A. Monthly Activity Report — Mr. Lay presented an Airport Usage Report for November.
Mr. Loy stated that enplanements were down by 7% from last year. Mr. Loy stated that
he really did not have any explanation for the decrease. To date the enplanement
numbers are looking around 9,000 for the end of the year. There is still a chance of other
operators reporting enplanement numbers at CGI on their reports as well. There were a
couple of prison planes with loadings. Boardings are projected then to be up around 24°.o
over last year. Itenerant, Local and Instrument Operations were all up for the month of
November.
.` B.

building now. They are still occupying the old facilities as well, however. Mr. Shantz
inquired if Renaissance is still on track for prduction. Mr. Loy stated that they have
backed down a little from the original business plan. They did not think that it would
take this long to get into the permanent facility. Renaissance does feel, however, that
they have investors waiting in the wings. The judgement of over 2.5 million was in
Renaissance's favor. There will be an FAA (Experimental Aircraft Association) tour of
Renaissance, Midstates and Jack Rickard's Hangar on December 15, 2002.
D.
Airport Security — Mr. Loy reported that the Transportation Security Administration
(TSA) has their permanent employees in place at the airport. Mr. Loy stated that he did

L Transportation Security Administration- TSA is wanting to revamp space in Cape
Aviation, Charleen Back wants out of lease for gift shop and the space from the gift
shop could be utilized for TSA. The possibility for that space is still open for
` suggestions. The temporary lease for the two offices over at Cape Aviation has been
signed and approved by City Council.
F. Update on the Small Community Air Service Development Grant — Mr. Loy
discussed the Small Community Services Air Service Development Grant. The $500,000
grant requires a $100,00 match, which will he done through a ticket trust. In talking with
Corporate Airlines, the expense for them is approximately $1,000 each way per trip with
a $500.00 each way per trip subsidy to be paid by the City. With 52 weeks, 5 trips per
week the total would equal $260,000.00. The United States Department of
Transportation would pay 80%, or $208,000.00 leaving the City's match at $52,000 to be
paid out of the grant money.
III. NEW BUSINESS
A. Airport Layout Plan and Master Plan Update — The Public Advisory Team held an
open house on November 26, 2002 at the Osage Community Centre. There were a
couple of farm owners in attendance that would be affected by the proposal due to the
potential extension of Runway 02. They did not voice major concerns. The only reason
to show the runway extension is to comply with the FAA's current guidelines for a Jet
Stream 32, which is at 5,000 feet. Overall comments were good. Suggestions that were
made include a service road to attach to Scott City.

2003 to July 12 — 13, 2003 due to accommodation problems with the hotels. 'I he show
