IV. OLD BUSINESS
A. Airport Reorganization
Mr. Leslie reported Citv Council had approved the reorganization at the first reading of the proposed
ordinance on 43/95, the ordinance will be approved atter the second and third readings at the
4.17/95 City Council meeting. This reorganisation will put the airport directly in line with
administrative services, in the same category as the Convention S Visitor's Bureau.
B. Staff Report( including issues brought up at February 1995 meeting, not addressed at March
1995 meeting)
L Chenoweth reported he is doing research on the possibility of establishing a Compass Rose and
VOR Cheek Station somewhere on the airport. Ile plans to visit with Cape Avionics on this
matter, as well.
4 _. 'I he Beech 19 salvaged airetatl belonging to Cape Central Airways has been sulci Chenotaeih
spoke to the buyer four weeks ago: he indicated he would pick it up in three -to -four weeks.
Chenoweth will call him back and see what the status is.
3. If Morrison Matting was put down as a runout ramp for military operations requiring longer
runways than are available at CGL. the matting would have to be installed into the MAI SR
lighting. An option would he to instill the Bush lights (if such fixtures are available of
MALSR's). It was the general consensus of the Board that this was not an acceptable option.
4. Letters were sent to FBOs in the region asking for their help in supplying staff with their mouthy
enplanentents from CGI. Only one, Midwest Aviation from Paducah, responded. Prestiec Air
Services also supplied their Februmv numbers.
5, ht response to Mr. Robertson's question during the February 1995 meeting about the approach
lighting system, Chenoweth reported that It appears that pilot's are turning up the MALSR
lighting intensity through the CTAF li-equcncv. Since the runway lights are not on a pilot
controlled lighting circuitry (PCL), these lights are of course not brightening like ttne MAI SR's.
"this discrepanev is causing the pilot to temporarily lose the runway lights. This will be corrected
with the upcoming Runway 10/38 recabting project and the associated light vault work.
6. The Missouri Airport Manager's Association (MAMA) will hold its spring conference in Cape
Girardeau on May I I and 13. Cape and Malden will co-sponsor the event. Staff informed the

them which day they would prefer to meet that month. After some discussion, Mr. Nester made a
motion the July meeting be held on the I I Ih, the second Tuesday. Mr. Wandrlck seconded and

NEW BUSINESS
A. Control Tower Report
Chenoweth referred to the agenda packet memo detailing plans for future action on the issue. Dr.
Walker asked if the City had received a copy, from Tom Schulte of Senator Bond's office, of the
criteria used by the FAA (Establishment and Discontinuance Criteria For Airport Controllowers).
Staff replied affirmatively. Mr. Leslie asked what kind of lime Game we have to submit arguments
against closing the tower, Chenoweth replied we have until Jul' 31, Dr, Walker suggested putting
eversrhing we have in Senator Bond's and Representative Emerson's hands so they can argue tin us.
Mr. Leslie recommended naf document emergency landings that are made at CGI (two have been
made in as many months). Mr. Nesler commented that a question had arisen as to whether or not the
local PSS frequencv, 132.4, is transmitting to the Columbia FSS. If it is not, then Flight plans cannot be
opened or closed from the ground except through phone calls. In order to perfomt these functions in
the aircraft. it tower is necessary.
B. Improvement Program
The final inspection has been done on the Fire Protection -Water Line project. Ramp construction is
scheduled to begin in late Julv, in order to allow the project to be included in the state bid -letting and to
also begin after the Balloons est 95 (due to construction in what will he [lie BalluonFesl auto parking
lot). According to the engineers, this will be a two-year project. Dr. Walker then asked what is planned
to be done about pavement cracks: if we have a hard winter we could experience major problems.
Chenoweth commented that crack sealing should be done. Dr. Walker questioned as to whether this
. would he adequate or not. Chenoweth Hallowed up by saying that there are some places where saw -
cutting, etcwill have to be done: that is the correct w:, to make the repair, albeit costly. To expand
further upon this needed repair work, the Board was informed that places which were improperly
patched (with a concrete putty mix troweled int(, place) in prior years are now breaking up. This is
causing a nralorax of the FOD problems - especially at the intersection of Runway 0220 and 'l axnvay
Alpha. Stall will be looking into doine as much of the correct repairs as is possible, this summer.
Essential Air Service (LAS) Funding
Staff reported it had def initely been to our bcnef it w approach the EAS issue from the political angle.
I he contact with Senator Bond's office had been vital in showing the issues importance to the area.
Since Senate, Bund is un the Senate Appropriations Committee, we had an excellent representative of
the core of the situation Chenoweth also reported that his attendance of the spring meeting of the
National Committee of Cities and States for Air Service (NCCSAS) on March 10 in Minneapolis
concerning the EAS was also helpful in these endeavors. The lobbying efforts oflhe NCCSAS in
conjunction with ours with Senator Bond had resulted in stepping the proposed rescission of LAS
finding lin the remainder offl e FAA's FY 95. Our current FAS subsidy expires in April 1996, if
necessary, we may be able to extend it for a short term like six months, until the FAS issue is willed in
Washington. It was discussed that if TWE s enplanements continue to rise, the subsidy may not be
needed at all in Cape. Dr. Walker asked Chenoweth if he had personally contacted any of the travel
agents. Chenoweth replied that is it part of his spring campaign.
In a related issue, Chcnmvelh told the Board that Lone Star had contacted hinr in recent days; they had
heard -I'WL. was pulling out and it would be interested in locating to COL -They are not interested as
long as'I WL is here. Dr. Walker asked if Lune Star would consider locating here with a Dally to
Jonesboro, Arkansas to CGI our. Chenoweth stated he had already thought of that. while at the
NCCSAS meeting in Minneapolis, he mel it man Gom the Jonesboro (Arkansas) airport authority. That
`- individual said theN at, interested in a way to get to St. Louis Chenoweth will be contacting him in the
near future.

Chenowelh reported to the Board that a new Operations Leadman has been hired to till a vacancy which
occurred in late January. The person chosen for this position is Daniel Harris from Rockford, Illinois;
he worked at their airport, doing the same type of work he will be doing here. Chenoweth stated he is
looking forward to having (his position tilled, as it will free him up to market the airport, meet the travel
agents. etc.
The former Tower Chief, Mark I Ietherington, resigned his position effective 41 /95. Larry Davis has
been named as Itis replacement. Chenoweth commented he hopes to gel Mr. Davis more involved in
the "Ing picture' of airport operations. Mr. Nester asked what will happen if another controller is lost.

Mr. Nesler seconded and the motion carried unanimously.
The Airport Board adjourned from Executive Session and returned to their regular meeting.
F. Balloon Eest'95
Chenoweth discussed the mem,) the Board members received in their meeting packets. It is not felt a
lot of attention is being paid to aviation -related activities. Mr. Waltz asked about the availability of the
Blue Angels. Stiff eplied the Cape Pilot's Club had submitted requests for them as well as other large
air show acts, and had been denied on ill counts. Chenoweth stated for future reference he
has contacts with test pilots who fly Pitts, etc. and could probably get them to come to CGI for fuel and
lodging. Mr. Waltz suggested getting together an air shoo Rn 1996, Mr. Leslie commented that alter
s.. the City's experience in 1992, an organized group separate from the Cityneeds to sponsor such an
undertaking. A group of that sort would be more Flexible for collecting and spending monies. Mr.
Waltz suggested farming a croup to be in charge of air shows; he recommended Chia th think of
names of individuals in the arca who nine be interested in such a group, and bring those names to the
nest Bard meeting. C'henuweth commented the Board members would be better qualified to do that as
he is so new to the area. Mr. Nesler asked Chenoweth if he had spoken to the Pilot's Club about such a
venture, Chenoweth replied he hadn't, but will. Mr. Wandrick asked how many members are in the
Pilot's Club; Mr. Nesler replied there are approximately 12 active.
Atter more discussion concerning future air shows and Balloon lest'94, Mr. Nesler made a motion hr
approve holding BalloonFest'95 at Cape Girardeau Regional Airport, Mr. Wandrick seconded and the
motion passed unanimously.
G. Airport Master Plan Update
Staff referred I,) the agenda packet mem, and the intentions of updating the Airport Master Plan. The
existing plan from 1990 is outdated as the General Aviation industry has changed so dramatically and
the 1990 plan did not account for the downturn that was occurring as the report was created. Of major
importance. Mr. Leslie pointed out the City's intentions to incorporate plans for an industrial park
adjacent to the field. Some discussion was held as to the possibility for funding such a study. Mr.
Waltz suggested talking to the Greater Cape Development Corporation concerning such an idea; John
Mchner will know who is president of the group. Mr. Wandrick asked about the 40 acres adjacent to
the airport; Mr. Leslie stared the last he heard the land will still be available for the airport's use if
necessm, Dr. Walker staled he felt the Board would be able to easily support such an plan.
VI. NON -AGENDA ITEMS
A. Handouts were given to the Airport Board concerning euplanenrenls and traffic count. I W FPs
s. cnplanemenls continue to increase - the first quarter of 199s is 130 o above the same lime period for
1994, Moa above 1993. Chenoweth commented 1999s First quarter was with no marketing having
been done. I he went on to say that former Airport Manager Randy I loldman had done a lot of work
identifying "what was out there'; the new Operations Leadman will lice Chenowelh up to continue the
