1. MINUTES OF PREVIOUS MEETING
The meeting was called to order at 5:10 PM. Mr. Seesing made a motion to approve the
minutes of the August 13, 2002 meeting and Mr. Jackson seconded the motion. The motion
passed by unanimous vote.
II. OLD BUSINESS
A. Monthly Activity Report — Mr. Loy presented an Airport Usage Report for August. Mr.
Loy stated that enplanements were up by 10% from last year. While Itinerant traffic was
down this month, local air traffic count was up significantly by 43%. Instrument
operations were also up during the month of August by 3% over last year.
B. Cape Aviation Report — Mr. Loy presented a Cape Aviation Fuel Report for August.
Fuel sales for the month were up again over the targeted amount with 29,964 gallons
being sold — 21,496 in Jet A and 8,468.10 in AvGas. The suggestion was made by Mr.
Seesing to break down the Jet A column and separate out military fuel sales. A budget
analysis was done from the first six months of business through Cape Aviation.
Projected estimates indicate an amount of $20,000 - $30,000 profit during that time
frame. A discussion was held in regards to fueling ARCH. Mr. Loy stated that ARCH
has a Jet Fuel Truck that they want to get rid of. They are asking around $8,500.00 for
the truck. Mr. Loy stated that if a truck were to go down now at Cape Aviation, it would
put the business out of commission.
C. Renaissance Aircraft Update — Mr. Loy reported that Renaissance has a targeted date of
mid-October to begin moving into the Hangar. The water line should be done the next 4-
6 weeks. They are optimistic on the sewer lines, but no solid dates have been set yet.
Once water is in place, they can start moving in.
D. Airport Security — Mr. Loy discussed the current progress of the Transportation Security
Administration in the reconstruction of the terminal. Mr. Loy stated that he had some
conversations with Mr. Clement Spencer, Federal Security Director for the Cape
Girardeau Airport, in regards to the baggage claim area. After much discussion and
concern, it was decided that the construction would take place on the East side of the
Corporate Counter. Mr. Loy also discussed the possibility of the TSA leasing office
space over at Cape Aviation. Mr. Seesing suggested that parking arrangements should be
included in the lease — mandating that TSA Employees should utilize the gravel parking
lot. Currently the TSA is looking at hiring nine to ten screeners from the fifteen
previously indicated.
E. Air Festival/Silent Auction Update — Mr. Loy discussed the time line for volunteer
meeting dates and solicitation goals. The next Silent Auction Volunteer Meeting will be
held on September 5, 2002, 7:00 PM at the Pilot's Club. A target date has been set for
a.. September 16 — 27, 2002 to contact and get commitments from all current, previous and
potential sponsors. Previously sponsorship packages ranged from $10,000 to $250.00.
An added $100.00 Sponsorship has been added this year, which will include

Sponsorship money was tax deductible. Mr. Loy indicated that currently the Air Festival
is not set up as a 501C3, but that we are trying to find an organization to utilize their

discussed the first Silent Auction Banquet Fundmiser. He asked for suggestions on
speaker possibilities.
