perry said he is currently in the process of
getting bids to change the signs.

Maki made a motion the Airport Board enter into Executive Session. Wandrick
seconded and the motion passed unanimously.
Per a motion made in Executive Session by Nesler, seconded by Wandrick, the
Airport Board returned to regular session and adjourned the meeting at 5:43 PM.
Respectfully submitted,
