I. MINUTES OF PREVIOUS MEETING
The minutes of the October 12, 1999 meeting were approved by unanimous vote.
IL OLD BUSINESS
A. Monthly Activity Report - Mr. Loy informed the board that the Procter & Gamble figures for the month
have not yet been reported, but TWE has had a good month for October. November is looking good so fain
and will pick up even more closer to the holidays. Lnplanements are running very close to our totals needad
for the calendar year in regard to the FAA 10,000 peek we are trying or hit. Mr. Loy reported on a
conversation with Mr. Brian Weiler, MoDot's Administrator of Aviation . Mr. Weiler explained that he
would like to see some sort of agreement with the FAA that if a small airport like ours is above 10,000 one
year, but falls below 10,000 another year then the FAA would still allow Federal funds up to a certain
percentage. Mr. Loy reported he will be going to the Missouri Airport Managers Association (MAMA) fall
conference and would talk with Mr. Weiler again to see if lie has come up with any other ideas. Mr. Loy
also reported that airport operations are up again this month.
B. Update on Parking Lot Signage Project - Mr. Loy reported the signs are up. They arc all done except file
two large directional signs and the one that broke by Air Evac is being repaired, Mr. Larry Diebold was
awarded the bid to paint the asphalt parking spaces, hot he has not been returning our phone calls. Mr. Loy
will continue to try and reach Mr. Diebold to stet the numbers painted on the spaces,
C. Update on Hangar Leases - The lease for Rick Griffith and David Johnson is done and they are reviewint,.
it for their signatures. Mr. Loy has put together new terms for Web Aero, Inc. The terms are an additional
two years at the same rent and then rent will be increased approximately 5100 based on a new square
footage rate of six cents for businesses and approximately $100 increase per month on the hangar itself
based on CIP increase calculations. These leases will appear before the City Council on the first Monday of
December Mr. Loy reported the State Revolving Loan Program for the construction of bhangars has not
been actively pursued due to the need for finding a local match for that type of loan. Mr. Loy will need to
confirm construction pricing and research construction options available. One of the problems with the loan
program is that the State will give you a very good rate. but the maximum length of a loan is ten years. It
would he very hard to charge enough rent to pay the match when it becomes due. A possibility would be to
get a commitment from a person wanting to rent a hangar to place a bulk payment and sign a lease. The i
hangar waiting list at this time is small, but there are probably more out there that are not on our list. Mr.
Weiler would like to have grant funding available for t -hangars. The board feels it is would be a good idea
sit down with the people who are interested in receiving a (-hangar and see what their commitment is. If
they are trilling to go into a long term lease agreement and are able to put money forward on it, that would
help determine the amount needed by the City to meet the loan requirements. The idea of constructing
shelters instead of full hangars was also discussed by the hoard A sub-comurittee was developed to explore
hangar development issues and report to the board their preliminary feasibility ideas. The sub committee
members are Mr. Sening, Mr. Keene, and Mr. Loy
