A. AIRPORT MANAGER'S REPORT
Air Traffic Control Tower - Current Funding Status. - No questions asked by the board.
Airport Emergency Plan. - Mr. Seesing questioned who would be included in the upcoming table
top exercise. Mr. Chenoweth explained his plans to include the Fire Department, Police
Department, Scott County Sheriff, and the LOC. Mr. Robertson asked if this was a private event or
something the media should be contacted about. Mr. Seesing stated the media should definitely be
there and it would also be a good idea to video the event for critiquing. Mr. Robertson stated as
soon as a date was set, the media should be notified.
Airport Compass Calibration Pad - Mr. Chenoweth is checking into the legalities of such a pad
which would not be certified by the FAA. Mr. Chenoweth checked with Mr. Bill Hinck, Cape
Avionics. He felt there would be no problem with it not being certified.
VOR Checkpoint Station. - No questions asked by the board.
Wind/Altimeter data link to FBO for after hours reporting to aircraft. - Mr. Chenoweth staled
this item received a new Ino ist with the Automated Surface Observation System IASOS) being
turned on this month. He questioned the board if they fell we should hold off to see if ASOS does
become the official weather.
Airport Marketing. -Mr. Chenoweth stated he started working on a marketing paper which was
still in too rough of a draft to present to the board. I le hopes to have a draft to present to the board
by the nest meeting. I le reported the B 17 Open House held over the weekend went well. "Ihe B-17
staff told him thev usually didn't see that many static displays without an airshow. They estimated
2,000 people viewed the B-17 over the weekend. Mr. Chenoweth also spoke of the travel agent
dinner held in Dexter May 28. He stated the agcm-s response and concerns were similar to those in
the Cape Girardeau area. They seemed to be willing to work with us and to provide us numbers.
Three of the four agents in the area attended. Mr. Robertson added they received the most negative
feelings from Poplar Bluff agents. Ile feels there is no need to spend any more effort in that area if
we only have the same airline and the same destination.
Pavement Maintenance/Foreign Object Debris (FOU) on Runways/Weed in Cracks of
Pavement. - No questions asked by the board.
Airlines. - Mr. Chenoweth informed the board that it appears Lonestar is no longer interested. It
seems they strung us out for awhile, but it did not pan out. However, ComAir looks positive. One
draw back for ComAir is that they are awfully expensive, but he will continue to look into it.

During a conversmion with TWE Friday, Mr. Chenoweth stated they asked when would be the best
time to make flights more conducive Mr. Chenoweth is checking a flight which runs from
Memphis to St. Louis every morning. Mr. Seesing stated when he checked on that in the past their
response was their slot restrictions were too tight to have a stop over in Cape Girardeau. Mr.
Holdman also stated thev did not want to degrade the service to their passengers with that stop as
well.
Mr. Chenoweth explained the supplement to the agenda packet members received was a Request
for Proposal ( RFP) for a restaurant operator. Mr. Chenoweth explained an interested prospect was
declined after a background check was performed. Mr. Holdman stated Bob Hoppmann was
attending a Missouri Restaurant Association meeting and would be mentioning it there. Mr.
Chenoweth also stated he has received a suggestion to advertise with the Missouri Restaurant
Association. He asked the board for suggestions for changes to the RFP. During discussions in
reference to the RFP the board mentioned the need to have it as condensed as possible with
possibly a summary sheet and it should state the incentives which are being offered. Mr. Waltz
stated there is a great interest among people who use the airport to have a restaurant open. This
should be a high priority, and Mr. Chenoweth needs to express to his superiors the importance of
this matter.
Mr. Chenoweth also presented board members with a Traffic Count Analysis. He informed board
members that the overall count from January - May. 1996 is up almost 10% from the same time
frame last year and the local traffic count is also up by better than 82% but, he is disappointed to
see the itinerant traffic down. He stated the key to improve this is to encourage cross country
traffic to stop in. Mr. Heldman questioned why the itinerant numbers are down. Mr. Chenoweth
stated he has heard some comments on fuel, but doesn't know for sure He also added the drop of
11% is not out of line with the trend of the last 10 years.
B. RULES & REGULATIONS/MINIMUM OPERATING STANDARDS
Mr. Waltz stated he asked Eric Cunningham. City Attorney, to attend to have the opportunity to
hear the board's thoughts and recommendations and the resasoning behind them so that he would
be aware of the concerns and issues. Mr. Chenoweth reminded board members that what was
passed out at the last meeting was just a base line to gel started with. Mr. Heldman recommended
the use of the Airport Sponsor's Guide to Preparing Minimum Standards for Airport Aeronautical
Service Providers and Airport Operating Rules and Regulations produced through a cooperative
effort of American Association of Airport Executives and the National Air Transportation
Association for a baseline. Mr. Seesing added he felt the Spirit of St. Louis Airport's Minimum
Standards would also be good to use as a guideline. Mr. Waltz asked Mr. Cunningham if there
would be a problem with the board using these as concepts to follow. Mr. Cunningham stated he
felt that would not be a problem. Mr. Holdman noted the provision of the several examples from
other airports is very helpful. Mr. Seesing stated a draft might be possible for the next meeting.
Mr. Brazil asked who holds the license on the UNICOM. Mr. Anders stated they had such license.
Mr. Cunningham stated he would review the draft when completed. Mr. Holdman stated he would
like to see it completed before the next meeting to give members a chance to review it.
V. NEW BUSINESS
Mr. Robertson expressed his feelings in reference to the efforts put forth by Mr. Chenoweth with
his paperwork. He stated he does not need to see Mr. Chenoweth's efforts wasted on fancy graphs
and pages of information which is not needed. Ile would prefer to see these same efforts put forth
on the priorities at hand. Mr. Chenoweth stated he wanted to keep the board informed and would
try to condense the information as much as possible in the future. Mr. Waltz also stated he would
rather see efforts put forth on major issues such as marketing and the restaurant. Mr. Seesing stated
after reviewing the minutes from the past, he noted a period where there was a request for more

information, but he agrees it should be kept to a minimum. Mr. Waltz added that the board is result
oriented. "they want to see something happen on the major issues such as marketing for which in
r his mind has seen very little effort.
VI. COMMITTEE REPORTS
A. FACILITIES PLANNING COMMITTEE
Mr. Heldman stated knowing what exactly we are going to market this airport as would help before
moving on with the master plan. Mr. Holdman questioned Mr. Chenoweth what he plans to
market. Mr. Chenoweth responded by stating air cargo and industrial development. Mr. Waltz
stated CGI has always been a strong general aviation airport.
B. PUBLIC RELATIONS COMMITTEE
A rough draft of a marketing brochure was passed around by Mr. Robertson inviting any input from
board members. He also stated the need for specific plans for distribution and in doing so it would
be beneficial to meet with Mr. Heldman and Mr. Anders. Mr. Waltz asked how the itinerant traffic
could be tracked. Mr. Seesing stated the "N" numbers are on each aircraft and Mr. Holdman added
a log for each airplane to sign in on would be helpful. Mr. Waltz stated it would be helpful to find
out why the itinerant traffic is declining. He informed Mr. Chenoweth it would be up to him to
come up with a process to track tike itinerant traffic.
Mr. Robertson stated Ms. Loiseau and he would be taping a segment for "Perspective" with Mike
Sham in reference to the Ninety -Nines, Inc. Luncheon scheduled for August 17 to commerate the
30 year anniversary of the Powder Puff Derby stopover in Cape Girardeau. Heidi Nieland will also
be doing a story for the Southeast Missourian.
VII. NON -AGENDA ITEMS
Mr. Waltz asked Mr. Walter Denton, Administrative Assistant, to introduce himself to the board.
He told board members he came to Cape Girardeau from Wichita, Kansas and was happy to attend
the meetings. He also mentioned that it is the Citv's priority to get some of the airport priorities
resolved. They have gotten Terri Goodman (the newly appointed Public Awareness Officer with a
marketing degree) involved in the marketing plan. Mr. Robertson asked Mr. Denton how high the
airport was on her priority list. Mr. Denton responded by stating he could not speak for Ms.
Goodman, but he would assume the airport is not her number one priority considering she is only
part-time and has a multitude of tasks. Mr. Waltz asked if she would be available to attend a board
meeting to hear comments of the board to focus strategies. Mr. Waltz added a special meeting
could be held if needed.
Mr. Robertson stated the Public Relations Committee is now a member short since the resignation
of Dr. Walker. Mr. Irwin was appointed as the new member of the Public Relations Committee.
