Chamber of Commerce President Beth Anderson, Kiehl Hendrickson Group representative 1. MINUTES OF PREVIOUS MEETING Mr. Seesing made a motion to approve the minutes of the October l0. 2000 meeting. Mr. Ferguson seconded the motion. The motion passed by unanimous vote. II. OLD BUSINESS A. Passenger Leakage Assessment - Ms. Beth Anderson with the Kiehl Hendrickson Group attended the meeting to give a presentation on the information contained in the Passenger Leakage Assessment compiled by their group. She explained that passenger leakage consists of people from this area who are traveling. but are not utilizing the Cape Girardeau Airport. More than 144 passengers daily each wav "leak" from this area. Cape Girardeau is experiencing very high leakage due to relative air fares and past service. "Phe upside to the report was that Northwest Airlink is in a growing mode. They have some aircraft that will be freed up and they will be looking for new markers. Also, Chicago Express has recently upgraded their aircraft allowing greater range and new markets as well. Realistically, Cape Girardeau could see 20,000 enplanements per year. If Cape Girardeau realized 20,000 enplanements. we would still be experiencing leakage. It would translate to a 33% retention. The biggest challenges ahead are to 1) recapture local passengers, primarily corporate travelers; 2) grow the market so that additional service will compliment the current service rather than dilute it 3) get the word out about rile new service from Corporate Airlines. B. Airport Activity Report — Mr. Loy reported that TWE enplanements were down slightly for the numth and the operations are staying the same as last year. C. FAA Grants - Mr. Loy reported that everything is in place for the installation of the emergency generator, except for a current Title Opinion. The FAA has granted permission to amend the grant to include funding to correct the sign illumination problem sited during our annual Certification Inspection. Bids are out for the Aircraft Boarding Ramp and the work on the Master Plan will begin after the first of the year. D. Report on November 9, 2000 FAA Seminar - On November 9, Mr. Fred Harms held an FAA Safety Seminar in the Pilots Club. Mr. Loy reported it was a very interesting seminar and was well attended. E. Report on Fall MAMA Conference - Mr. Loy attended the Fall Missouri Airport Manager's Association (MAMA) Conference and reported that the Missouri State Aviation Council (MOSAC) has two big issues which they will be following closely 1) the Missouri Protection Act which relates to the construction of cellular towers close to airports and 2) getting rid of the sunset ruling on the jet fuel tax. Mr. Loy also mentioned that Bob Stewart, Malden Airport Manager, is not doing well with his battle with cancer. The MOSAC group is looking for Mr. Loy to step in and help with the above issues in Mr. Stewarts absence. At the conference. Mr. Loy also found out the FAA is making changes to the Part 139 Certification. The Cape Girardeau Regional Airport would become a Class II airport which consists November 21, 2000 Page 1 of 2 of scheduled air service up to thirty passengers and non-scheduled air service over thirty passenger~. When these changes go into effect, we will be required to have aircraft rescue and firefighting IARFFI equipment on site for all flights. This may lead to the need for a fire station located on the airfield. F. Flying Club Development - Mr. Loy reported that the club cannot get insurance at this time. Other options will be explored. G. ARCH Air Medical Services - Mr. Loy reported that a verbal approval of the lease agreement with ARCH Air Medical Services has been received. Il. NEW BUSINESS III. NON -AGENDA ITEMS IV.
