II. OLD BUSINESS
A. Monthly Activity Report - Mr. Loy reported that the enplanements for TWE were down
compared to November, 1998. but the traffic count for November was way up.
B. Report on Annual ICAS Convention - Mr. Loy, Mr. Seesing and Mr. Larry Davis attended
the annual International Council of Air Shows (ICAS) Convention at the Opryland Hotel in
Nashville December 1 - 4, 1999. They made several good contacts for the 2000 air festival,
especially with military pilots. Mr. Ery Arnzen also attended the conference and is working on
getting military aircraft in for the show. Larry Packer, former Blue Angels pilot, is attempting
to get an Air Force waiver so that he can bring an F-15 and possibly an F15 demo team can
participate even though our runway is not 7,000 feet. Mr. Loy informed the board that the Blue
Angels are primarily only performing at large shows of over 100.000 in attendance, but we still
have a chance for the Golden Knights. Mi. Keene suggested contacting the Coast Guard for
static display aircraft. Mr. Loy reported the tentative plans for the 2000 air festival include a
performance by the 69E" Battalion with some additional aircraft, the Dodge Ram Jet, Jim
Franklin and his jet driven Waco, along with as much military and warbird participation as
possible. During the ICAS convention each year there is a media competition. This year we
entered our poster, television ad, newspaper ad, and sponsorship packet. Our television ad
received second place in the small air show category (under 30,000 attendance) and was
announced during the Saturday evening reception at the convention.
C. FAA Capital Improvement Program (CIP) Update - The CIP was submitted to the FAA
with two major projects for this year including the Airport Layout Plan and Master Plan and all
emergency generator for Runway 10/28. A letter has been received from the FAA informing
us to proceed with plans for getting the generator. Mr. Loy pointed out to the board the Scope
of Services for the Preparation of the Airport Layout Plan and the cost estimates related to this
project being $82,100. He also relayed estimated costs for a Storm -water Pollution Prevention
Plan for $5,000 and an Economic Impact Analysis for $,4800. He requested the board's input
on hosting public meetings referencing the Airport Layout Plan and Master Plan. The board felt

it would be a good idea to hold such meetings so that the people of the region could voice their
opinion regarding the airport's future plans.
D. Update on Runway 20 Painting Project - Mr. Loy reported the contractors barely beat the
rain in getting Runway 20 painted, except for the hold bars which will be completed on the next
good weather day. The painting was performed to comply with a recommendation received in
our last FAA certification inspection.
E. Update on 2000-2005 Agricultural Land Lease - Bids for the Agricultural Land Lease were
opened on December 6, 1999 at 3:00 p.m. with H & B Farms winning the bid. They bid
$117.00 per acre. The next closest bidder was Mr. Bob Niederkom with a bid of $80.80. Mr.
Loy will contact H & B Farms and finalize the lease agreement. Mr. Overbey stated H & B
Farms currently is a good tenant for the SEMO Port Authority.
F. Update on Hangar Leases - Both the lease for D & R Pilots and the lease for Web Aero, Inc.
have been completed and approved by the City Council. Construction of the D & R hangar will
begin as soon as approval is received from the Inspection office for a building permit.
IILNEW BUSINESS
A. Report on T -hangar Financing - Mr. Loy reported that a State Revolving Loan Fund is
available to aid in the construction of T -hangars, but the T -hangars need to be completed within
six months following loan approval. Therefore, preliminary planning should be done prior to
submitting an application for the loan. Mr. Loy stated he would like to visit the Creve Couer
airport to view their hangars which are individually owned, not leased. He will continue to
research the possibilities for new t -hangars since currently all the hangars on the airfield are
filled.
B. Review and Discussion of draft Rules & Regulations and Minimum Standards - Mr. Loy
explained the revised draft of the Rules & Regulations had not yet been completed, but he will
continue to work on it and submit it to the board as soon as possible. The board discussed if the
Rules & Regulations and the Minimum Standards should be combined and approved by
ordinance. The board agreed that the Rules & Regulations should be approved by ordinance,
but telt the Minimum Standards should basically be a guideline to follow when developing
leases. Mr. Loy will discuss this further with Mr. Cunningham, City Attorney. So that minor
agreements would not have to go to the City Council, Mr. Loy will recommend the addition of
his authority to approve minor leases up to a certain amount be placed into the Rules and
Regulations. A lost and found section will also need to be added to the document.
C. Aviation Explorer Troop Discussion - Mr. Loy received a call from a gentleman in Sikeston
who is interested in leading an Aviation Explorer Troop in this area.
IV. NON -AGENDA ITEMS
Mr. Loy informed the board of a major problem with keeping controllers employed in our
control tower due to the implementation of the Federal Cost Sharing Program. This program
has allowed towers to re -open across the country with subcontractors operating them who are
paying salaries and benefits at much higher rates than Cape Girardeau. Mr. Davis. Tower
Chief, Mr. Ward, Human Resources Director, and Mr. Loy are working together to find a way
to entice controllers to stay in Cape Girardeau. Options are being reviewed including making

the positions full-time instead of their current part-time status. Jefferson City had been having
the same problem, but effective November 1, 1999 their controllers were made full-time.
Mr. Loy showed the board a letter received from Mr. Paul Wiedlin, M & W President. Mr.
`. Wiedlin was expressing concerns on the number parking spaces reserved for the car rental
agencies. Mr. Loy submitted a letter in response explaining to Mr. Wiedlin that the increased
number in spaces for the car rental agencies is due to the fact that National Car Rental has gone
from 26 cars to 52 cars in the past year. Their increase was needed for the rental contract with
Procter & Gamble which includes M & W.
Mr. Loy showed the board a copy of a color ad which will be placed in the Southeast
Missourian millennium edition..
V. ADJOURNMENT
