H. OLD BUSINESS
A. Monthly Activity Report — Mr. Loy presented an Airport Usage Report for September.
Mr. Loy stated that while everything is down, all things considered with the September
I I` crisis. 435 passengers with American Connection (TWE) is not that bad. Projected
enplanements for October is about 560. Compared with October of 2000, which was
687, there is less than a 20% decrease. The impact on flight usage from the terrorist acts
of September I I' had a great effect in September but is coming back up. Itenerant and
local numbers are both down for September. Local flights are down substantially due to
the week around the 1 I' when nobody could fly. Enphmements and air traffic is still up
for the year. but we will not make the 10,000 mark.
B. Renaissance Aircraft Update — Mr. Loy stated that as a result of the meeting on
October 5' between the Airport, Engineering, Planning, Utility Services and Renaissance
— a two-phase schedule was developed. The first phase will include the concrete
foundation and building, whereas the second phase will consist of interior finishes and
the roads to the building. The RFP will include two separate bids, one for 60,000 square
feet and one for a 48,000 square feet facility. Borings will start tomorrow for the gco-
technical services. Bids and specifications are currently being drawn up to move the
FAA storage buildings, The bids will specify that the FAA relocation needs to be done
by November 19, 2001.
C. Current Project Update —
• Airfield Generator — The airfield generator is in and completed. Funds will
not be released until the finish work meets the standards expected.
• T -Hanger Ramp — The City has reviewed and approved a design service
agreement by Crawford, Murphy & Tilly, Inc (CMT). Once the agreement is
approved by the state, we will take a contract to City Council for approval. The
schedule should allow asphalt to be poured first thing in the Spring.

if. NEW BUSINESS
A. Corporate Repercussions of September 11' Tragedy - Mr. Loy discussed the impact
. that the tragedy had on airport business including:
♦ TWE is down as was discussed previously in the Airport Activity Report.
♦ Restaurant - down approximately $6,000/month through last year. There has
been a decrease however, before September 11'".
♦ Air Evac - down 30 - 40% on fuel sales.
♦ Car Rentals - primarily an inconvenience for them.
♦ Avionics - messed up schedule, but no decrease in general activity.
The inconvenience of airport passengers was also discussed in great detail. It was
strongly suggested that some type of airport shuttle be put into place to accommodate
passengers and their luggage. Mr. Loy explained that while a shuttle service was
provided through the weekend while it was raining, continuing this service becomes a
cost issue. Until there is clearance of funds for this particular service a full time shuttle is
unlikely. Mr. Loy presented a budget of the cost that would be involved to have such a
service to the board.
B. National Guard Deployment - Mr. Loy stated that the National Guard has arrived at the
airport. There are three full-time National Guardsmen stationed at all times during boors
of operation, and will be here for approximately six months. The general orders of the
guardsmen are to assist in security screening. Mr. Loy explained that they would be
assisting in other duties as well, including curbside supervision. They are here for the
public perception and to assist with review of screeners.
C. Board Applications - Mr. Loy encouraged board members to help find new people to
put in their application for the Airport Board.
D. Underground Storage Tank Update - Mr. Loy discussed the issue of the contamination
in the ground around the new parking lot area. A call has been made to DNR to start
motions to take care of this. Mr. Loy stated that we would be wilting to put in -ground
monitoring for water if they will let us move out the soil to another location and aerate,
while putting fresh soil in its current location.
111. NON -AGENDA ITEMS
A. Due to the September I I' event, the Parking Lot had to be moved 300 feet from the

someone physically inspect or search each vehicle parked within 300 feet of the terminal.
The second option is to have a certified engineering firm perform a blast damage analysis
of the air port terminal. The motion was made by Mr. Scesing and seconded by Mr.
Ferguson to present to the City Council information on and approve a resolution
authorizing the City Manager to enter into an agreement with Applied Research
Associates, Inc. to perform the Blast Assessment of the Cape Girardeau Regional Airport.
