L MINUTES OF PREVIOUS MEETING
Mr. Ferguson made a motion to approve the minutes of the September 14, 1999 meeting. Mr. Keene seconded
the motion. The motion passed by unanimous vote.
II. OLD BUSINESS
A. Monthlv Activity Report - Mr. Loy reported Trans World Express had a really good month ending up
16% above last year's figures. Local traffic was up 58% which apparently is somewhat due to the new
instructor at Air Evac.
B. Update on Parking Lot Signage Prqject - Mr. Loy reported the two hour parking signs have been placed
in the parking lot. Public Works is working on other signs. Mr. Loy met with Mr. Doug Leslie, Public
Works Director, regarding the length of nine it was taking to get this project completed. This project was
originally started with a conversation with the Public Works Department in April.
C. Update on Auto Tire & Parts Dragster Demo - Mr. Loy reported the dragster demo appeared to be a
success. There was no damage to the ramp. Approximately 50 rides were given.
D. Report on 1999 Skydiving Boogie - Mr. Loy reported approximately 68 divers registered for the jumps
taken after the weather cleared late Sunday afternoon. The event was coordinated with the City of Roses
Music Festival which worked out well.
III. NEW BUSINESS
A. Report on Minimum Standards/Rules & Regulations Conference - Mr. Loy attended the AAAE
Minimum Standards/Rules & Regulations Conference in Cincinnati, OH. He returned with a lot of useful
information. A copy of the workshop materials along with a copy of the current adopted version of our
Minimum Standards will be sent to the board members. The board will discuss changes needed to our
current Minimum Standards at the next meeting.
B. Board Discussion on Hangar Storage - Mr. Loy wished to re -address the issue of storage of cars or other
property in hangar facilities. The board felt the airport may end up being a site for storage buildings unless
aircraft storage was a requirement listed in lease agreements. If a building is constructed for aircraft storage
and other items are stored there it would not be as great of a problem, but a lease needs to be worded so that
if aircraft is not stored in the facility, the lease would be terminated.
IV. NON -AGENDA ITEMS
Mr. Loy received a phone call from the Motorcycle Safety Foundation requesting the use of the airport for
motorcycle safety courses for an estimated three times per year. Mr. Loy suggested they check with the
Naval Reserves. The board had mired feelings about whether the airport should continue to be used for this
► type of non -aviation related events. The Motorcycle Safety Foundation is coordinated through the State of
Missouri as a non-profit organization for anyone wishing to receive a motorcycle drivers license. If the
training sessions were to be held at the airport we would have to have at least enough payment to cover
overtime expenses for our employees to be here during the course. The board recommended Mr. Loy

submit a proposal to the Motorcycle Safety Foundation ti» $?5t} per da}. If the} do not agree to the fee,
they can hold their course elsewhere.
r
The Southeast Missourian is creating a special Procter &Gamble 30"' anniversary tabloid. Mr. Loy
re;mried a thank you ad from the airport will he included in the edition for the support Procter & tumble
has given the airport.
Mr. Loc reported on the Public Hearing he attended in reference to the Nash Road improvements being
planned by MoDot in the summer of 2401. The north -bound bridge of 1-55 will be replaced ith a three Ione
bridge and the bridge over the interstate will also become it Three lane bridge.
Mr. Lov informed the board a ramp fee of $25 for a single engine and $35 for a nmlli engine aircraft «as
being charged hr Air P,vac if no foe! is purehase& lie approached Wayne .Anders regarding this issue and
was informed that the charge would be discontinued. but a sign is still posted. The board feels this type of
change would be counter productive and the fee is too high.
