II. MINUTES OF PREVIOUS MEETINGS
Mr. Rollins made a motion to approve the minutes of the September 9, 1997 meeting, Ms. Loiscau seconded the
motion. The motion passed by unanimous vote.
III. OLD BUSINESS
A. Monthly Activity Report - Mr. Loy reported that enplanement totals for the month of September were up
60% from the same time frame fast year. He also stated P & G enplanements for the month were up 107%
from last year and Air Evac reported 10 enplanemems for the month. TWE has reported 665 for the month
of October (even with nine cancellations), which is the highest month ever for them. Mr. Holdman also
noted that historically October has been the month when cnplanements begin decline. Mr. Loy reported he
felt the increase in enplanemenrs was due to the recent advertising campaign and new flight schedule. The
board continued to discuss the reasons why the local traffic count was down. It is believed the local traffic
count is down as a direct reflection of the lack of student training being done on airport.
B. Travel Agency Reception/TWE Promotion - Mr_ Loy informed the board that the advertising promotion
just ended. The reception that was held September it at the Royal N'Orleans restaurant was a great success.
He would like to see this continue as a yearly event if funds are available to show our appreciation to the
travel agents. Ms. Loiscau, who attended the reception, stated she was impressed with the reception and
spoke to most of the navel agents who seemed very enthusiastic about the new Flights. Mrs. Peters relayed
comments and compliments received from a phone conversation with Mr. Robertson who could not be in
attendance at the meeting.
C. Airport Engineering RFQ - Mr. Loy explained RFQ's have been received from six companies. A
committee is meeting November 5 to review the quotes and a decision will be made after reviewing
references. Mr. Loy also directed the board to a copy of the five year capital improvement projects which
will be reviewed with the engineering/consulting firm when chosen.
D. Enterprise Rent -a -Car - Mr. Loy informed the board Enterprise is up and running with a representative here
throughout the day. There appear to be no problems with the other agencies. Plans arc to renegotiate all
three car rental leases in December with the main emphasis on changes to the parking areas.
E. Aviation Day Report - Mr. Loy slated he felt the Aviation Day was a tremendous success. No complaints
have been heard. The early fog kept approximately nine aircraft from coming in, but there was still plenty
For the estimated crowd of 4,000 to do. During the post evaluation meeting of the event, it was determined
that the skydiving was the biggest success and the SEMO Modelers Association with the radia controlled
aircraft were well pleased. Approximately 437, of the expenses for Aviation Day were covered by
sponsorship funds. Mr. Loy explained to the board since he didn't feel he should devote his time to an
Aviation Day and Air Show next year, plans are to have several smaller events in addition to the Air Show.
Requests have been sent to the Canadian Snow Birds and various military acts such as the Blue Angels to
appear in 1998.

IV. NEW BUSINESS
A. Gift Shop Lease - A new lease agreement with Charleen Back for operating the gift shop was approved by
the City Council. Payment has been made for the rent covering January - October. With the additional
Bights and increased traffic in the terminal she should be able to make a small profit with the new lease.
NON -AGENDA ITEMS
The Board discussed problems noticed with Air Evac Aviation's "full-service". It has been reported that they
are down to one mechanic and one full-time Flight instructor. Therefore, their flight training and our local traffic
count is down. Mr. Loy has also been approached by Mr. Anders to allow them to cut back on their 24 hour
service. The Board directed Mr. Loy to discuss with Mr. Anders the options available for getting their repair
service and student training back in order.
The Board also questioned Mr. Loy on what they could do to aid him in future plans. Mr. Waltz asked Mr. Loy
to develop a listing of things that would enhance the airport if resources were available. The Board will take this
list and make contacts necessary to get the message across regarding airport needs.
Mr. Loy presented the Board with a copy of a letter sent to the AAAE referencing comments on the ASOS
system. Mr. Larry Davis, Control Tower Chief, will be checking into the possibility of tower employees
augmenting the ASOS system.
Mr. Loy reported to the Board that there has been no recent interest in the restaurant since Yvonne LeGrand
canceled her negotiations.
Mr. Loy will be sending a letter to Mr. Robert Niederkorn referencing the soil sample and lime application
information we are lacking, as well as his failure to spray the fence rows for weeds.
Mr. Loy reported DNR has not given us a deadline, but preliminary work is still underway on the cleanup of the
underground storage tank.
