Gerry Keene, III, Jamcs Trickey, Mark Seesing, Members Absent: Dan Overbey, Steve Robertson, J. Fred Waltz, Jim Withers Others Present: Bmce Loy, Airport Manager; Carol Peters, Airport Secretary L MINUTES OF PREVIOUS MEETING Mr. Ferguson made a motion to approve the minutes of the July 20, 1999 meeting. Mr. Trickey seconded the motion. The motion passed by unanimous vote. II. OLD BUSINESS A. Monthly Activity Report - Airline enplanements are slightly up from last year, with Procter & Gamble enplanements dropping slightly. One reason for the P & G slight decline is that last year at this time was when the expansion project was just getting under way. Mr. Loy has been informed that ComAir has a two year contract with Procter & Gamble, but they currently do not have any flights scheduled with them in the near future. It has been difficult to obtain ComAir's enplanement figures. Mr. Loy will be working to ensure we hit the 10,000 enplanement plateau again this year while continuing to research ways to obtain ComAir's enplanement figures. Mr. Loy reported that, currently, the average YTD enplanement figures were indicating the total year-end enplanements would hit below the 10.000 mark. Mr. Loy also reported that the traffic counts are up slightly. B. F.B.O. Survey - Mr. Loy presented the board with the results of a survey conducted by Larry Davis with four airports in our region (Farmington, Sikeston, Perrvyville, and Paducah). The survey was conducted to compare fuel prices and aircraft rental prices. Based on the results, Air Evac Aviation is not dramatically ^ different from the other airports. They are slightly higher, but board ntenhbers mentioned that other airports may be more flexible with their charges. Some F.B.O's have a flexible rental policy in which the minimum is waived dependant upon where you are flying and how much the aircraft is utilized while you are gone. Mr. Trickey reported that when trying to get checked out in Air Evac's 172 aircraft, it took calling Air Evac's office every other day for seven days before someone finally called him back. The board agreed with Mr. Trickey that it should not be that hard to get an aircraft to fly in Cape Girardeau. Mr. Loy reported that Air Evac has a new instructor who has been doing a lot more flying lately and he will update the board on their concerns after he has had a chance to meet with Mr. Wayne Anders. C. Update on Parking Lot Signage Project - Mr. Loy reported the sign company had lost the order and once the order was received by the Public Works Department they were the wrong color. The signs we received are going back to the company due to the wrong color shipment, but the Hertz, National and remaining two hour parking signs should be installed next week. D. Update on Auto Tire & Parts Dragster Demo - Mr. Loy reported the dragster demo is set for Saturday. September 18, 1999. It will be held on the East Ramp with rides being given about every fifteen minutes. III. NEW BUSINESS A. Plans for 1999 Skydiving Boogie - Mr. Loy showed the board a flyer which is being printed to send to 2,000 United States Parachute Association (USDA) members inviting them to attend the skydiving boogie on October 9 and 10, 1999. The first year there were an estimated 95 junipers in attendance, last year there were about 75-80 junipers here for the weekend. Mr. Herb Estes, who is helping Mr. Loy coordinate the event, estimates this year's attendance to be around 100 - 125. B. Plans for Air Festival 2000 - A group of individuals met recently to compile information on acts and ideas for next year's show. It was agreed that the "boom & zoom" worked well this year and we will want to S'eplemFer M. 1999 Airporf Adirsort, Board Alerting Page 2 continue with the warbird theme. Our relations with the Air Force and Navv have been very good the last two years which should help us in obtaining more military support in the future. The sponsorship packets are completed and hopes are to have a good idea of what our sponsorship funding will be prior to the International Council of Air Shows (ICAs) convention in early December. Mr. Seesing presented a letter of commendation from the Airport Advisory Board to Mr. Fol and Mrs. Peters for their hard work in organising the 1999 Air Festival. The letter also reiterated the boards feeling that the Air Festival should remain an annual event. C. Report on August 31 Aviation Security (AVSEC) Tabletop Exercise and Annual Comprehensive FAA Security Inspection — A hijacking scenario was played out in a tabletop exercise on August 31 with FAA security personnel to see how well we would be prepared for that type of situation. All went well with the exercise as well as with our annual security inspection held August 31, 1999. IV. NON -.AGENDA ITEMS Mr. Loy informed the board that the airport has received an additional maintenance truck. This truck was agreed to during the budget session last year and has now been released from the water department. V. EXECUTIVE SESSION Mr. Seesing made a motion to enter executive session.
