Control Tower Operations - Mr. Loy discussed the issue with the Tower Control Operators. The problem is finding controllers for rate of pay we are able to offer. Approximately two years ago, our controllers were all Part-time and complained because they had no benefits. The controllers were then put on full time with slightly reduced pay somewhat to make up for benefits. At that time there were still around 20 privately owned towers. Although it was a small pool, there were still some controllers to choose from. Now that the FAA has opened the cost-sharing program, the privately owned towers are becoming more competetive with their salaries. The FAA's cost sharing program is based on a percentage called the Benefit/Cost, or BC Ratio. The BC Ratio is contrived from a formula created by the FAA. The FAA comes up with the ratio based on operations, military, etc. Our BC Ratio has been very low. The ratio ranges from 0 to 1 - I means the City can go into contracted tower program. At 1.0 the FAA will contract at their expense with another company. Our BC Ratio is .26, which means that if we elected to go into the cost sharing program we would have to pay 74% of the contracted tower costs. Mr. Loy is working with JoAnn Emerson's office to figure out the formula. The other angle currently being looked at is getting a higher State grant from MoDot, which would go directly towards the salaries - which is a short term fix. G. Update on Leases - ➢ Ozark Maintenance - Completed ➢ Nephrology Associates - Dr. Braxton's Lease is completed. He has worked out a deal with Jack Rickard on a water line. He is also looking at a sewer tie-in and putting a lift station on that side of the ramp. ➢ Paul Fisher- Mr. Fisher is still talking about hangar and lease. He has been working on the utility easement. III. NEW BUSINESS A. Airport 2003-2004 Budget - Mr. Loy discussed the 2003 - 2004 City Budget Process.
