A. Monthly Activity Report - Mr. Loy explained the Procter and Gamble enplanement figures for the
month of January were not yet available, but overall the traffic count has increased in comparison to last
year. Itinerant traffic is up approximately 50`7, while local traffic is up approximately 40% compared to
January, 1999. With the agenda packet, the board also received annual enplanement and operation
comparisons for 1997 - 1999.
B. Review & Discussion of Draft Rules & Regulations and Minimum Standards - Mr. Loy has not yet
heard a response from Mr. Eric Cunningham in reference to the draft Rules and Regulations submitted to
him after the last board meeting. After discussion, Mr. Robertson made a motion which Mr. Seesing
seconded for the Minimum Standards to be submitted to Mr. Cunningham as a preliminary draft for his
comments. The board requested clarification on what would be adopted by City ordinance. Mr. Loy
recommended and the board agreed to have Mr. Cunningham attend the next board meeting or schedule
a special board meeting to discuss his comments on the Rules and Regulations and the Minimum
Standards.
C. Air Festival Update - Mr. Loy informed the board of the first volunteer meeting scheduled for
Thursday, February 17, 2000, A notice is going out to previous volunteers and an article will be placed
in the Southeast Missourian requesting interested volunteers to attend. Mr. Loy updated the board with
the performer line up thus far including the U. S. Army Golden Knights, Jimmy Franklin ACAS
Entertainer of the Year), the Dodge Ram Jet, and The Dawn Patrol, Ford Groves is considering the idea
of sponsoring the BIGFOOT monster truck and Auffenberg Chrysler Dodge is considering a racing car
or monster truck as well. Mr. Loy expressed the continual need for sponsorships to make this type of
show possible. Sponsorship levels are currently set at $500, $1,500, $2,500 and $5,000, but any type
of sponsorships will be entertained.
IV. NEW BUSINESS
A. FAA Certification Inspection - The FAA inspection scheduled for today was cancelled due to the FAA
inspector becoming ill_ An alternate date has not yet been set.
B. State Legislation - Tall Structures - Mr. Loy presented the board with some information referencing
pending legislation which would help regulate where towers are constructed. Currently, the FAA has to
approve radio towers, but they do not get involved with the construction of telecommunication towers. A
meeting is scheduled for February 9 in Jefferson City referencing this issue. Mr. Loy will keep the
board updated on this pending legislation.
C. ATM Proposal for Terminal - Mr. Loy presented the board with a proposal from Credit Card Center
for the placement of an ATM machine in the terminal building. The proposal consists of a five year

agreement for $269 per month, but they pay a $200 guarantee, $55 advertising space and handle any
service needed on the machine. Leaving a maximum balance of $14.00 per month for the airport, with
the potential to earn positive revenue based on usage. After the five year period we would buy the
machine for approximately $1,200. They would continue servicing the machine as long as we used
Credit Card Center for the processor. The board was in favor of having an ATM placed in the terminal,
but suggested contacting the local banks offering the opportunity to them for placement of one of their
machines in the terminal building. Mr. Loy will report to the board on the response from local banking
institutions.
V. NON -AGENDA ITEMS
Aviation Explorer Post - Mr. Loy met with Mr. Bill Crowell, Boy Scouting Director, and Dr. Wayne
Sarno regarding the establishment of an Aviation Explorer Post. Dr. Sarno has agreed to serve as a
leader for the group and the Cape Girardeau Regional Airport has agreed to be listed as the sponsor on
the application to be submitted to the Boy Scouts Council.
Trans World Express - Mr. Loy informed the board that the Trans World Express Essential Air
Services (EAS) route is being put out for bid. According to information received from Mr. Bill Mishk,
TWE Marketing Director, they are changing from their current 19 passenger aircraft to a 30 passenger
aircraft. As a result of this and Executive Jet's decision not to handle Procter and Gamble charters, Mr.
Loy has placed a call to Linda Prete, Department of Transportation, and is checking into the
requirements of the EAS program and how the bidding procedure is handled for a potential new airline.
T -hangars - Mr. Loy has the name of a contact person at the Creve Couer airport to contact regarding
their t -hangars, but has not yet made contact with him. He will update the board further at the next
meeting.
Industrial Development - Cape Avionics is currently leasing two of the airport's non -heated t -hangars
a... for aircraft storage while maintenance work is being performed on them. Mr. Robertson raised the
question if the Lipps hangar could be leased m Cape Avionics until the City found a different purpose for
the building. This would increase revenue for the Airport and allow Cape Avionics the comfort of a
heated hangar. As a result of Mr. Robertson's question, Mr. Waltz suggested industrial development be
placed on the agenda for discussion at next month's meeting.
VI. ADJOURNMENT
